Consular Services
- High Commission of India, London and its Consulates in Birmingham and Edinburgh provide the following Miscellaneous Consular Services through VFS operated “Indian Visa & Consular Application Centres” for applicants as per the prescribed procedure for each category. Please read the detailed information provided below pertaining to the service you intend to apply carefully before submitting the application for Consular Services.
- Under Indian law, Persons of Indian Origin (PIO), who have acquired foreign citizenship, are required to surrender their last held Indian passports and obtain a Surrender Certificate for Indian Passport, immediately after acquisition of foreign citizenship. In view of this provision, PIO, intending to apply for Consular Services should submit a copy of the Surrender Certificate/Deemed Surrender Certificate/Renunciation Declaration to obtain the required service with prescribed documents. In cases where the PIO applicants for Consular Services have already acquired Indian Visa after the acquisition of foreign citizenship or if they have obtained OCI/PIO Card after the acquisition of foreign citizenship, they need to submit a copy of their Indian Visa page or a copy of their OCI/PIO Card (as the case may be) while applying for Consular Services. In short, PIO applying for Consular Services are required to submit EITHER copy of their Surrender Certificate/Deemed Surrender Certificate/Renunciation Declaration OR a copy of their Indian Visa page OR a copy of their OCI/PIO Card along with their application for Consular Services.
The High Commission of India, London and its Consulates in Birmingham and Edinburgh reserve the right to reject attestation of documents, the contents of which are objectionable or contrary to the Rules.

Attestation Of Documents Issued in India. (Birth/death/marriage/educational Certificates Etc.)

Overview
Birth/Death/Marriage/Educational Certificates etc. issued by authorities in India need to be apostilled in India (for details, please visit Ministry of External Affairs, Government of India web link: http://mea.gov.in/apostille.htm) if they are to be presented before the authorities in the UK or before the authorities of the countries that are members of the Hague 'Apostille' Convention of 1961. No further attestation or legalization of such apostilled documents by the High Commission of India in London or its Consulates in Birmingham or Edinburgh is required.
However, the High Commission of India in London or its Consulates in Birmingham or Edinburgh can counter attest a document that has been attested by the Ministry of External Affairs (MEA), Government of India or by any of the MEA’s authorized Branch Secretariats in India if the document in question is to be presented before the Missions/ Posts (in the United Kingdom) of countries, which are not members of the Hague ‘Apostille’ Convention of 1961 and where apostille is not accepted. -

All documents issued by a foreign government (Non – Indian) need to *legalised and notarised by the Foreign and Commonwealth Office (FCO).
*on the apostille stamp the field ‘Acting in the capacity of’ – should mention ‘Notary’ any other designation will not be accepted.

- All documents issued by an Indian government authority, the original document (s) (duly attested by the Ministry of External Affairs (MEA), Government of India or by any of the MEA’s authorized Branch Secretariats in India) to be counter attested along with a self-attested photocopy set of the original document (s).
- All documents issued by a foreign government (Non – Indian) need to be *legalised and notarised by the Foreign and Commonwealth Office (FCO).
- *on the apostille stamp the field ‘Acting in the capacity of’ – should mention ‘Notary’ any other designation will not be accepted.

- In case of Indian Passport Holders: Valid passport in original and self-attested copies of first two and last two pages of the passport and the page (s) containing passport officer's observation (s) (if any).
- In case of Other Passport Holders: Valid passport in original and self-attested copies of the passport pages containing personal particulars of the passport holder.
- Proof of Residence: Any of the following self-attested documents viz. copy of utility bill (landline telephone bill/electricity bill/gas bill/water bill) or Driving License or lease deed (of residence) etc. where the applicant’s UK address is clearly mentioned, should be provided.
- Visa Status: Self-attested copy of passport page/UK Residence Permit Card showing the visa status (where applicable) should be enclosed.

Processing Time: Minimum, 3 to 5 working days (excluding the date of submission of application and date of dispatch of original and processed documents) subject to the application being complete in all respects.

- Miscellaneous Application Form duly filled in and signed by the applicant/representative of the company.
- 1 Photograph 50mmx50mm
- A request letter for the service on the Company Letter Head with the seal of the company stamped on the Company Letter Head. The request letter should be duly signed by one of the Directors of the Company and should be accompanied by a copy of the incorporation certificate in respect of the company, zlegalized/Apostilled from the UK Foreign and Commonwealth Office.
- The document (s) to be attested in original along with a self-attested photocopy of the original document (s). All commercial/company documents issued in the UK that require attestation should be duly zlegalized/Apostilled from the UK Foreign and Commonwealth Office, individually.
- The commercial/company documents should be submitted along with the valid original passport and self-attested copies of the passport pages containing personal particulars of one of the Directors of the Company. If due to any reason, the original passport cannot be submitted, duly notarized copies of the passport pages containing personal particulars of one of the Directors of the Company should be submitted.
General checklist :Attestation of UK FCO apostilled Documents. (Apostilled Power of Attorney/Any UK issued documents apostilled by FCO).

Attestation Of Documents For Making Application For Allotment Of Director Identification Number (DIN)

Overview
The Application for allotment of DIN can be made online through the portal of Ministry of Corporate Affairs, Government of India (http://www.mca.gov.in). The High Commission or its respective Consulates shall attest supporting documents in this connection like Bank Statement/ Certificate of Incorporation of the company etc., only if the company in question is incorporated in the UK.

Attestation of UK issued documents- Company Documents / Individuals- (Mandatory FCO Apostille Required)

Overview
The application for allotment of PAN can be made online either through the portal of National Securities Depository Limited (NSDL) (https://www.tin-nsdl.com ) or portal of UTI Infrastructure Technology and Services Limited (UTIITSL) (http://www.utiitsl.co.in/ ). For detailed procedure, guidelines, required documents and form (s) etc. for PAN allotment, please refer to portals of NSDL/UTIITSL.
Supporting documents in this connection like Bank Statement/certificate of incorporation of the company etc. are attested only if the company in question is incorporated in the UK. Similarly, supporting documents in respect of PAN application by an individual are attested only if the individual is based in the UK. -

Police Clearance Certificate (PCC) is issued to both Indian nationals and foreign nationals (in respect of their stay in India) for specific purpose as requested by the applicant.

- Please note - The Non-Indian Passport holders need to submit their original passport along with the application.
- Valid UK visa status : Biometric card/ UK Settlement status. (Original + copy required)
- For Indian passport holders: Self-attested photocopy of the passport page containing valid UK Visa or UK Residence Permit Card.
- For foreign passport holders: Applicants who are foreign passport holders and who never held an Indian passport need to submit a self-attested photocopy page containing Indian visa/Visas on their passports.
- Foreign passport holders who previously held Indian passports need to submit any of the following:
- Self-attested photocopy page containing valid Indian visas on their passports.
OR - Self-attested photocopy of the OCI or PIO Card (if the applicant holds OCI or PIO Card).
OR - Self-attested photocopy of Indian Passport Surrender Certificate (foreign passport holders who previously held an Indian passport are required to surrender their last held Indian passport at the nearest Indian Mission/Post and obtain an Indian Passport Surrender Certificate).
- Self-attested photocopy page containing valid Indian visas on their passports.
- Proof of Residence: Any of the following self-attested documents viz. copy of utility bill (landline telephone bill/electricity bill/gas bill/water bill) or Driving License or lease deed (of residence) etc. where the applicant’s UK address is clearly mentioned, should be provided. (The address on the online application form must match the address proof provided)
- Please note if the applicant is unable to provide the original Valid passport, the competent authorities may not be able to issue a PCC.
- All fees paid for this service are non-refundable.
*Applicants need to ensure accurate information are given in the Personal particulars Form. ( Please note: Complete address with Pincode and Police station name for the permanent address in India (8a of PPF Form), Current UK Address (8b) and also Complete address, contact details of 2 Indian references (10a and 10b of PPF Form) are to filled accurately.

Processing Time:
- For an Indian passport holder, the minimum processing time is 4-5 weeks. 4-In the case of anoreign passport holder, this service is rendered normally within 7-8 working days.

Photo Specification
Note: Applicants are requested to ensure that photographs submitted with the application are strictly as per the below guidelines, any variations may lead to application being not submitted. Photographs obtained from an automated photo kiosk or a Polaroid camera are not acceptable, only professionally shot photographs will be accepted.
2 Un-mounted - 2 inch x 2 inch in size.
Face should cover about 70 to 80% of the photo area.
Frame Subject with Full Face, Front view, Eyes open
Taken within the last 6 months to reflect your current appearance.
The photographs must be clear, well defined and taken against a plain white background.
Appropriate brightness and contrast showing your skin tones naturally
Even lighting (no shadows across or behind the face)
Face must be square to the camera with a neutral expression, neither frowning nor smiling and with your mouth closed.
If you must wear a head covering for religious reasons, make sure your full facial features are not obscured.
Non-tinted prescription glasses are allowed as long as your eyes are clearly visible. Make sure that the frame does not cover any part of your eyes. Sunglasses are not acceptable.
Headphones, wireless hands-free devices, or similar items are not acceptable in your photo.
Photograph for Child/babies - The photograph should show the baby or child awake, looking straight at the camera with mouth closed and nothing covering the mouth. It should also show both edges of the face clearly (no toys, blankets, chair backs or other people visible) and no hair across the eyes.

NRI Certificate / NRI Parity Certificate

Overview
- NRI certificate is issued at the request of an Indian Passport holder (resident in UK) for the purpose of admission of his/ her son/ daughter/ ward in Colleges/ Universities in India under the NRI Quota or for any other specific purpose.
- NRI parity certificate is issued at the request of a Foreign Passport holder (resident in UK) who also holds OCI/ PIO Card for the purpose of admission of his/ her son/ daughter/ ward in Colleges/ Universities in India in accordance with the parity available to OCI/ PIO Card holders in educational field in India or for any other specific purpose.

- For Indian Passport Holder: Declaration regarding NRI status by the applicant in the prescribed format. (Please Note: In support of his/ her declaration, the applicant is required to produce his/ her valid passport and UK Residence Permit Card (if the applicant is UK Residence Permit Card holder) in original, self-attested photocopy of passport page (s) containing UK Residence Permit/ Visa or self-attested photocopy of UK Residence Permit Card (if the applicant is UK Residence Permit Cardholder) and passport page (s) containing immigration stamps confirming that the applicant did not reside in India for more than 182 days during the preceding financial year).
- For OCI/PIO Card Holder: Declaration regarding OCI/PIO status by the applicant in the prescribed format. (Please Note: In support of his/ her declaration, the applicant is required to produce his/ her valid passport & OCI/PIO Card in original and self-attested photocopies of the pages of valid passport & OCI/PIO Card containing personal particulars of the applicant.
- Proof of Residence: Any of the following self-attested documents viz. copy of utility bill (landline telephone bill/electricity bill/gas bill/water bill) or Driving License or lease deed (of residence) etc. where the applicant’s UK address is clearly mentioned, should be provided.

- Certificate from the Funeral Director/ Undertaker confirming that the urn contains ashes/ mortal remains of the deceased person indicating name, age, date, time and cause of death of the deceased. Contents of the package must be mentioned in the Certificate from the Funeral Director/ Undertaker.

Overview
Birth registration of minor child eligible for Indian nationality U/S 4(1) of the Citizenship Act 1955:
For a child born in the UK to be registered as an Indian citizen, the application is to be made online. For detailed information, applicants are requested to visit the website of Ministry of Home Affairs at web link: http://indiancitizenshiponline.nic.in
After filling-in the application online, the hard copy (printout) of the online application needs to be signed by the parents and the signed application form needs to be submitted at the VFS Global Services Centre, Goswell Road or Hounslow, London (or at VFS Global Services Centre in Birmingham and Edinburgh if the applicant (s) reside within the consular jurisdiction of CGI, Birmingham or CGI, Edinburgh) along with other prescribed documents in original, a self-attested photocopy set of prescribed documents and the prescribed fee. For this service, applicants have to apply in Person only.

Procedure for submitting online application:

The applicant shall select the option “Registration birth of a minor child at an Indian Consulate under Section 4(1) of the Citizenship Act, 1955”
Click 'Apply Online' button to fill up the form.
Each online application form is meant for one person only. A separate application has to be filed for each case.
The online form should be filled in Block/Capital letters. vi. Furnish information exactly in the manner asked for in the forms, especially the name of the child (exactly as per birth certificate first name followed by surname) and names of the parents, as per entries in their passport. First Given name then Middle name (if mentioned in passport) followed by Surname.
Applicants are required to verify the application details before submitting the online application.
Once the online application form is submitted by the applicant, further modifications are not allowed. Hence applicants are requested to check and validate the details before submitting the online application form.
After filing all the details in the online application form, the form is saved.
As soon as the form is submitted, the MHA (The Ministry of Home Affairs) File number will be generated automatically and will appear on the screen as an acknowledgement. The applicants are advised to keep the MHA File Number for further correspondence and online status tracking.
Applicants have to upload the prescribed supporting documents. Upload all documents like birth certificate, both the parents’ passports (fist two and last two pages) and Marriage certificate. (Please make sure that you upload a clear copy of the document which are visible and then click the Print application tab from the main menu.
After clicking on the Print application tab from the main menu, the applicant has to enter his/her MHA File Number as an identity to access the submitted application. A PDF application form shall be displayed with an option of pasting the applicant's recent passport size photograph. A recent passport size photograph of the applicant is to be affixed on each form in the prescribed space. The photograph to be affixed on the application should be of square shape of size 35*35 mm (with 80% coverage by face). It should have a light colour background (not white) without a border with a front view of the child’s head and shoulders showing the full face in the middle of the photograph. It should not be stapled and should not have any signature. Photographs that do not conform to these standards will be rejected and may cause a delay in processing the applications.
The applicant shall take the printout of the application submitted. Parents are required to put their Signatures/Thumb Impressions (left for male and right for female) at the designated signature box.
* A person who has not attained the age of 18 years is considered a minor. Parents / legal guardians of the child must sign in the column prescribed for them in the form.
After submission of the application online, the applicants are required to submit the hard copy of the online application form duly signed by the applicants in the space provided for signature and other supporting documents (as listed below) in original along with self-attested photocopy of the original documents at the Consular Counter of the VFS Global Services Centre.The original documents shall be returned to the applicant immediately after verification at the Consular Counter of the VFS Global Services Centre.. Part II of the online application form contains a declaration form. Based on information filled up in Part I, the system itself generates Part II. The parent whose name appears in Part II of the online application form is required to submit the application in person at the VFS Global Services Centre and sign the MHA application in person (in Part II of the online application form) at the VFS Global Services Centre. Note: Declarant whose name appeared in Part II of the MHA form has to come in person and sign.

Original Passport of both the parents and self-attested copy of the passports.:
In case of Indian Passport Holders: Valid passport in original of both parents and self-attested copies of first two and last two pages of the passport and the page (s) containing passport officer’s observation (s) (if any).
In case one of the Parents holds a Foreign Passport: Valid passport in original and self-attested copies of the passport pages containing personal particulars of the passport holder.
- Full version Birth Certificate (i.e. Certified copy of an entry Pursuant to the Births and Deaths Registration Act 1953, which contains the name of the child and names of the parents) of the child issued by the competent UK authorities.
- Certificate of Indian citizenship of parent (s) if the Indian parent (s) has/have acquired Indian citizenship by registration/naturalization.
- Original Marriage Certificate of the parents issued by the registrar of the Marriage of the concerned ward/ area/city/district/state and copy.
- Proof of Residence: UK addresses Proof.
- Visa Status: Copy of passport page/UK Residence Permit Card (BRP card) showing the Valid visa status should be enclosed.
If the application is made within one year of birth of a child as per the above-mentioned process and subject to fulfillment of the eligibility criteria as per Ministry of Home Affairs guidelines, the High Commission shall register the birth of the child as an Indian citizen and issue the Birth Registration Certificate. In cases, where applications are made after one year of birth of the child, the process is the same. However, in such cases, a notarized affidavit or an affidavit attested by the Consular Officer of the High Commission from the parents stating the reason (s) for not registering the birth of the child at the High Commission within one year of birth of the child is also required to be submitted. If the minor child is over one year, both parents jointly have to affidavit for over one year child, additional Fee £17.00 Plus VFS Service Charge will be charged for an affidavit ( both parents signatures required on the Affidavit form).

The name of the father and the mother entered in the Birth Certificate of the child should match with the names appearing in their passports. In case of any discrepancy/some difference in names, an observation in this regard is required to be made from the concerned Birth Registrar’s office.
Names of the parents must be filled in the online MHA application form exactly as per names in the passport (name, middle name (if any in the passport) and followed by surname).
The documents (as specified in Para 4 & 5 above and as applicable in individual cases) are mandatory requirements. The applicant (s) may be advised to submit some more documents, after scrutiny of the application and documents at the Consular counter of VFSGlobal Services, on a case-to-case basis.
