Visa Information

Overview

If you wish to visit Malta for a short period of time, you must obtain a visa prior to entry if you come from a country with a visa requirement for entering Malta. Tourist visa is issued for leisure or recreational purpose.

The Schengen calculator can be used for calculating the travel days remaining under a Schengen short-stay visa according to the 90-days/180-days rule. You can apply from six months before the intended date of travel.

If you plan to stay in Malta longer than 90 days within 6 months or travelling to collect your Residence Permit card, you should apply for a D visa. To submit your D visa application, please see the list of documents and book an appointment for that here.

Documents Required

• Dear applicants, please pay attention to the fact that presence of children from 6 up to 12 years old at submission counters is mandatory!

1. Visa Application Form
   

   One (1) completed and signed visa application form duly filled in English. If you can’t prepare the visa application form by yourself, a VFS officer can fill the form for you. At least one parent/legal guardian must sign on behalf of minors.

2. Valid Travel Document
   
   • Passport valid for at least three months after the intended date of (last) departure from the Schengen area, containing at least two blank pages and issued within the previous ten years.
   • One (1) photocopy of the passport including all pages containing visas and stamps. Empty pages need not be photocopied. Applicants can use photocopying or printing services at the visa application center.
   • If you have a second valid passport it is not necessary to submit its original along with the application. Instead, you should submit copies of all its pages.
3. Copy of Internal Passport
   

   Copy of applicant’s internal passport (issued at the age of 14): pages concerning the applicant's biodata, foreign passport(s) issued to him/her, his/her marital status and registration in Russia.

4. Passport-Size Photo
   

   One recent (past six (6) months) color passport-size photo (3.5cm х 4.5cm) bearing a true likeness of the applicant on a white background. Due to the stringent requirements around the photo required for your application, it is recommended to utilize the photo services available inside the visa application center. This will provide you assurance that your application is submitted with the photograph that meets the specifications and will be acceptable to the Embassy. You will have ready photographs in 45 seconds. The cost of the service is RUB 520 for six (6) photographs. This service can be booked at the visa application center upon your arrival.

5. Valid Travel Medical Insurance
   

   Valid travel medical insurance by an accredited company covering the entire period of intended stay, valid for all Schengen States and covering any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or death during the stay. The minimum coverage must be EUR 30,000.

6. Travel arrangements
   
   • Return ticket or reservation or another document confirming the means of transport, e.g. a contract with a transport company or a copy of the driver’s registration certificate and driving license; documentation proving the right to use a motor vehicle or other means of transport, etc. If the reserved return ticket is not deemed sufficient, the applicant can be asked for a proof of payment thereof.
   • Proof of accommodation (e.g. hotel reservation, lease, voucher). Not applicable if applicant’s travel purpose is visiting family or friends and accommodation is covered with sponsorship form or written request from the host. If the reserved accommodation is not deemed sufficient, the applicant can be asked for a proof of payment thereof.
7. Proof of financial means:
   
   • Bank statements showing bank operations over the last three months.
   • Extract from the Russian Pension and Social Insurance Fund for the last 10 years (Сведения о трудовой деятельности, предоставляемые из информационных ресурсов Фонда пенсионного и социального страхования Российской Федерации). The document should be digitally signed.
   • Letter of sponsorship, if the cost of the stay is covered by a sponsor:
     

     The sponsorship form required by Member States concerned, or

   • If the Member State concerned does not have a national sponsorship form, the letter of sponsorship (dated and signed) containing the following information:
     
     • full name, date and place of birth of the applicant;
     • full name, date and place of birth of the sponsor, personal code issued by Member State concerned if applicable, address and contact details of the sponsor and the link between the sponsor and the applicant;
     • destination and duration of the visit;
     • list of costs which are covered by the sponsor;
     • the sponsor’s bank statement showing bank operations over the last three months;
     • copy of passport or national ID of sponsor, and copy of residence permit if not an EU citizen, if the sponsorship form does not contain the full personal information of the sponsor.
8. Additional requirements for minors:
   
   • Original and a copy of birth certificate
     
   • Copies of passport bio pages of both parents
     

     Power of Attorney of travel consent. Notary Power of Attorney must be signed by the parent or guardian who is not traveling or signed by both parents and guardians, if the minor travels unaccompanied. In latter case document must also include data of the adult who will be responsible for the minor during stay in Schengen territory

   • Proof of sole custody if applicable.
   • Visa of accompanying parent.
   • If the name and surname of the parent(s) are different from those on the child's birth certificate, the parent(s) must provide additional documents (marriage certificate or court order or any other documents evidencing a change of name or surname and confirming the child's link with the parent(s)).
9. Citizens of other countries: original and copy of the document proving the applicant’s residence (valid residence permit or long-term visa
10. Documents to be provided regarding the occupation of the applicant:
    
    • Employees:
      

      Letter from the employer, confirming the employee's position and salary, date of employment and date of end of employment(if relevant), and salary slips for the last six months

    • Individual entrepreneurs:
      

      Proof of economic activity (e.g. 2NDFL or 3NDFL form).

      Extract from trade/fiscal registry or certificate for individual business.

    • Pupils/students:
      

      Proof of enrolment in school or university or a student ID (original and copy).

    • Pensioners:
      

      Pension booklet (original and copy).

    • Unemployed persons:
      

      A document proving the applicant's ties to Russia (i.e. vital statistics certificate, proof of property ownership).

      A copy of the work booklet’s page with personal data and pages which show the holder’s job history at least during last three years, if applicable.

Additional required documents depending on the purpose of travel, if not already provided:

1. Visiting family and friends:
   
   • Notarized form Declaration of proof, accompanied by the documents as stated on the last page of the form.
   • Valid residence document (e.g., Maltese residence card for EU nationals, or Residence Permit for non-EU nationals).
   • Proof of family ties if applicable.
2. Tourism:
   
   • Confirmation of the booking of an organized trip or any other appropriate document indicating the envisaged travel plans; if not applicable then itinerary with a written description of the planned journey
3. Medical reasons (persons travelling for medical reasons and their companions):
   
   • Official document from the Russian health institution confirming the need for medical treatment and, if applicable, for the patient to be accompanied, as well as proof that sufficient financial means are available to pay for the treatment.
   • Proof of deposit to meet the expenses of the medical treatment, if applicable.
4. Other - owners of property in the territory of the Member States and their close relatives:
   
   • Relevant national document (e.g. recent extract from the real estate register, copy of the purchase contract/deed of sale, etc.) proving that the applicant owns the property in question.
   • In cases of close relatives, proof of the relationship.
5. Other – transit:
   
   • If applicable, documents related to the onward journey to the final destination (visa or other entry permit for the third country of destination; tickets for onward journey).’

Photo Specifications

General

• The photograph for each visa applicant must be an un-mounted, full face photo, colour photo as described below
• The photograph must have been taken within the last six months.
• One photo must be submitted.

Photo Size

The photo for each visa applicant submitted must measure:

• 35 mm x 45 mm with the head centered in the frame.
• The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm

Photo Appearance

• The photograph must be a full-face front view in which the visa applicant is facing the camera directly.
• The face should cover about 70-80 percent of the photo area.
• The photograph MUST be in colour and have only a white or light background. Photos with dark, busy, or patterned backgrounds will not be accepted
• In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed
• Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).
• A photograph depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable.

Processing Time

Processing time may take up to 45 days excluding delivery times of passports between the Visa Application Centre and the Consulate of Malta in Moscow. Processing time for applications submitted at regional Visa Centres increases for the time required to deliver the passport to and from the Consulate. Some Schengen States require that they are consulted on visa applications submitted to other Schengen States by citizens of certain countries. This consultation process may take up to 7 calendar days. The Consulate of Malta will not be held liable to loss of any travel expenses incurred due to the late submission of visa applications.

1. Visa Application Form

The visa application form is an essential part of the application process. All applicants (or at least one parent/legal guardian for minor applicants) must submit one completed and signed application form, duly filled in English, for their documents to be accepted by the Consulate of Malta in Moscow.

If you can’t prepare the visa application form by yourself, a VFS officer can fill the form for you.

The form has a total of four (4) pages. Please do not change the fonts or the length of the template or modify the form in any other way. Only fill your information in the designated spaces provided.

A separate visa application form needs to be filled in for a minor applicant included on their parent’s passport.

2. Declaration of Proof Form (if applicable)

Applicants who will be hosted and/or sponsored by a private individual residing in Malta need to submit a Declaration of Proof form unless the visa category applied for does not require for such proof to be submitted. This document declares that the private individual can host and/or sponsor the applicant. The signature of the host/sponsor on this document must be notarised by a recognised notary in Malta for it to be accepted by the Consulate.

Additionally, the Declaration of Proof form must be accompanied by the following supporting documents:

• Copy of the host’s/sponsor’s ID card.
• Proof of residence of the host/sponsor.
• Proof of income of the host/sponsor.
• If applicable, health insurance policy for the invited person(s).

Declarations submitted without all the necessary supporting documents will be deemed unacceptable and may lead to a refusal of the visa application.

Hosts and sponsors who sign the declaration should be aware that they may be liable to criminal responsibility if any information provided within the form is found to be false or incorrect during the Consulate’s due diligence procedures.

Overview

Close relatives and family members of Maltese citizens residing in Malta travelling to visit them require this visa category. Applicants are advised to check with the “EU/EEA/Swiss Family Members (Directive 2004/38/EC)” visa category to see if they are eligible for family member benefits and a facilitated visa process.

Overview

This visa is not valid for visiting Maltese citizens who are residing in Malta. Please refer to the “Close Relatives / Family Members Visa” category instead.

Under European Union legislation, family members of citizens of the European Union (EU), family members of citizens from European Economic Area (EEA), and family members of citizens of Switzerland (henceforth collectively referred to as Union citizens), are entitled to facilitated visa processing if they are travelling with the EU/EEA/Swiss citizen or are on the way to join them. Benefits include a fee waiver and reduced document requirements.

To be eligible for EU/EEA/Swiss family member status, applicants must provide satisfactory, documented evidence that they fall under one of the following definitions in relation to the Union citizen:

1. The spouse.
2. The partner with whom the Union citizen has contracted a registered partnership.
3. Direct descendants under the age of 21 or are dependent, and those of the spouse or partner.
4. Dependent direct relatives in the ascending line, and those of the spouse or partner.
5. Third-country nationals who are primary carers of minor Union citizens.

In addition, family members derive their rights from the Union citizen to whom they are related as per the above definitions, and only in cases when the Union citizen is exercising their freedom of movement inside the Union. In principle therefore, family member status to visa applicants is granted if the Union citizen travels to a Member State other than the Member State of their nationality or is already residing there. Family members would need to be travelling with the Union citizen or are on the way to joining them.

Visa applicants will not be considered as EU/EEA/Swiss family members if any of these conditions are not met.

General

• The photograph for each visa applicant must be an un-mounted, full face photo, colour photo as described below

Photo Size

The photo for each visa applicant submitted must measure:

• 35 mm x 45 mm with the head centered in the frame.
• The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm

Processing Time

Processing time may take up to 45 days excluding delivery times of passports between the Visa Application Centre and the Consulate of Malta in Moscow. Processing time for applications submitted at regional Visa Centres increases for the time required to deliver the passport to and from the Consulate. Some Schengen States require that they are consulted on visa applications submitted to other Schengen States by citizens of certain countries. This consultation process may take up to 7 calendar days. The Consulate of Malta will not be held liable to loss of any travel expenses incurred due to the late submission of visa applications.

2. Declaration of Proof Form (if applicable)

Applicants who will be hosted and/or sponsored by a private individual residing in Malta need to submit a Declaration of Proof form unless the visa category applied for does not require for such proof to be submitted. This document declares that the private individual can host and/or sponsor the applicant. The signature of the host/sponsor on this document must be notarised by a recognised notary in Malta for it to be accepted by the Consulate.

Additionally, the Declaration of Proof form must be accompanied by the following supporting documents:

• Copy of the host’s/sponsor’s ID card.
• Proof of residence of the host/sponsor.
• Proof of income of the host/sponsor.
• If applicable, health insurance policy for the invited person(s).

Declarations submitted without all the necessary supporting documents will be deemed unacceptable and may lead to a refusal of the visa application.

Hosts and sponsors who sign the declaration should be aware that they may be liable to criminal responsibility if any information provided within the form is found to be false or incorrect during the Consulate’s due diligence procedures.

Overview

If you are visiting Malta for business purposes, to attend a conference or seminar, training session, to conduct business with a Malta based company, to conduct business negotiations or for an exploratory business visit. This visa class does not allow employment.

Seafarers:

Malta exempts seafarers from the requirement of a visa in the performance of their duties. In view of this exemption, civilian sea crew members who proceed to Malta directly from a third country to join a ship that is berthed in Malta do not require a visa. However, before arriving in Malta, the seafarer’s agent must proceed to the Maltese Police Visa Office, in good time, in order to notify the Immigration Authorities of the intended on-signers. Following the arrival in Malta of the seafarer, should circumstances beyond the control of the agent change the day or time of embarkation, requiring the seafarer to remain for a longer period in Malta, a request for temporary authorization should be submitted to the Central Visa Unit at Agenzija Identita.

   • Passport valid for at least three months after the intended date of (last) departure from the Schengen area, containing at least two blank pages and issued within the previous ten years.
   • One (1) photocopy of the passport including all pages containing visas and stamps. Empty pages need not be photocopied. Applicants can use photocopying or printing services at the visa application center.
   • If you have a second valid passport it is not necessary to submit its original along with the application. Instead, you should submit copies of all its pages.
3. Copy of Internal Passport
   

   Copy of applicant’s internal passport (issued at the age of 14): pages concerning the applicant's biodata, foreign passport(s) issued to him/her, his/her marital status and registration in Russia.

4. Passport-Size Photo
   

   One recent (past six (6) months) color passport-size photo (3.5cm х 4.5cm) bearing a true likeness of the applicant on a white background. Due to the stringent requirements around the photo required for your application, it is recommended to utilize the photo services available inside the visa application center. This will provide you assurance that your application is submitted with the photograph that meets the specifications and will be acceptable to the Embassy. You will have ready photographs in 45 seconds. The cost of the service is RUB 520 for six (6) photographs. This service can be booked at the visa application center upon your arrival.

5. Valid Travel Medical Insurance
   

   Valid travel medical insurance by an accredited company covering the entire period of intended stay, valid for all Schengen States and covering any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or death during the stay. The minimum coverage must be EUR 30,000.

6. Travel arrangements
   
   • Return ticket or reservation or another document confirming the means of transport, e.g. a contract with a transport company or a copy of the driver’s registration certificate and driving license; documentation proving the right to use a motor vehicle or other means of transport, etc. If the reserved return ticket is not deemed sufficient, the applicant can be asked for a proof of payment thereof.
   • Proof of accommodation (e.g. hotel reservation, lease, voucher). Not applicable if applicant’s travel purpose is visiting family or friends and accommodation is covered with sponsorship form or written request from the host. If the reserved accommodation is not deemed sufficient, the applicant can be asked for a proof of payment thereof.
7. Proof of financial means:
   
   • Bank statements showing bank operations over the last three months.
   • Extract from the Russian Pension and Social Insurance Fund for the last 10 years (Сведения о трудовой деятельности, предоставляемые из информационных ресурсов Фонда пенсионного и социального страхования Российской Федерации). The document should be digitally signed.
   • Letter of sponsorship, if the cost of the stay is covered by a sponsor:
     

     The sponsorship form required by Member States concerned, or

   • If the Member State concerned does not have a national sponsorship form, the letter of sponsorship (dated and signed) containing the following information:
     
     • full name, date and place of birth of the applicant;
     • full name, date and place of birth of the sponsor, personal code issued by Member State concerned if applicable, address and contact details of the sponsor and the link between the sponsor and the applicant;
     • destination and duration of the visit;
     • list of costs which are covered by the sponsor;
     • the sponsor’s bank statement showing bank operations over the last three months;
     • copy of passport or national ID of sponsor, and copy of residence permit if not an EU citizen, if the sponsorship form does not contain the full personal information of the sponsor.
8. Additional requirements for minors:
   
   • Original and a copy of birth certificate
     
   • Copies of passport bio pages of both parents
     

     Power of Attorney of travel consent. Notary Power of Attorney must be signed by the parent or guardian who is not traveling or signed by both parents and guardians, if the minor travels unaccompanied. In latter case document must also include data of the adult who will be responsible for the minor during stay in Schengen territory

   • Proof of sole custody if applicable.
   • Visa of accompanying parent.
   • If the name and surname of the parent(s) are different from those on the child's birth certificate, the parent(s) must provide additional documents (marriage certificate or court order or any other documents evidencing a change of name or surname and confirming the child's link with the parent(s)).
9. Citizens of other countries: original and copy of the document proving the applicant’s residence (valid residence permit or long-term visa

    • Employees:
      

      Letter from the employer, confirming the employee's position and salary, date of employment and date of end of employment(if relevant), and salary slips for the last six months

    • Individual entrepreneurs:
      

      Proof of economic activity (e.g. 2NDFL or 3NDFL form).

      Extract from trade/fiscal registry or certificate for individual business.

    • Pupils/students:
      

      Proof of enrolment in school or university or a student ID (original and copy).

    • Pensioners:
      

      Pension booklet (original and copy).

    • Unemployed persons:
      

      A document proving the applicant's ties to Russia (i.e. vital statistics certificate, proof of property ownership).

      A copy of the work booklet’s page with personal data and pages which show the holder’s job history at least during last three years, if applicable.

   Official invitation from the inviting company containing the following information:

   • personal data of the person invited (full name as in the passport, date of birth);
   • purpose and duration of the visit;
   • nature of the business;

   • person or entity who will bear the applicant’s travel and living costs.

   Or

   Other proof of purpose of stay (e.g. information on participation in conference, entrance ticket to trade fair, business correspondence, program of the business trip).

2. Business - drivers (international cargo and passengers):
   
   • Written request from the Russian national association of carriers (ASMAP or RAS) or the national association of carriers of the Member State stating the purpose, duration and frequency of trips.
   • Written request by companies registered in the Member State or in third countries providing for international road transportation, stating the purpose, itinerary, duration and frequency of the trips.
   • Documents concerning the transport company: registration number, as required by the national law of the Member State or of the Russian Federation, and, if applicable, contract between a company established in the Russian Federation or in a third country and its partner company established in the Member States.
   • Documents concerning the driver:
     
     • driver’s license;
     • transport truck driving certificate;
     • copy of registration certificates of truck and trailer or bus;
     • license or permit for carrying out long-distance transportation of cargo or passengers.
3. Business - members of train, refrigerator and locomotive crews:
   
   • Written request from the competent Russian railway company (OAO-RZD with its branches and OAO "Refservice") or a competent railway company of the Member State stating the purpose, duration and frequency of trips.
4. Business - journalists:
   
   • A certificate or other document issued by a professional organization proving that the person is a qualified journalist.
   • Letter from his/her employer stating that the purpose of the journey is to carry out journalistic work.
5. Other - internship (if permissible with Schengen visa and relevant national law):
   
   • Letter from the employer, employment contract and/or other document in accordance with the legislation of the Member State concerned.
6. Official (members of official delegations):
   
   • Letter (e.g. verbal note) issued by a competent Russian authority (e.g. MID ) confirming that the applicant is a member of its delegation travelling to the Member State.
   • Copy of the official invitation.

• An official document of the medical institution confirming necessity for medical care in that institution and proof of sufficient means to pay for the medical treatment. The official document needs to be signed by the medical institution.
• Document(s) in relation to accommodation, or proof of sufficient means to cover accommodation. A signed and notarized Declaration of Proof is required if staying with private individuals or host families. Confirmations must mention applicant’s name, travel dates, and accommodation address. Declaration of Proof must be accompanied with:
  
  1. Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
  2. Sponsor’s proof of residence.
  3. Sponsor’s proof of income.
  4. If applicable, health insurance policy for the invited person.
• Document(s) indicating that the applicant possesses sufficient means of subsistence both for the duration of the intended stay and for the return to the country or origin. Alternatively, proof of means that the applicant is in a position to acquire such means lawfully. Documents may include:br>
  1. Bank statement for the previous three (3) months, clearly indicating applicant details and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
  2. Pension statements.
  3. Pay slips.
• Sponsorship by an individual legally residing in Malta, presented via all the following elements:
  
  1. Signed and notarised Declaration of Proof indicating that the sponsor declares they are able to bear living costs and repatriation of the applicant.
  2. Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
  3. Sponsor’s proof of residence.
  4. Sponsor’s proof of income.
  5. If applicable, health insurance policy for the invited person.
• Sponsorship by a close relative, presented via all the following elements:
  
  1. Signed and notarised letter where the sponsor declares they are able to bear living costs and repatriation of the applicant.
  2. Sponsor’s bank statement for the last three months, indicating sponsor’s name and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
  3. Copy of the sponsor’s and invitee’s passport bio-data pages.
  4. Proof of relationship with the sponsor.
• Confirmed return travel tickets if travelling via air, clearly indicating applicant’s name and dates of travel. A detailed description of the travel itinerary is required if the applicant is travelling by car, along with a copy of the driver’s license, international insurance policy (Green Card), and certificate of registration of the vehicle. Leasing contract is required if the car is rented.
• Proof of a valid travel insurance policy, either individual or group, with a minimum cover of 30,000 Euro for the Schengen area.
• Proof of applicant’s occupation according to their status:
  
  1. Employees: original, signed, and stamped letter of employment clearly indicating the applicant’s name, position, and salary information. Letter must have been issued in the previous three (3) months and must include the contact details of the company. Self-Employed Workers: copy of the applicant’s certificate of registration as a self-employed individual, or other recent documented proof confirming self-employed status.
  2. Pensioners: instead of proof of employment, retired applicants are asked to provide a photocopied pension certificates or other recent documented proof confirming retired status.
  3. Students: original, signed, and stamped letter from the education institute where the student is enrolled that confirms that applicant’s student status. Letter must have been issued in the previous three (3) months and must include the contact details of the school.
  4. If not available, other proof of financial means and will to return to the Russian Federation need to be presented.

Processing time is from 15 to 45 the time of delivery of passport s from regional visa cetnres to Consulate in Moscow. In case an application needs to be referred to The Maltese Immigration Service, processing time will be a minimum of six weeks. Processing time for applications accepted at regional visa centres increases for the time required for delivery of passports to Moscow and back from Moscow to the regional visa centre.

In cases of minors:

• Copy of the birth certificate.

• Consent of the parental authority or legal guardian should be required only if the minor travels alone or only with one parent. Exceptions should be made to this if the single parent with whom the minor is to travel holds the parental authority alone (i.e. in cases where the other parent has deceased or been deprived of custody, e.g. a death certificate of the other parent or a court degree vesting custody exclusively in the parent who is signing the application would be requested). Copy of the valid Schengen visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s).
• Copy of passport data and registration pages of either Parents or Legal Guardian
• Application form must be signed by both parents (where applicable)

In cases of third-country nationals:

• Proof of legal residence in the Russian Federation in line with federal legislation (e.g. residence permit), valid for at least three months after the planned return from the Schengen area or a document proving that the applicant has applied for a renewal of proof of legal residence.

AS PER THE PURPOSE OF TRAVEL:

1. A letter or certificate of enrolment at an educational establishment in Malta for the purposes of attending vocational or theoretical courses within the framework of basic and further training. The document must be signed by the same institution, and include the details of the applicant, information on the education course, and start-end date of the educational course.
2. Document(s) in relation to accommodation, or proof of sufficient means to cover accommodation, unless already declared in the invitation letter. A signed and notarized Declaration of Proof is required if staying with private individuals or host families. Confirmations must mention applicant’s name, travel dates, and accommodation address. Declaration of Proof must be accompanied with:
   
   • Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
   • Sponsor’s proof of residence.
   • Sponsor’s proof of income.

   If applicable, health insurance policy for the invited person.

3. Document(s) indicating that the applicant possesses sufficient means of subsistence both for the duration of the intended stay and for the return to the country or origin, unless already declared in the invitation letter. Alternatively, proof of means that the applicant is in a position to acquire such means lawfully. Documents may include:
   
   • Bank statement for the previous three (3) months, clearly indicating applicant details and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
   • Pension statements.
   • Pay slips.
   • Sponsorship by an individual legally residing in Malta, presented via all the following elements:
     
     • Signed and notarised Declaration of Proof indicating that the sponsor declares they are able to bear living costs and repatriation of the applicant.
     • Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
     • Sponsor’s proof of residence.
     • Sponsor’s proof of income.
     • If applicable, health insurance policy for the invited person.
   • Sponsorship by a close relative, presented via all the following elements:
     
     • Signed and notarised letter where the sponsor declares they are able to bear living costs and repatriate of the applicant.
     • Sponsor’s bank statement for the last three months, indicating sponsor’s name and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
     • Copy of the sponsor’s and invitee’s passport bio-data pages.

   Proof of relationship with the sponsor.

4. Confirmed return travel tickets if travelling via air, clearly indicating applicant’s name and dates of travel. A detailed description of the travel itinerary is required if the applicant is travelling by car, along with a copy of the driver’s license, international insurance policy (Green Card), and certificate of registration of the vehicle. Leasing contract is required if the car is rented.
5. Proof of applicant’s occupation according to their status:
   
   • Employees: original, signed, and stamped letter of employment clearly indicating the applicant’s name, position, and salary information. Letter must have been issued in the previous three (3) months and must include the contact details of the company.
   • Self-Employed Workers: copy of the applicant’s certificate of registration as a self-employed individual, or other recent documented proof confirming self-employed status.
   • Pensioners: instead of proof of employment, retired applicants are asked to provide a photocopied pension certificates or other recent documented proof confirming retired status.
   • Students: original, signed, and stamped letter from the education institute where the student is enrolled that confirms that applicant’s student status. Letter must have been issued in the previous three (3) months and must include the contact details of the school.

   If not available, other proof of financial means and will to return to the Russian Federation need to be presented.

6. Proof of a valid travel insurance policy, either individual or group, with a minimum cover of 30,000 Euro for the Schengen area. (Non-Russian insurers only.)

Processing Time

Processing time may take up to 45 days excluding delivery times of passports between the Visa Application Centre and the Consulate of Malta in Moscow. Processing time for applications submitted at regional Visa Centres increases for the time required to deliver the passport to and from the Consulate. Some Schengen States require that they are consulted on visa applications submitted to other Schengen States by citizens of certain countries. The signature of the host/sponsor on this document must be notarised by a recognised notary in Malta for it to be accepted by the Consulate.

Additionally, the Declaration of Proof form must be accompanied by the following supporting documents:

• Copy of the host’s/sponsor’s ID card.
• Proof of residence of the host/sponsor.
• Proof of income of the host/sponsor.
• If applicable, health insurance policy for the invited person(s).

Declarations submitted without all the necessary supporting documents will be deemed unacceptable and may lead to a refusal of the visa application.

Hosts and sponsors who sign the declaration should be aware that they may be liable to criminal responsibility if any information provided within the form is found to be false or incorrect during the Consulate’s due diligence procedures.

Overview

If you wish to visit Malta for a short period of time, you must obtain a visa prior to entry if you come from a country with a visa requirement for entering Malta. This visa is issued if you are participating in a sports or cultural event in Malta.

The Schengen calculator can be used for calculating the travel days remaining under a Schengen short-stay visa according to the 90-days/180-days rule. You can apply from six months before the intended date of travel.

Documents Required

• Dear applicants, please pay attention to the fact that presence of children from 6 up to 12 years old at submission counters is mandatory!

1. Visa Application Form
   

   One (1) completed and signed visa application form duly filled in English. If you can’t prepare the visa application form by yourself, a VFS officer can fill the form for you. At least one parent/legal guardian must sign on behalf of minors.

2. Valid Travel Document
   
   • Passport valid for at least three months after the intended date of (last) departure from the Schengen area, containing at least two blank pages and issued within the previous ten years.
   • One (1) photocopy of the passport including all pages containing visas and stamps. Empty pages need not be photocopied. Applicants can use photocopying or printing services at the visa application center.
   • If you have a second valid passport it is not necessary to submit its original along with the application. Instead, you should submit copies of all its pages.
3. Copy of Internal Passport
   

   Copy of applicant’s internal passport (issued at the age of 14): pages concerning the applicant's biodata, foreign passport(s) issued to him/her, his/her marital status and registration in Russia.

4. Passport-Size Photo
   

   One recent (past six (6) months) color passport-size photo (3.5cm х 4.5cm) bearing a true likeness of the applicant on a white background. Due to the stringent requirements around the photo required for your application, it is recommended to utilize the photo services available inside the visa application center. This will provide you assurance that your application is submitted with the photograph that meets the specifications and will be acceptable to the Embassy. You will have ready photographs in 45 seconds. The cost of the service is RUB 520 for six (6) photographs. This service can be booked at the visa application center upon your arrival.

5. Valid Travel Medical Insurance
   

   Valid travel medical insurance by an accredited company covering the entire period of intended stay, valid for all Schengen States and covering any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or death during the stay. The minimum coverage must be EUR 30,000.

6. Travel arrangements
   
   • Return ticket or reservation or another document confirming the means of transport, e.g. a contract with a transport company or a copy of the driver’s registration certificate and driving license; documentation proving the right to use a motor vehicle or other means of transport, etc. If the reserved return ticket is not deemed sufficient, the applicant can be asked for a proof of payment thereof.
   • Proof of accommodation (e.g. hotel reservation, lease, voucher). Not applicable if applicant’s travel purpose is visiting family or friends and accommodation is covered with sponsorship form or written request from the host. If the reserved accommodation is not deemed sufficient, the applicant can be asked for a proof of payment thereof.
7. Proof of financial means:
   
   • Bank statements showing bank operations over the last three months.
   • Extract from the Russian Pension and Social Insurance Fund for the last 10 years (Сведения о трудовой деятельности, предоставляемые из информационных ресурсов Фонда пенсионного и социального страхования Российской Федерации). The document should be digitally signed.
   • Letter of sponsorship, if the cost of the stay is covered by a sponsor:
     

     The sponsorship form required by Member States concerned, or

   • If the Member State concerned does not have a national sponsorship form, the letter of sponsorship (dated and signed) containing the following information:
     
     • full name, date and place of birth of the applicant;
     • full name, date and place of birth of the sponsor, personal code issued by Member State concerned if applicable, address and contact details of the sponsor and the link between the sponsor and the applicant;
     • destination and duration of the visit;
     • list of costs which are covered by the sponsor;
     • the sponsor’s bank statement showing bank operations over the last three months;
     • copy of passport or national ID of sponsor, and copy of residence permit if not an EU citizen, if the sponsorship form does not contain the full personal information of the sponsor.
8. Additional requirements for minors:
   
   • Original and a copy of birth certificate
     
   • Copies of passport bio pages of both parents
     

     Power of Attorney of travel consent. Notary Power of Attorney must be signed by the parent or guardian who is not traveling or signed by both parents and guardians, if the minor travels unaccompanied. In latter case document must also include data of the adult who will be responsible for the minor during stay in Schengen territory

   • Proof of sole custody if applicable.
   • Visa of accompanying parent.
   • If the name and surname of the parent(s) are different from those on the child's birth certificate, the parent(s) must provide additional documents (marriage certificate or court order or any other documents evidencing a change of name or surname and confirming the child's link with the parent(s)).
9. Citizens of other countries: original and copy of the document proving the applicant’s residence (valid residence permit or long-term visa
10. Documents to be provided regarding the occupation of the applicant:
    
    • Employees:
      

      Letter from the employer, confirming the employee's position and salary, date of employment and date of end of employment(if relevant), and salary slips for the last six months

    • Individual entrepreneurs:
      

      Proof of economic activity (e.g. 2NDFL or 3NDFL form).

      Extract from trade/fiscal registry or certificate for individual business.

    • Pupils/students:
      

      Proof of enrolment in school or university or a student ID (original and copy).

    • Pensioners:
      

      Pension booklet (original and copy).

    • Unemployed persons:
      

      A document proving the applicant's ties to Russia (i.e. vital statistics certificate, proof of property ownership).

      A copy of the work booklet’s page with personal data and pages which show the holder’s job history at least during last three years, if applicable.

Overview

Long stay or "national" visas, which are only valid for visits that are longer than 90 days (Type D), with one or more entries, in the territory of the Schengen State whose diplomatic representative issued the visa, and to transit through the territory of other Schengen States for a period of not more than five days. 

Regulations on stays exceeding 90 days fall within the competence of Malta’s national authorities and third-country nationals requesting to enter Malta with a purpose of a long stay, will at first be granted a “national” visa in order to receive a residence permit.

Regulations on stays exceeding 90 days fall within the competence of Malta’s national authorities and third-country nationals requesting to enter Malta with a purpose of a long stay, will at first be granted a “national” visa in order to receive a residence permit.

For applicants’ attention: In view that both Malta and Russia are signatories to the Hague Convention of 1961, public documents destined for either Malta or Russia such as birth, marriage and academic certificates being the most common, may be required to be officially translated and Apostilled.  Public documents issued with an Apostille would not require additional certification to be recognised by the participating countries of the same Convention. • Proof of a valid travel insurance policy, either individual or group, with a minimum cover of 30,000 Euro for the Schengen area: original + copy (non-Russian insurers)

  Copy of the birth certificate.

  Consent of the parental authority or legal guardian.

  Copy of passport data and registration pages of either Parents or Legal Guardian

  In case of Legal Guardianship documentary evidence proving status

  Copy of the valid visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s)

• Non-Russian citizen:  

  Non-Russian citizens must present a valid long stay residence permit or residence permit to be eligible to apply in Russia.

DOCUMENTS AS PER THE PURPOSE OF TRAVEL

1. A letter or certificate of enrolment at an educational establishment in Malta for the purposes of attending vocational or theoretical courses within the framework of basic and further training. The document must be signed and stamped by the same institution, and include the details of the applicant, information on the education course, and start-end date of the educational course.
2. Document(s) in relation to accommodation. A signed and notarized Declaration of Proof is required if staying with private individuals or host families. Confirmations must mention applicant’s name, travel dates, and accommodation address. Declaration of Proof must be accompanied with:
   
   • Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
   • Sponsor’s proof of residence.
   • Sponsor’s proof of income.

   If applicable, health insurance policy for the invited person.

3. Document(s) indicating that the applicant possesses sufficient means of subsistence. Alternatively, proof of means that the applicant is in a position to acquire such means lawfully. Documents may include:
   
   • Bank statement for the previous three (3) months, clearly indicating applicant details and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
   • Pension statements.
   • Pay slips.
   • Sponsorship by an individual legally residing in Malta, presented via all the following elements:
     
     1. Signed and notarised Declaration of Proof indicating that the sponsor declares they are able to bear living costs and repatriation of the applicant.
     2. Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
     3. Sponsor’s proof of residence.
     4. Sponsor’s proof of income.
     5. If applicable, health insurance policy for the invited person.
   • Sponsorship by a close relative, presented via all the following elements:
     
     1. Signed and notarised letter where the sponsor declares they are able to bear living costs and repatriation of the applicant.
     2. Sponsor’s bank statement for the last three months, indicating sponsor’s name and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
     3. Copy of the sponsor’s and invitee’s passport bio-data pages.
     4. Proof of relationship with the sponsor.

General

• The photograph for each visa applicant must be an un-mounted, full face photo, colour photo as described below
• The photograph must have been taken within the last six months.
• One photo must be submitted.

Photo Size

The photo for each visa applicant submitted must measure:

• 35 mm x 45 mm with the head centered in the frame.
• The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm

Photo Appearance

• The photograph must be a full-face front view in which the visa applicant is facing the camera directly.
• The face should cover about 70-80 percent of the photo area.
• The photograph MUST be in colour and have only a white or light background. Photos with dark, busy, or patterned backgrounds will not be accepted
• In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed
• Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).
• A photograph depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable.

Processing Time

Processing time may take up to 45 days excluding delivery times of passports between the Visa Application Centre and the Consulate of Malta in Moscow. Processing time for applications submitted at regional Visa Centres increases for the time required to deliver the passport to and from the Consulate. Some Schengen States require that they are consulted on visa applications submitted to other Schengen States by citizens of certain countries. This consultation process may take up to 7 calendar days. The Consulate of Malta will not be held liable to loss of any travel expenses incurred due to the late submission of visa applications.

2. Declaration of Proof Form (if applicable)

Applicants who will be hosted and/or sponsored by a private individual residing in Malta need to submit a Declaration of Proof form unless the visa category applied for does not require for such proof to be submitted. This document declares that the private individual can host and/or sponsor the applicant. The signature of the host/sponsor on this document must be notarised by a recognised notary in Malta for it to be accepted by the Consulate.

Additionally, the Declaration of Proof form must be accompanied by the following supporting documents:

• Copy of the host’s/sponsor’s ID card.
• Proof of residence of the host/sponsor.
• Proof of income of the host/sponsor.
• If applicable, health insurance policy for the invited person(s).

Declarations submitted without all the necessary supporting documents will be deemed unacceptable and may lead to a refusal of the visa application.

Hosts and sponsors who sign the declaration should be aware that they may be liable to criminal responsibility if any information provided within the form is found to be false or incorrect during the Consulate’s due diligence procedures.

1. Visa Application Form

The visa application form is an essential part of the application process. All applicants (or at least one parent/legal guardian for minor applicants) must submit one completed and signed application form, duly filled in English, for their documents to be accepted by the Consulate of Malta in Moscow.

If you can’t prepare the visa application form by yourself, a VFS officer can fill the form for you.

The form has a total of six (6) pages. Please do not change the fonts or the length of the template or modify the form in any other way. Only fill your information in the designated spaces provided.

A separate visa application form needs to be filled in for a minor applicant included on their parent’s passport.

2. Declaration of Proof Form (if applicable)

Applicants who will be hosted and/or sponsored by a private individual residing in Malta need to submit a Declaration of Proof form unless the visa category applied for does not require for such proof to be submitted. This document declares that the private individual can host and/or sponsor the applicant. The signature of the host/sponsor on this document must be notarised by a recognised notary in Malta for it to be accepted by the Consulate.

Additionally, the Declaration of Proof form must be accompanied by the following supporting documents:

• Copy of the host’s/sponsor’s ID card.
• Proof of residence of the host/sponsor.
• Proof of income of the host/sponsor.
• If applicable, health insurance policy for the invited person(s).

Declarations submitted without all the necessary supporting documents will be deemed unacceptable and may lead to a refusal of the visa application.

Hosts and sponsors who sign the declaration should be aware that they may be liable to criminal responsibility if any information provided within the form is found to be false or incorrect during the Consulate’s due diligence procedures.

Overview

Long stay or "national" visas, which are only valid for visits that are longer than 90 days (Type D), with one or more entries, in the territory of the SchengenState whose diplomatic representative issued the visa, and to transit through the territory of other Schengen States for a period of not more than five days.

Regulations on stays exceeding 90 days fall within the competence of Malta’s national authorities and third-country nationals requesting to enter Malta with a purpose of a long stay, will at first be granted a “national” visa in order to receive a residence permit.

There is a service charge of 2887 Rubles (inclusive of VAT) levied per application over and above the visa fees.

The fees are non-refundable.

Visa Fees is waived for the following categories of persons:

• Children of EU citizens under the age of 21 and spouses of EU citizens
• Children 0-6 years (i.e., children that are 6 years of age minus 1 day)

Documents Required

One (1) completed and signed visa application form duly filled in English.

If you can’t prepare the Visa Application form by yourself, our officers can fill the Visa application form for you.

Valid passport with validity of at least three (3) months after expiry of the visa and should contain at least 2 blank pages.

One (1) photocopy of passport. Optional. (Empty pages don’t need to be photocopied).

You can use photocopying or printing service in our visa application center.

• If you have a second valid passport, it is not necessary to submit its original along with the application. Instead you should submit copies of all its pages.
• Copy of the internal passport: pages concerning the applicant's biodata, registration in Russia, his/her marital status and foreign passport(s) issued to him/her.

One recent color passport-size photo, 3,5 cm х 4,5 cm, bearing a true likeness of the applicant on white background.

Due to the stringent requirements around the Photo required for your application, we recommend you utilize the photo services available inside the Visa Application Center. This will provide you assurance that your application is submitted with the photograph that meets the specifications and will be acceptable to the Embassy. You will have ready photographs in 45 seconds.

Fees:

The cost of the service is 520 RUB for 6 photographs.

  Non-Russian citizens must present a valid long stay residence permit or residence permit to be eligible to apply in Russia.

FOR MINORS

• Copy of the birth certificate
• Consent of the parental authority or legal guardian
• Copy of passport data and registration pages of either Parents or Legal Guardian- In case of Legal Guardianship documentary evidence proving status
• Copy of the valid visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s).

DOCUMENTS AS PER THE PURPOSE OF TRAVEL

1. Birth certificate of the child, issued by a competent authority. Or if the child is over the age of 21, provide proof that the applicant is dependent on the EU/EEA/Swiss national.
2. Copy of ID card or passport of the EU/EEA/Swiss national.
3. Copy of Registration Certificate of the EU/EEA/Swiss national residing in Malta.
4. Confirmed travel tickets if travelling via air, clearly indicating applicant’s name and dates of travel. A detailed description of the travel itinerary is required if the applicant is travelling by car, along with a copy of the driver’s license, international insurance policy (Green Card), and certificate of registration of the vehicle. Leasing contract is required if the car is rented.

Photo Specifications

General

• The photograph for each visa applicant must be an un-mounted, full face photo, colour photo as described below
• The photograph must have been taken within the last six months.
• One photo must be submitted.

Photo Size

The photo for each visa applicant submitted must measure:

• 35 mm x 45 mm with the head centered in the frame.
• The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm

Photo Appearance

• The photograph must be a full-face front view in which the visa applicant is facing the camera directly.
• The face should cover about 70-80 percent of the photo area.
• The photograph MUST be in colour and have only a white or light background. Photos with dark, busy, or patterned backgrounds will not be accepted
• In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed
• Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).
• A photograph depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable.

Note: Please follow these instructions carefully. If photo presented does not meet these requirements your application will be considered incomplete.

Processing Time

Processing time may take up to 45 days excluding delivery times of passports between the Visa Application Centre and the Consulate of Malta in Moscow. Processing time for applications submitted at regional Visa Centres increases for the time required to deliver the passport to and from the Consulate. Some Schengen States require that they are consulted on visa applications submitted to other Schengen States by citizens of certain countries. This consultation process may take up to 7 calendar days. The Consulate of Malta will not be held liable to loss of any travel expenses incurred due to the late submission of visa applications.

FOR MINORS

• Copy of the birth certificate

• In case of Legal Guardianship documentary evidence proving status
• Copy of the valid visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s).

DOCUMENTS AS PER THE PURPOSE OF STAY

1. Letter from Identity Malta confirming family reunification rights in Malta.
2. Civil status certificate proving relationship to non-EU/EEA/Swiss relative in Malta.
3. Copy of the sponsor’s Maltese Residence Permit.
4. Document(s) in relation to accommodation. A signed and notarized Declaration of Proof is required if staying with private individuals or host families. Confirmations must mention applicant’s name, travel dates, and accommodation address. Declaration of Proof must be accompanied with:
   
   • Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
   • Sponsor’s proof of residence.
   • Sponsor’s proof of income.

   If applicable, health insurance policy for the invited person.

5. Document(s) indicating that the applicant possesses sufficient means of subsistence. Alternatively, proof of means that the applicant is in a position to acquire such means lawfully. Documents may include:
   
   • Bank statement for the previous three (3) months, clearly indicating applicant details and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
   • Pension statements.
   • Pay slips.
   • Sponsorship by an individual legally residing in Malta, presented via all the following elements:
     
     1. Signed and notarised Declaration of Proof indicating that the sponsor declares they are able to bear living costs and repatriation of the applicant.
     2. Copy of the sponsor’s ID Card and the bio-data page of the invitee’s passport.
     3. Sponsor’s proof of residence.
     4. Sponsor’s proof of income.
     5. If applicable, health insurance policy for the invited person.
   • Sponsorship by a close relative, presented via all the following elements:
     
     1. Signed and notarised letter where the sponsor declares they are able to bear living costs and repatriation of the applicant.
     2. Sponsor’s bank statement for the last three months, indicating sponsor’s name and remaining balance. Bank statements will not be accepted unless certified by the signature and seal of the bank.
     3. Copy of the sponsor’s and invitee’s passport bio-data pages.

   Proof of relationship with the sponsor.

6. Confirmed travel tickets if travelling via air, clearly indicating applicant’s name and dates of travel.
