Study, Work And Other Permits
-
Overview
If you wish to come to Norway to work, you need a residence permit. You must normally have found a job first. What residence permit you should apply for depends on your competence and the type of work you will be doing in Norway.
If you wish to study or go to school in Norway for more than three months, you must apply for a study permit. If you are granted a study permit, you will also be able to work for up to 20 hours a week while you are studying and full-time during holidays.
Although voluntary work through the Erasmus+ program is not defined as “work”, you still need a work permit in Norway before you can start the assignment. The applicant or another person has to register the application for a work permit in the Application Portal Norway, pay the fee, and book an appointment at the Visa Application Centre for submitting the application with the supporting documents. The case processing time in the Norwegian Directorate of Immigration (UDI) is 4 weeks.
Once the decision has been taken by the UDI, the Embassy will send the passport with the visa or rejection letter (in case there is no power of attorney) to the Visa Application Centre. The applicant can track the application at the web page of the Visa Application Centre, and will be informed when the passport is returned to the Visa Application Centre. The Visa Application Centre also has a courier service which the applicant can order when submitting the application.
Once you have been informed the case is granted, you must book an appointment with the police in Norway in order to get a Residence Card. See information on UDI's website on how to do this. Please be aware that you cannot start your assignment in Norway before you have been to the police to get a Residence Card.
As an au pair, you can improve your language skills and learn about Norwegian society by living with a Norwegian family. In return, you will provide services such as light housework and/or child care for the host family. Turkish citizens and persons legally residing in Turkey can apply for a residence permit for study, work and other purposes at the Visa Application Centre.
Comments: Third country nationals (exempt Syrian nationals) with a minimum of 6 months of legal residence in Turkey, can hand in their applications at the VFS Visa Application Centers. They have to register their applications at the Application Portal Norway.

D Visa
Entry Visa For Waiting For A Decision In A Residence Case ('D-visa')
-
Overview
If you wish to come to Norway through family immigration you must, as a rule, have been granted a residence permit before entering Norway. However, in exceptional cases when there is no doubt that all the criteria are met, you may enter Norway before you have been granted a residence permit. In such cases, you need an entry visa if you are subject to the visa requirement – a visa for applying for or waiting for a decision on an application for family immigration (D-visa).
The main purpose of the entry visa scheme is that the applicant can get an entry visa to Norway and submit the application for a residence permit at the police in Norway. By that, the applicant can wait in Norway until the application for a residence permit has been processed, and the processing time will be considerable shorter since the police will handle the case themselves and not send it on for further processing in the UDI. Correspondingly, persons who have already applied for a residence permit can be granted an entry visa so that they can travel to Norway to wait for their application to be decided.
A D-visa can only be granted in certain exceptional cases. It is a condition that there is no doubt about whether the conditions for family immigration are met.
The Embassy will reject applications for a D-visa if the conditions are not met, or if the Embassy is in doubt about whether all the conditions are met.
Only Turkish citizens can apply for a D-visa at the Visa Application Centers. However, since UDI considers that there is a need to interview the reference in most family immigration cases where the applicant is a Turkish citizen and in all cases where the reference is under 25 years old, most Turkish citizens will not be eligible for a D-visa. If the Embassy considers that there is a possibility that there will be an interview of the reference in the family immigration case, the application for a D-visa will be rejected. The Embassy cannot interview the reference on behalf of the police in Norway.
The D-visa will only be granted if the Embassy has been provided with documents proving that the relationship is of a long-lasting and serious character, for instance documentation showing that the applicant and the reference have been living together for a longer period.
The application for a D-visa will normally not be granted if the reference has come to Norway on a family immigration permit.
In addition to spouses, also joint children who wish family immigration can apply. For more information about D-visas in family immigration cases, please see UDI Circular 2013-001 and the web site of the Norwegian Embassy.
D-visas can also be given for the spouses/joint children of skilled workers with residence permits in Norway. Please see UDI Circular 2013-004. If you have questions about D-visas for waiting for a decision in a residence permit case with another purpose than family immigration, please contact the Embassy.
In order to apply for a D-visa you must register an application for a C-visa in the Application Portal. The Embassy will change this into an application for a D-visa when they receive the application from the Visa Application Centre.
Please note:
D-visa is an entry visa which gives the applicant the right to wait in Norway for the decision in a residence permit case. It is not a residence permit, and the D-visa does not give the applicant right to work or access to any welfare services or health service benefits in Norway. If you have been granted a D-visa, the Embassy recommends that you purchase a private health insurance that will cover the whole period until your application for a residence permit has been decided. -
Visa Fees
The fee for applying for an entry visa for waiting for a decision in a residence case is 90 Euro. Applications for children under the age of 18 are free.
For a complete list of fees, please see the website of the Norwegian Directorate of Immigration. The fees are paid at the Application Portal Norway.
The applicant may request to have the passport returned from the embassy while the application is being processed. If the applicant later resubmits the passport for issuance of visa, VFS may request the applicant to pay EUR 7 to cover the Resubmission Courier.( This service is only available for Istanbul, Ankara and Antalya). (EUR 0 for Ankara)
Please note:
Except from visa fee, there will be 10 EUR VFS service fee charged for each application.
Visa fees are only paid with credit card through the Application Portal Norway. -
Documents Required
The D-visa will only be granted if the Embassy has been provided with documents proving that the relationship is of a long lasting and serious character. In addition to the documentation required for an application for family immigration, you have to submit the documentation below if you apply for a D-visa for joining a spouse in Norway:
- A written statement from the reference about the relationship between the applicant and the reference, before and after the marriage took place. The reference should carefully explain how and where they met, and elaborate on the time they have spent together.
