Overview
A Schengen visa application has to be submitted at the representation/visa application centre of that Schengen Member State (Member State) which is the sole destination of the visit.
If the visit includes more than one destination, or if several separate visits are to be carried out within a period of two months, the Member State whose territory constitutes the main destination of the visit(s) is determined in terms of the length of stay, counted in days, or the purpose of stay.
If no main destination can be determined by terms of the length of stay, the application should be lodged at the consulate/visa application centre of the Member State whose external border the applicant intends to cross in order to enter the territory of the Schengen Zone.

Overview
Family members of citizens of the European Union (EU)/European Economic Area (EEA)/Switzerland, who are nationals of third countries, are entitled to free movement in accordance with Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States amending Regulation (EEC) No 1612/68 and repealing Directives 64/221/EEC, 68/360/EEC, 72/194/EEC, 73/148/EEC, 75/34/EEC, 75/35/EEC, 90/364/EEC, 90/365/EEC and 93/96/EEC (Text with EEA relevance) which the Republic of Croatia transferred into its national legislation.
The text of Directive 2004/38/EC is available at: https://eur-lex.europa.eu/eli/dir/2004/38/oj/eng
Family members of citizens of the EU/EEA/Switzerland who have exercised their right to free movement (meaning that an EU/EEA/Switzerland citizen resides in a Member State other than his or her country of origin or travels to another Member State) receive certain procedural facilitations.
RIGHT TO TRAVEL WITHOUT A SHORT-TERM VISA
A family member of a citizen of the EU/EEA/Switzerland can travel without a short-term visa to Croatia if he/she has a valid passport and a valid identification card called "Residence card of a family member of a Union citizen", and if he/she travels with or joins the family member who is a citizen of the EU/EEA/Switzerland.If a family member of a citizen of the EEA/Switzerland does not have such card, he/she requires a short-term visa (C).
Family members are:
- Spouse/partner/common law spouse
- The direct descendants (children) who are under the age of 21 or are dependents, and those of the spouse or partner.
- The dependent direct relatives in the ascending line (e.g. parents) and those of the spouse or partner.
APPLYING FOR A VISA
If family members of the EEA/Swiss citizens travel with or are joining a family member who is an EEA/Swiss citizen, and they require a short-term visa (C), such applications are processed in accelerated procedure, without charging short-term visa (C) fee, and with minimum documentation.
The accelerated procedure means that you need not answer the questions on the Schengen visa application form marked with an asterisk (*) and fewer supporting documents are required: short-term visa (C) application form, valid passport, photo, and proof of family relationship with a citizen of EEA/Switzerland. Family members of EU, EEA or Swiss citizens must present documents to prove their relationship and fill in the proper fields of the visa application form.
In all other cases, i.e. when they are not travelling with or joining a family member who is an EU/EEA/Swiss citizen, short-term visa (C) application procedure is standard, and visa fee is charged.
As per instructions received from the Ministry of Foreign and European Affairs, Visa Department, Family members of Irish citizens should submit the full documentation according to the purpose of visit and the application will be assessed in the regular procedure. However, they will be exempted from visa fee if they travel together with their family member upon whom the family member status has been given. The proof of such should be submitted with visa application documentation and consular fee could be requested if it would established by the Croatian Embassy that given requirements haven't been met.
