The application process can take up to 45 days. Applications can be submitted not less than 45 days before the expected start date of the trip. Documents with an earlier departure date cannot be accepted for consideration. Please plan the submission well in advance.
Transit

Overview
An airport transit visa is required from certain travelers to go through the international transit area of airports, without actually entering the national territory of the country concerned, during a stop-over or transfer between two stages of an international flight. The requirement to have such a visa is an exception to the general right to transit without a visa through the international transit area.

The fees below are subject to change at any time. They are non-refundable and paid simultaneously with the visa application submission in Rubles as per the exchange rate set by the Embassy of Croatia.

Visa Fees waived categories:
- close family members of citizens of the Republic of Croatia,
- close family members of EU/EEA and Swiss citizens who are traveling with or joining them,
- children under the age of 12,
- holders of diplomatic and service passports for business trips,
- schoolchildren, students, graduate students and accompanying teachers arriving for the purpose of education and training,
- invited teachers and employees of higher educational institutions who participate in the implementation of training programs,
- researchers, for the purpose of carrying out research in accordance with Recommendation No. 2005/761/EC of the European Parliament and of the Council of 28 September 2005 on the facilitation of the issuance of single short-stay visas by Member States for researchers from third countries traveling within the Community for the purpose of carrying out scientific research,
- foreign researchers sent to scientific organizations to work on scientific research and participating in the implementation of educational programs,
- representatives of non-profit organizations under the age of 25 to participate in seminars, conferences, sports, cultural or educational events organized by non-profit organizations.

Documents Required
The following information is intended to help you prepare the necessary documents for your visa application. Please note that the Croatian Embassy may also request additional documents or information if necessary to process your application.
ATTENTION! A complete set of documents should be provided for each applicant.
Collection of fingerprints is from the age of 12. If biometric data were collected within the last 59 months for a Schengen visa, they should be re-collected.
Before submitting documents, please arrange the documents according to the documents order provided by the Croatian Embassy in Moscow in order to speed up the process of submitting documents and reduce waiting time (click to view).
- One Visa Application Form
An application form can be filled out online following the link: https://crovisa.mvep.hr/?lang=en. After the application form is filled out, print and sign it on the last page.
For minors: signatures of both parents are required, if only one parent signs - from the second one it is necessary to present a notarized power of attorney to submit documents of the child.
A filled-out and signed visa application should be submitted along with a set of documents for each applicant. On demand of specialists of Visa Application Centre be ready to provide the PIN-code to your online-application.
- 2 photographs complying with ICAO requirements.
If you have no opportunity to make photos in advance, you can make photos in our Visa Application Centre.
- Foreign Passport/Travel Document: valid for at least three months after the last intended date of departure from Croatia, containing at least two blank pages and not older than ten years.
- Copy of the page with personal data
- Copies of visas from previous/cancelled/valid foreign passports/travel documents + page with personal data from such passports.
If you have no opportunity to make copies in advance, you can use photocopy and printout service at our Visa Application Centres.
- Medical health insurance valid on the territory of Croatia and the Schengen countries, covering any costs that may arise in connection with repatriation for medical reasons, medical urgency, urgent hospital treatment or death during the trip, as well as:
- valid on the territory of the Schengen countries or the Whole World;
- insurance amount not less than 30.000€/50.000$;
- names and surnames of all insured persons in Latin letters - according to the foreign passport/travel document;
- covering the entire period and number of days of stay in Croatia and, if applicable, in other Schengen countries;
- non-deductible.
Please note that the insurance service is provided at Visa Application Centres.
Also note that the Consulate of Croatia accepts for consideration the insurance policies of those Russian insurance companies that cooperate with European insurance companies. Please clarify this fact at the insurance company before obtaining insurance policy.
- Financial/economic guarantees
It is necessary to submit 2 documents: 1) confirmation of social and economic status + 2) confirmation of financial funds availability (for details, refer the table below)

Extract from the Russian Pension and Social Insurance Fund for the last 10 years. The document should be digitally signed.
*Spouses/children under 21 of EU/Croatian citizens are exempt from providing this document.
- Transport documents
- If you are traveling by air, land or sea: confirmation of booked both ways tickets for plane/train/bus/boat;
- If you are traveling by car: itinerary/route plan + driver's license + car registration certificate;
If you are traveling to a third country, you should submit, in addition to the mentioned transport documents, an itinerary/route plan and a visa to the country of destination.
- Copy of internal national passport for citizens of Russian Federation (not for children under 14 years): copy of the page with personal data and copies of all pages with any notes/marks/stamps.
If you have no opportunity to make copies in advance, you can use photocopy and printout service at our Visa Application Centres.
- For minors (under 18 years)
All minors need a separate visa application even if they are enclosed into the parents’ passports.
Both parents should be present when applying. If only one parent submits documents, then from the second one it is necessary to present a notarized power of attorney for submission of documents for a visa to Croatia for his/her child.
A visa application form should be signed by both parents or by the person exercising temporary or permanent parental authority or legal guardianship.
For minors traveling unaccompanied by parents or guardians, it is necessary to submit:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from both parents/guardians;
- copy of the page with personal data out of the internal national passports of both parents/guardians
For minors accompanied by one of the parents:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from the second parent/guardians who do not accompany a minor in travel;
- copy of the page with personal data out of the internal national passports of the second parent/guardians who do not accompany a minor in travel;
- copy of the page with personal data out of the foreign passport/travel document and copy of a valid visa (if applicable) of the accompanying parent/guardians;
- copy of documents confirming the joint trip (accommodation confirmation, tickets, etc.)
For minors accompanied by a third party:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from both parents/guardians in favor of an accompanying person;
- copy of the page with personal data out of the internal national passports of both parents/guardians;
- copy of the page with personal data out of the foreign passport/travel document and copy of a valid visa (if applicable) of an accompanying person;
- copy of documents confirming the joint trip (accommodation confirmation, tickets, etc.)
The notarized consent for travelling abroad should be submitted in the following cases:
- Parents/one of parents temporarily or permanently reside in Croatia;
- Child or parents/one of parents/accompanying person return from the trip on different dates;
- Child or parents /one of parents/accompanying person travel and return together, but parents/one of parents/accompanying person plan leaving Croatia for some period of time during the trip;
- Child or parents /one of parents/accompanying person travel with different flights.
- For citizens of third countries (not for citizens of Russian Federation/Republic of Belarus)
Confirmation of legal stay on the territory of the Russian Federation (permanent or temporary residence permit, long-term visa of the Russian Federation, temporary registration over 90 days, etc.), which should be valid for at least 3 months after returning from Croatia.
- Consent to personal data processing
- Documents for TRANSIT purposes:
Documents confirming the ability to enter the country of final destination (such as: visa, tickets) should be submitted.
If you plan to stay on the territory of Croatia for some time, you should submit documents confirming accommodation in Croatia (refer to ‘TOURISM’).
Attention: when filling out an application form, NO need to attach any documents, despite the availability of such an option. Otherwise, it will not be possible to process your application, and a new application form should be filled out.

Photo Specifications
- When applying for a visa, you are required to bring 2 photographs as part of completing and submitting your visa application.
- If you haven’t opportunity to make photo in advance, you can make photo in our VAC.
Photo Requirements
General requirements
- Photo for each visa applicant must be an un mounted, full face photo as described below

Photo must be taken within the last 6 months, for small children within the last 3 months..
Photo size: Photo submitted must measure as below mentioned
- 35 mm x 45 mm with the head centered in the frame.
- The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm
Photo Appearance
- The photo must be a full-face front view in which the visa applicant is facing the camera directly, with closed mouth, without smile.
- The face should cover about 70-80 percent of the photo area.
- The photo must be in color, made on matte or glossy paper and have only a white background. Photos with dark, busy, or patterned backgrounds will not be accepted.
- In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed.
- Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).

A photo depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable.

Description
If you plan to go to Croatia as a tourist for a period not to exceed 90 days and your country is not on the visa-free list, you need a travel visa (Visa C). This visa is not a work permit.
Please note that in order to apply for a travel visa at the Croatian Embassy, your only destination or your main destination (longest duration of stay) must be Croatia.

Confirmation of legal stay on the territory of the Russian Federation (permanent or temporary residence permit, long-term visa of the Russian Federation, temporary registration over 90 days, etc.), which should be valid for at least 3 months after returning from Croatia.

- the invitation from property owners should also state that the invited person will not pay for accommodation and stay in the property of the inviting person. And also that the property is provided exclusively free of charge.
If the property owner has a temporary residence permit OR a residence and work permit OR a long-term residence permit in the Republic of Croatia, family members should apply for a visa for a private visit (the list of documents is available in ‘VISIT OF CLOSE RELATIVES/FRIENDS’).
- TRAVEL FOR HEALTH RELATED REASONS
The following documents should be provided to the set of documents:
- an official letter from a medical institution* confirming readiness to admit for and provide medical treatment in this medical institution,
- confirmation of payment for the treatment or confirmation of the availability of sufficient funds to pay for it,
- medical tests (if applicable).
* An official letter can be submitted in copy and should contain the following information:
- about the patient: name and surname, date of birth, gender, nationality, identification document number, duration and purpose of travel, number of entries;
- about a medical institution: full name and address, name and position of the person signing the letter, OIB tax number (- if the letter is from a legal entity, company, institution, or branch in Croatia).
If the accommodation is NOT provided at a medical institution, then it is necessary to submit documents confirming accommodation during the stay in Croatia (refer to ‘TOURISM’)
- VISITS OF MILITARY AND CIVIL CEMETERIES (FOR CITIZENS OF THE RUSSIAN FEDERATION ONLY)
It is necessary to submit an official document confirming the existence and functioning of the cemetery, as well as family or other relationship between the applicant and the buried person.
In addition, it is recommended to submit documents confirming accommodation in Croatia (refer to ‘TOURISM’).

Photo Requirements
General requirements
- Photo for each visa applicant must be an un mounted, full face photo as described below

Photo must be taken within the last 6 months, for small children within the last 3 months..
Photo size: Photo submitted must measure as below mentioned
- 35 mm x 45 mm with the head centered in the frame.
- The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm
Photo Appearance
- The photo must be a full-face front view in which the visa applicant is facing the camera directly, with closed mouth, without smile.
- The face should cover about 70-80 percent of the photo area.
- The photo must be in color, made on matte or glossy paper and have only a white background. Photos with dark, busy, or patterned backgrounds will not be accepted.
- In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed.
- Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).

A photo depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable.

For minors:
- Both parents must be present when submitting documents. If only one parent is submitting documents, he / she must provide notarial consent from the other for the submission of documents for a visa to Croatia for his / her child.
- For children, it is always necessary to fill out a separate visa application form, even if they are endorsed in the parents' passport.
- For minors (under 18 years of age), the application form must be signed by both parents or by the person exercising temporary or permanent parental rights or legal guardianship.
- Birth certificate;
- if applicable: the decision of the competent authority on appointing the legal guardian, death certificate of deceased parent.
- Minors travelling alone or without one parent or legal guardian: an original authorization (certified signature by Notary public) of the legal guardian or parent(s), containing personal information of the legal guardian, child and the person the child is traveling with, purpose, place and length of stay in Croatia, as well as the period for which the authorization is issued.
- If the child is traveling with parents who already have a valid Croatian or other visa enabling them to enter and stay in Croatia, a copy of the said visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s) and the reservation of airplane tickets for the parents for the same time period.

Travel health insurance: valid for the territory of Croatia, covering any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or repatriation of mortal remains. The minimum coverage EUR 30.000.

Means of transport and the intention to return to the country of origin or to a third country:
- return plane/train/bus/boat ticket;
- driver license and auto-registration certificate if travelling by car;
- If the person is travelling to a third country, proof of itinerary and visa (if necessary).

Accommodation: booking hotel, private or other accommodation, real estate title deed or lease, etc. Accommodation can be provided by the guarantor or hosting party - it shall be stated as such in the letter of guarantee or invitation or in a written request.

- letter issued by a competent Russian authority or a verbal note from the MID confirming that the applicant is a member of its delegation travelling to Croatia
- copy of the official invitation from the relevant Croatian body/intergovernmental organisation inviting the delegation on the official visit to Croatia containing the following information:
- for the invited person – name and surname, date of birth, sex, citizenship, number of the identity document, time and purpose of the journey, number of entries;
- for the inviting legal person, company or organisation — full name and address, the name and position of the person who signs the request, and if the inviting person is a legal person or company or an office or their branch established in Croatia – Tax Number (PIN)

written request from the head of administration/mayor of the city where the twinning activity is to take place.
The written request shall contain the following data:
- for the invited person – name and surname, date of birth, sex, citizenship, number of the identity document, time and purpose of the journey, number of entries;

ATTENTION! A complete set of documents should be provided for each applicant.
Collection of fingerprints is from the age of 12. If biometric data were collected within the last 59 months for a Schengen visa, they should be re-collected.
Before submitting documents, please arrange the documents according to the documents order provided by the Croatian Embassy in Moscow in order to speed up the process of submitting documents and reduce waiting time (click to view).
- One Visa Application Form
An application form can be filled out online following the link: https://crovisa.mvep.hr/?lang=en. After the application form is filled out, print and sign it on the last page.
For minors: signatures of both parents are required, if only one parent signs - from the second one it is necessary to present a notarized power of attorney to submit documents of the child.
A filled-out and signed visa application should be submitted along with a set of documents for each applicant. On demand of specialists of Visa Application Centre be ready to provide the PIN-code to your online-application.
- 2 photographs complying with ICAO requirements.
If you have no opportunity to make photos in advance, you can make photos in our Visa Application Centre.
- Foreign Passport/Travel Document: valid for at least three months after the last intended date of departure from Croatia, containing at least two blank pages and not older than ten years.
- Copy of the page with personal data
- Copies of visas from previous/cancelled/valid foreign passports/travel documents + page with personal data from such passports.
If you have no opportunity to make copies in advance, you can use photocopy and printout service at our Visa Application Centres.
- Medical health insurance valid on the territory of Croatia and the Schengen countries, covering any costs that may arise in connection with repatriation for medical reasons, medical urgency, urgent hospital treatment or death during the trip, as well as:
- valid on the territory of the Schengen countries or the Whole World;
- insurance amount not less than 30.000€/50.000$;
- names and surnames of all insured persons in Latin letters - according to the foreign passport/travel document;
- covering the entire period and number of days of stay in Croatia and, if applicable, in other Schengen countries;
- non-deductible.
Please note that the insurance service is provided at Visa Application Centres.
Also note that the Consulate of Croatia accepts for consideration the insurance policies of those Russian insurance companies that cooperate with European insurance companies. Please clarify this fact at the insurance company before obtaining insurance policy.

It is necessary to submit 2 documents: 1) confirmation of social and economic status + 2) confirmation of financial funds availability (for details, refer the table below)

- Proof of stay in Croatia in case the inviting party does not provide accommodation during the stay in Croatia. For more information, please refer to the purpose ‘Tourism’ article 1 (-Proof of stay)
- Transport documents
- If you are traveling by air, land or sea: confirmation of booked both ways tickets for plane/train/bus/boat ;
- If you are traveling by car: itinerary/route plan + driver's license + car registration certificate;
If you are traveling to a third country, you should submit, in addition to the mentioned transport documents, an itinerary/route plan and a visa to the country of destination.
- Copy of internal national passport for citizens of Russian Federation (not for children under 14 years): copy of the page with personal data and copies of all pages with any notes/marks/stamps.
If you have no opportunity to make copies in advance, you can use photocopy and printout service at our Visa Application Centres.
- For minors (under 18 years)
All minors need a separate visa application even if they are enclosed into the parents’ passports.
Both parents should be present when applying. If only one parent submits documents, then from the second one it is necessary to present a notarized power of attorney for submission of documents for a visa to Croatia for his/her child.
A visa application form should be signed by both parents or by the person exercising temporary or permanent parental authority or legal guardianship.
For minors traveling unaccompanied by parents or guardians, it is necessary to submit:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from both parents/guardians;
- copy of the page with personal data out of the internal national passports of both parents/guardians
For minors accompanied by one of the parents:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from the second parent/guardians who do not accompany a minor in travel;
- copy of the page with personal data out of the internal national passports of the second parent/guardians who do not accompany a minor in travel;
- copy of the page with personal data out of the foreign passport/travel document and copy of a valid visa (if applicable) of the accompanying parent/guardians;
- copy of documents confirming the joint trip (accommodation confirmation, tickets, etc.)
For minors accompanied by a third party:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from both parents/guardians in favor of an accompanying person;
- copy of the page with personal data out of the internal national passports of both parents/guardians;
- copy of the page with personal data out of the foreign passport/travel document and copy of a valid visa (if applicable) of an accompanying person;

The notarized consent for travelling abroad should be submitted in the following cases:
- Parents/one of parents temporarily or permanently reside in Croatia;
- Child or parents/one of parents/accompanying person return from the trip on different dates;
- Child or parents /one of parents/accompanying person travel and return together, but parents/one of parents/accompanying person plan leaving Croatia for some period of time during the trip;
- Child or parents /one of parents/accompanying person travel with different flights.
- For citizens of third countries (not for citizens of Russian Federation/Republic of Belarus)
Confirmation of legal stay on the territory of the Russian Federation (permanent or temporary residence permit, long-term visa of the Russian Federation, temporary registration over 90 days, etc.), which should be valid for at least 3 months after returning from Croatia.
- Consent to personal data processing
- Documents for BUSINESS purposes of travel:
- EMPLOYEES TRAVELING ON BUSINESS / INDIVIDUAL ENTREPRENEURS TRAVELING FOR THEIR BUSINESS
Please note that for citizens of the Russian Federation traveling on business, a letter of guarantee (invitation) from a legal entity in Croatia should be submitted in original in form of JAMSTVENO PISMO PRAVNE OSOBE.
A letter of guarantee (invitation) from the inviting party (from a legal entity or trade company, organization, institution or their branches, state and local authorities or organizing committees of trade or industrial exhibitions, conferences and symposiums) should be signed by the person authorised to represent the guarantor and certified by an official stamp, as well as contain the following information:
- about the invited person – name and surname, date of birth, gender, nationality, identity document number, duration and purpose of travel, and number of entries;
- about the inviting party (legal entity, trading company or organization sending the invitation) - full name and address, as well as the name, surname and position of the person who signed the letter of guarantee (invitation);
- OIB (personal identification number) – if it is a legal entity, trading company, institution or their branch established in Croatia;
- TIN (taxpayer identification number - INN) – if it is a legal entity, trading company, institution or their branch based in the Russian Federation.
Please note that all fields in the letter of guarantee must be filled in and legible.
When applying for a business visa, the original JAMSTVENO PISMO PRAVNE OSOBE must be submitted together with the visa application OR must be sent for safekeeping to the Ministry of Foreign and European Affairs of the Republic of Croatia*. If the original JAMSTVENO PISMO PRAVNE OSOBE has been deposited with the Ministry, a copy can be submitted – please inform the visa application centre staff accordingly.

an extract from the USRPE (Unified State Register of Private Entrepreneurs) or a certificate for individual entrepreneurial activity,

- MEMBERS OF OFFICIAL DELEGATIONS
For members of official delegations, who on the basis of an official invitation, participate in meetings, counsels, negotiations or exchange programs, as well as in events held by intergovernmental organizations, the following should be attached:
an official letter from the Croatian or Russian competent authority, confirming that the applicant is a member of the delegation of the authority or institution, who is sent to Croatia to participate in these events attaching an official invitation.
The official invitation should contain the following information:
- about the invited person – name and surname, date of birth, gender, nationality, identity document number, duration and purpose of travel, and number of entries;
- about the inviting party - the full name and address, as well as the name, surname and position of the person who signed the official invitation;
- OIB (personal identification number) – if it is a legal entity, trading company, institution or their branch established in Croatia;
- TIN (taxpayer identification number - INN) – if it is a legal entity, trading company, institution or their branch based in the Russian Federation.
- DRIVERS (INTERNATIONAL FREIGHT AND PASSENGER TRANSPORT)
Drivers of transport providing international transport of goods and passengers services between the Russian Federation and Member States using transport registered in the Member States or in the Russian Federation (ASMAP or RAS), should submit a written request from the national association / trade union.
The written request should contain information:
- about the invited person – name and surname, date of birth, gender, nationality, identity document number, duration and purpose of travel, and number of entries;
- about the inviting party - the full name and address, as well as the name, surname and position of the person who signed the official invitation;
- OIB (personal identification number) – if it is a legal entity, trading company, institution or their branch established in Croatia;
- TIN (taxpayer identification number - INN) – if it is a legal entity, trading company, institution or their branch based in the Russian Federation.
- CREWS OF RAILWAY TRAINS, REFRIGERATORS AND LOCOMOTIVES
Crews of railway trains, refrigerators and locomotives should submit a written request from the relevant railway trading company from the Russian Federation or Member States, indicating the purpose, duration and frequency of travel.
The written request should contain information:
- about the invited person – name and surname, date of birth, gender, nationality, identity document number, duration and purpose of travel, and number of entries;
- about the inviting party - the full name and address, as well as the name, surname and position of the person who signed the official invitation;
- OIB (personal identification number) – if it is a legal entity, trading company, institution or their branch established in Croatia;
- TIN (taxpayer identification number - INN) – if it is a legal entity, trading company, institution or their branch based in the Russian Federation.
- JOURNALISTS/INDEPENDENT JOURNALISTS (up to three months)
Journalists should submit:
- a certificate from the Union of Journalists confirming that the applicant is a qualified journalist,
- employer's certificate confirming that the purpose of travel is journalistic activity.
AND
Independent/Freelance journalists should submit:
- confirmation of performing journalistic activities (for example: a correspondent certificate or contract of employment, etc.)
- confirmation of economic activity/availability of financial funds:
- an extract from the USRPE or a certificate for individual entrepreneurial activity,
- 2NDFL or 3NDFL forms,
- bank account(-s) statement(-s) with funds movement for the last 3 months.

A maritime agency notified of the arrival of a crew member for embarkation or disembarkation in Croatia, should provide the seafarer with an invitation letter (may be provided in a copy). In accordance with article 18, paragraph 2 of the Visa Code (HH 7/2013 , NN 109/2021) the invitation letter should contain:
- information about the seafarer – name and surname, date of birth, nationality, travel document number, place of issue and validity of the travel document;
- purpose of arrival;
- the period during which the foreign citizen (seafarer) will stay in Croatia;
- information about accommodation of a foreign citizen (if necessary);
- information about who bears the expenses for the stay of a foreign citizen in Croatia;
- name and surname, position and place of work, address and telephone number of a contact person from a maritime agency who can provide relevant information about a foreign citizen;
- confirmation of the seafarer's professional status (sailor's passport, employment contract, etc.).
Seafarers are exempted from the requirement to provide evidence of valid medical insurance.

Photo Requirements
General requirements
- Photo for each visa applicant must be an un mounted, full face photo as described below

Photo must be taken within the last 6 months, for small children within the last 3 months..
Photo size: Photo submitted must measure as below mentioned
- 35 mm x 45 mm with the head centered in the frame.
- The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm
Photo Appearance
- The photo must be a full-face front view in which the visa applicant is facing the camera directly, with closed mouth, without smile.
- The face should cover about 70-80 percent of the photo area.
- The photo must be in color, made on matte or glossy paper and have only a white background. Photos with dark, busy, or patterned backgrounds will not be accepted.
- In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed.
- Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).

A photo depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable.

Description
If you plan to go to Croatia to visit relatives/friends for a period not to exceed 90 days and your country is not on the visa-free list, you need a visit visa (Visa C).

Visa Fees waived categories:
- close family members of citizens of the Republic of Croatia,
- close family members of EU/EEA and Swiss citizens who are traveling with or joining them,
- children under the age of 12,
- holders of diplomatic and service passports for business trips,

Documents Required
The following information is intended to help you prepare the necessary documents for your visa application. Please note that the Croatian Embassy may also request additional documents or information if necessary to process your application.
ATTENTION! A complete set of documents should be provided for each applicant.
Collection of fingerprints is from the age of 12. If biometric data were collected within the last 59 months for a Schengen visa, they should be re-collected.
Before submitting documents, please arrange the documents according to the documents order provided by the Croatian Embassy in Moscow in order to speed up the process of submitting documents and reduce waiting time (click to view).
- One Visa Application Form
An application form can be filled out online following the link: https://crovisa.mvep.hr/?lang=en. After the application form is filled out, print and sign it on the last page.
For minors: signatures of both parents are required, if only one parent signs - from the second one it is necessary to present a notarized power of attorney to submit documents of the child.
A filled-out and signed visa application should be submitted along with a set of documents for each applicant. On demand of specialists of Visa Application Centre be ready to provide the PIN-code to your online-application.
- 2 photographs complying with ICAO requirements.
If you have no opportunity to make photos in advance, you can make photos in our Visa Application Centre.
- Foreign Passport/Travel Document: valid for at least three months after the last intended date of departure from Croatia, containing at least two blank pages and not older than ten years.
- Copy of the page with personal data
- Copies of visas from previous/cancelled/valid foreign passports/travel documents + page with personal data from such passports.
If you have no opportunity to make copies in advance, you can use photocopy and printout service at our Visa Application Centres.
- Medical health insurance valid on the territory of Croatia and the Schengen countries, covering any costs that may arise in connection with repatriation for medical reasons, medical urgency, urgent hospital treatment or death during the trip, as well as:
- valid on the territory of the Schengen countries or the Whole World;
- insurance amount not less than 30.000€/50.000$;
- names and surnames of all insured persons in Latin letters - according to the foreign passport/travel document;
- covering the entire period and number of days of stay in Croatia and, if applicable, in other Schengen countries;
- non-deductible.
Please note that the insurance service is provided at Visa Application Centres.
Also note that the Consulate of Croatia accepts for consideration the insurance policies of those Russian insurance companies that cooperate with European insurance companies. Please clarify this fact at the insurance company before obtaining insurance policy.
- Financial/economic guarantees
It is necessary to submit 2 documents: 1) confirmation of social and economic status + 2) confirmation of financial funds availability (for details, refer the table below)

General requirements
- Photo for each visa applicant must be an un mounted, full face photo as described below

Photo size: Photo submitted must measure as below mentioned
- 35 mm x 45 mm with the head centered in the frame.
- The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm
Photo Appearance
- The photo must be a full-face front view in which the visa applicant is facing the camera directly, with closed mouth, without smile.
- The face should cover about 70-80 percent of the photo area.
- The photo must be in color, made on matte or glossy paper and have only a white background. Photos with dark, busy, or patterned backgrounds will not be accepted.
- In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed.
- Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).

The following information is intended to help you prepare the necessary documents for your visa application. Please note that the Croatian Embassy may also request additional documents or information if necessary to process your application.
ATTENTION! A complete set of documents should be provided for each applicant.
Collection of fingerprints is from the age of 12. If biometric data were collected within the last 59 months for a Schengen visa, they should be re-collected.
Before submitting documents, please arrange the documents according to the documents order provided by the Croatian Embassy in Moscow in order to speed up the process of submitting documents and reduce waiting time (click to view).
- One Visa Application Form
An application form can be filled out online following the link: https://crovisa.mvep.hr/?lang=en. After the application form is filled out, print and sign it on the last page.
For minors: signatures of both parents are required, if only one parent signs - from the second one it is necessary to present a notarized power of attorney to submit documents of the child.
A filled-out and signed visa application should be submitted along with a set of documents for each applicant. On demand of specialists of Visa Application Centre be ready to provide the PIN-code to your online-application.
- 2 photographs complying with ICAO requirements.
If you have no opportunity to make photos in advance, you can make photos in our Visa Application Centre.
- Foreign Passport/Travel Document: valid for at least three months after the last intended date of departure from Croatia, containing at least two blank pages and not older than ten years.
- Copy of the page with personal data
- Copies of visas from previous/cancelled/valid foreign passports/travel documents + page with personal data from such passports.
If you have no opportunity to make copies in advance, you can use photocopy and printout service at our Visa Application Centres.
- Medical health insurance valid on the territory of Croatia and the Schengen countries, covering any costs that may arise in connection with repatriation for medical reasons, medical urgency, urgent hospital treatment or death during the trip, as well as:
- valid on the territory of the Schengen countries or the Whole World;
- insurance amount not less than 30.000€/50.000$;
- names and surnames of all insured persons in Latin letters - according to the foreign passport/travel document;
- covering the entire period and number of days of stay in Croatia and, if applicable, in other Schengen countries;
- non-deductible.
Please note that the insurance service is provided at Visa Application Centres.
Also note that the Consulate of Croatia accepts for consideration the insurance policies of those Russian insurance companies that cooperate with European insurance companies. Please clarify this fact at the insurance company before obtaining insurance policy.

- Proof of stay in Croatia in case the inviting party does not provide accommodation during the stay in Croatia. For more information, please refer to the purpose ‘Tourism’ article I (-Proof of stay)
- Transport documents
- If you are traveling by air, land or sea: confirmation of booked both ways tickets for plane/train/bus/boat;
- If you are traveling by car: itinerary/route plan + driver's license + car registration certificate;
If you are traveling to a third country, you should submit, in addition to the mentioned transport documents, an itinerary/route plan and a visa to the country of destination.
- Copy of internal national passport for citizens of Russian Federation (not for children under 14 years): copy of the page with personal data and copies of all pages with any notes/marks/stamps.
If you have no opportunity to make copies in advance, you can use photocopy and printout service at our Visa Application Centres.
- For minors (under 18 years)
All minors need a separate visa application even if they are enclosed into the parents’ passports.
Both parents should be present when applying. If only one parent submits documents, then from the second one it is necessary to present a notarized power of attorney for submission of documents for a visa to Croatia for his/her child.
A visa application form should be signed by both parents or by the person exercising temporary or permanent parental authority or legal guardianship.
For minors traveling unaccompanied by parents or guardians, it is necessary to submit:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from both parents/guardians;
- copy of the page with personal data out of the internal national passports of both parents/guardians
For minors accompanied by one of the parents:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from the second parent/guardians who do not accompany a minor in travel;
- copy of the page with personal data out of the internal national passports of the second parent/guardians who do not accompany a minor in travel;
- copy of the page with personal data out of the foreign passport/travel document and copy of a valid visa (if applicable) of the accompanying parent/guardians;
- copy of documents confirming the joint trip (accommodation confirmation, tickets, etc.)
For minors accompanied by a third party:
- a copy of the child's birth certificate;
- a copy of a notarized consent for travelling abroad from both parents/guardians in favor of an accompanying person;
- copy of the page with personal data out of the internal national passports of both parents/guardians;
- copy of the page with personal data out of the foreign passport/travel document and copy of a valid visa (if applicable) of an accompanying person;
- copy of documents confirming the joint trip (accommodation confirmation, tickets, etc.)
The notarized consent for travelling abroad should be submitted in the following cases:
- Parents/one of parents temporarily or permanently reside in Croatia;
- Child or parents/one of parents/accompanying person return from the trip on different dates;
- Child or parents /one of parents/accompanying person travel and return together, but parents/one of parents/accompanying person plan leaving Croatia for some period of time during the trip;
- Child or parents /one of parents/accompanying person travel with different flights.
- For citizens of third countries (not for citizens of Russian Federation/Republic of Belarus)
Confirmation of legal stay on the territory of the Russian Federation (permanent or temporary residence permit, long-term visa of the Russian Federation, temporary registration over 90 days, etc.), which should be valid for at least 3 months after returning from Croatia.
- Consent to personal data processing
- Documents for CULTURE/SCIENCE/SPORT/STUDY purposes of travel:
- PARTICIPATION IN SCIENTIFIC, CULTURAL AND ARTISTIC EVENTS, IN UNIVERSITY AND OTHER EXCHANGE PROGRAMS.
A written request from the host organization to participate in such events. The written request should contain information:
- about the invited person – name and surname, date of birth, gender, nationality, identity document number, duration and purpose of travel, and number of entries, and the name and surname of a minor child who accompanies the invited person (if applicable);
- about the inviting person – name, surname and address;
- about the inviting party (legal entity, trading company or organization sending the invitation) - full name and address, as well as the name, surname and position of the person who signed the letter of guarantee (invitation);
- OIB (personal identification number) – if it is a legal entity, trading company, institution or their branch established in Croatia;
- TIN (taxpayer identification number - INN) – if it is a legal entity, trading company, institution or their branch based in the Russian Federation.
In the case of international conferences, a written request as above will suffice.
For individual visits: an original form JAMSTVENO PISMO PRAVNE OSOBE from the inviting party along with proof of financial solvency of the inviting party (BON 1 or BON 2) should be submitted or a copy is acceptable if the original has been deposited at the Ministry of Foreign and European Affairs of the Republic of Croatia. The JAMSTVENO PISMO PRAVNE OSOBE should be correctly filled-out, signed by an authorized person and stamped by the inviting party. In such cases, only a Croatian legal entity can be the inviting party.
- INTERNATIONAL SPORTS EVENTS
A written request from the host organization of the sports event, the relevant authorities, national sports unions, the national Olympic Committee should be submitted. Along with the information about the invited person/s, the purpose and duration of the stay, the request should contain either the OIB (personal identification number) of the inviting legal entity or the name, surname and position of the person who signed the request.
If the information in the invitation is insufficient, an additional sponsorship statement from the sending or receiving party (or other document confirming financial means) should be submitted.
Participants of the international sport events should submit an invitation from the host organization in Croatia; in other cases, a form JAMSTVENO PISMO PRAVNE OSOBE from a sports club or sports union in Croatia should be submitted.
Currently, when applying for a visa for participation in sporting events, Russian citizens must provide a letter of guarantee – JAMSTVENO PISMO PRAVNE OSOBE – from the inviting party in Croatia.
Please note that all fields in the letter of guarantee must be filled in and legible.
When applying for a visa for participation in sports events, the original JAMSTVENO PISMO PRAVNE OSOBE must be submitted together with the visa application OR must be sent for safekeeping to the Ministry of Foreign and European Affairs of the Republic of Croatia*. Pupils, students, graduate students and teachers accompanying them during trips related to study or professional education as part of exchange programs or other types of training should submit a written request or admission certificate from the school / university, or student cards, or certificates about the courses which they will study.
If the information in the written request is insufficient, an additional sponsorship statement from the sending or receiving party (or other proof of financial means (refer to ‘Financial/Economic Guarantees’) should be submitted).
- PARTICIPATION IN SCIENTIFIC, CULTURAL AND ARTISTIC EVENTS, IN UNIVERSITY AND OTHER EXCHANGE PROGRAMS.

Applicants applying for a visa to Croatia for studying purposes with a planned stay over 90 days are required to apply for a TYPE C VISA. They will regulate their residence permit status with the authorities, while already in Croatia.
Such students/applicants are required to provide a minimum 60-day insurance policy.

Long-stay visa (type D)
A long-term visa (visa D) is an entry permit for citizens of third countries, to whom a temporary residence permit or a residence and work permit has been approved, and if a visa is required to enter the Republic of Croatia. A visa D can be issued for one or more entries with a validity period of up to six months and an approved stay of up to 30 days.
The application process can take up to 45 days. Applications can be submitted not less than 45 days before the expected start date of the trip. Documents with an earlier departure date cannot be accepted for consideration. Please plan the submission well in advance.
An application for a visa D is submitted in person.
Applications for minors or disabled should be submitted by their legal representatives.
An application for a long-term visa (visa D) can be submitted not earlier than three months before and not later than three months after the start of the validity of a temporary residence permit or a residence and work permit issued in the Republic of Croatia.
The availability of a long-term visa is not a guarantee of entry into Croatia, as other prescribed conditions should also be fulfilled for the entry into the Republic of Croatia by citizens of third countries.
Citizens of third countries, to whom a long-term visa has been issued, are obliged within 30 days from the start of the visa to approach the competent territorial police department or police station in order to register at the place of residence and apply for issuance of biometric residence permit.

- Both parents must be present when submitting documents. If only one parent is submitting documents, he / she must provide notarial consent from the other for the submission of documents for a visa to Croatia for his / her child.
- For children, it is always necessary to fill out a separate visa application form, even if they are endorsed in the parents' passport.
- For minors (under 18 years of age), the application form must be signed by both parents or by the person exercising temporary or permanent parental rights or legal guardianship.
- Birth certificate;
- if applicable: the decision of the competent authority on appointing the legal guardian, death certificate of deceased parent.
- Minors travelling alone or without one parent or legal guardian: an original authorization (certified signature by Notary public) of the legal guardian or parent(s), containing personal information of the legal guardian, child and the person the child is traveling with, purpose, place and length of stay in Croatia, as well as the period for which the authorization is issued.
- If the child is traveling with parents who already have a valid Croatian or other visa enabling them to enter and stay in Croatia, a copy of the said visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s) and the reservation of airplane tickets for the parents for the same time period.

Travel health insurance: valid for the territory of Croatia, covering any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or repatriation of mortal remains. The minimum coverage EUR 30.000.

Means of transport and the intention to return to the country of origin or to a third country:
- return plane/train/bus/boat ticket;
- driver license and auto-registration certificate if travelling by car;
- If the person is travelling to a third country, proof of itinerary and visa (if necessary).

Accommodation: booking hotel, private or other accommodation, real estate title deed or lease, etc. Accommodation can be provided by the guarantor or hosting party - it shall be stated as such in the letter of guarantee or invitation or in a written request.

Participants in scientific, cultural and artistic activities, including university and other exchange programmes:
a. For Russian citizens:
- A written request from the host organisation to participate in those activities containing the following information:
- for the invited person — name and surname, date of birth, sex, citizenship, number of the identity document, time and purpose of the journey, number of entries and name of minor children accompanying the invited person
- for the inviting legal person, company or organisation — full name and address, the name and position of the person who signs the request, if the inviting person is a legal person or company or an office or their branch established in Croatia – Tax Number,
b. II. for non-Russian citizens
- In case of international conferences, a written request as indicated in point a) will suffice
- For individual visits, a letter of guarantee from the inviter along with proof of solvency of the inviter is needed (BON 1 or BON 2). The original of the guarantee letter has to be filed in the Embassy of Croatia in Moscow or the Section for visas of the Ministry of Foreign and European Affairs in Zagreb at the time the visa application is being submitted. The letter of guarantee has to be properly filled in and has to have the signature of the authorized person and stamp of the inviter. In these cases the inviter can only be a Croatian legal person.
- A written request from the host organisation to participate in those activities containing the following information:

a. For Russian nationals:
Participants in international sports events and accompanying persons in their professional capacity:
- written request from the host organisation (competent authority, national sport federation or national Olympic committee), including information on the role of the persons.
- The written request shall contain the following data:
for the invited person – name and surname, date of birth, sex, citizenship, number of the identity document, time and purpose of the journey, number of entries;
for the inviting legal person, company or organisation — full name and addres, the name and position of the person who signs the request, if the legal person or company or an office or their branch established in Croatia – Tax Number
The written request does not have to be submitted in original - In case not included in the written request, a SEPARATE STATEMENT ON SPONSORSHIP either from the sending or receiving party (or other proof of financial means)
b. For non-Russian nationals
- In case of international championships, a written request as indicated in point will suffice

a. for Russian citizens
Pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or vocational training in the framework of exchange programmes as well as other school related activities:
- a written request or a certificate of enrolment from the host school/university or student cards or certificates of the courses to be attended.
- The written request shall contain the following data:
for the invited person – name and surname, date of birth, sex, citizenship, number of the identity document, time and purpose of the journey, number of entries;
for the inviting legal person, company or organisation — full name and addres, the name and position of the person who signs the request, if the legal person or company or an office or their branch established in Croatia – Tax Number

b. For non Russian citizens

- Only for Russian citizens - Visitors of military and civil burial grounds: official document confirming the existence and preservation of the burial ground and relationship between the applicant and the buried (birth certificate, marriage certificate)
- Real estate owners in Croatia and their relatives:
- recent extract from the real estate register, copy of the purchase contract/deed of sale, etc.) proving that the real estate in question is owned by the applicant or the company whose owner is applicant himself
- For close relatives of property owners, proof of the relationship – birth certificate, marriage certificate etc,
- Medical reasons: medical documentation (if applicable), the healthcare institution’s certificate confirming the admission of the patient and treatment in that
institution. The healthcare institution’s certificate should containing the following information:
- for the patient – name and surname, date of birth, sex, citizenship, number of the identity document, time and purpose of the journey, number of entries;
for the health care institution — full name and address, the name and position of the person who signs the request, if the legal person or company or an office or their branch established in Croatia – Tax Number

- for the patient – name and surname, date of birth, sex, citizenship, number of the identity document, time and purpose of the journey, number of entries;

Photo Specifications
- When applying for a visa, you are required to bring 2 photographs as part of completing and submitting your visa application.
- If you haven’t opportunity to make photo in advance, you can make photo in our VAC.
Photo Requirements
General requirements
- Photo for each visa applicant must be an un mounted, full face photo as described below

Photo must be taken within the last 6 months, for small children within the last 3 months..
Photo size: Photo submitted must measure as below mentioned
- 35 mm x 45 mm with the head centered in the frame.
- The head (measured from the top of the hair to the bottom of the chin) should measure about 30 mm
Photo Appearance
- The photo must be a full-face front view in which the visa applicant is facing the camera directly, with closed mouth, without smile.
- The face should cover about 70-80 percent of the photo area.
- The photo must be in color, made on matte or glossy paper and have only a white background. Photos with dark, busy, or patterned backgrounds will not be accepted.
- In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. It is preferable that ears be exposed.
- Sunglasses or other wear, which detracts from the face, are not acceptable unless required for medical reasons (an eye patch, for example).

A photo depicting a person wearing a traditional facemask or veil that does not permit adequate identification is not acceptable.
