Short term visa
A short term visa (category C) is a visa issued for a short term visit to Hungary (or another Shengen state) or for transit through the territory of Hungary (or another Shengen state). Depending on the travel purpose, a Short-term Shengen visa may be issued for a single, double or a multiple entry. Schengen Visa allows you to stay on the territory of Hungary during the limited period of time, as well as cross the internal borders of other Schengen countries.
The longest stay in the Republic of Hungary is 90 days within a half-year after the first crossing of the border of Hungary. The validity period of a short term visa is 5 years maximum.
Unified Schengen visas are valid on the territory of the following states: Austria, Belgium, Bulgaria, Czech Republic, Croatia, Denmark, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Finland, Sweden and Switzerland.
According to the conditions of the Schengen Agreement the applicant should apply for the Schengen visa to the Consulate of the country which is the main purpose of the trip.
If during one trip the applicant plans to visit several Schengen countries, he/she should apply for the Schengen visa to the Consulate of the country where the applicant expects to spend more days.
If the quantity of days during one trip in all countries is the same, the applicant should submit the visa documents to the Consulate of the country of first entry.
The rules for issuing Schengen visas are regulated by the EU Visa Code.
You can submit documents for schengen visa type C no earlier than 6 months before the start of your trip.
Long Term Visa
A long—term visa (category D) is a visa issued for a single entry for a period of no more than 30 days and obtaining an approved residence permit in Hungary. Third-country nationals apply for a type D entry visa before entering the country in an application for a residence permit without having to submit a separate application.
Attention! The Visa center in Moscow accepts documents for visa D only for the following purposes of travel: study, medical treatment, family reunification and White Card. For all other purposes, the acceptance of documents is carried out by the consular department of the Embassy. You can submit documents for visa type D no earlier than 3 months before the start of your trip.

Overview
The set of documents required for applying for a visa depends on the purpose of the trip.This section is dedicated to the purpose of travel “Tourism/other private visits”.

Visa Fees
Visa Fees for short term Schengen Visa (Visa C):
- Visa Fee for citizens of Russian Federation and for citizens of countries, which do not have Visa Facilitation Agreement with EU is 90 Euro.
- Visa Fee for Children citizens of Russian Federation and for children citizens of countries, which do not have Visa Facilitation Agreement from the age of six years and below the age of 12 is 45 Euro.
- Visa Fee for citizens of Ukraine, the Republic of Belarus, Moldova, Georgia, Serbia, Montenegro, Albania, Bosnia and Herzegovina, The former Yugoslav Republic of Macedonia, Azerbaijan, Armenia, Cape Verde is 35 Euro.
VFS service fee for short term Schengen Visa (Visa C):
In addition to the visa fee, visa centers charge a service fee of 14.5 euros, including VAT, for each application.
List of persons exempt from paying the visa fee for short-term Schengen visas (Visa C):
The visa fee shall be waived for applicants belonging to one of the following categories:
(a) children under six years;
(b) school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;
(c) researchers, as defined in point (2) of Article 3 of Directive (EU) 2016/801 of the European Parliament and of the Council (1), travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;
(d) representatives of non-profit organizations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organized by non-profit organizations.
If you are a family member of a citizen of an EU country/In the European Economic Area (except Hungary) or Switzerland, you may be exempt from the consular fee.
Family member:
- Spouse/registered partner
- Children who are under the age of 21 or who are dependents, as well as children of a spouse or partner who are under the age of 21 or who are dependents.

Direct dependent relatives in the ascending line (for example, parents), as well as direct dependent relatives of a spouse or partner in the ascending line.
To confirm the purpose of the trip, you will additionally need to provide:
- document confirming that you are a family member of an EU citizen (for example: a valid passport of an EU citizen; a birth or marriage certificate; a document confirming that you are dependent on an EU citizen).

document confirming that you are accompanying an EU citizen or you are traveling to an EU citizen and she/he lives in the destination country.
Please, pay attention:
- close relatives (parents who are not dependent (including guardians and trustees), children over 21 year and not dependent (including adopted children), grandparents, grandchildren) of EU citizens (non-Hungarian citizenship) when traveling together for the purpose of travel tourism are not exempt from paying the consular fee. Exemption is possible in agreement with the Consulate if there is an invitation from a close relative to Hungary.
- close relatives (spouses, parents (including guardians and trustees), children (including adopted children), grandparents, grandchildren) of Hungarian citizens are not exempt from paying the consular fee.
Note: The consular fee may be presented for payment, even if you belong to the aforementioned categories of citizens. The decision on this is made during consultations with the Consular Department of the Hungarian Embassy in Moscow, or directly during the consideration of documents.
Please pay attention! Consular and Service fees are paid in cash or by card in rubles at the established exchange rate on the day of submission of the application. The paid fees are not refunded to the client regardless of the outcome of the application.

Please note that after the suspension of the visa facilitation agreement, Schengen visas will be issued in accordance with the provisions of the Visa Code. The link contains Article 14 and Annex II of the EU Visa Code regulating the list of supporting documents.

TOURISM AND OTHER PRIVATE VISITS, LIST OF DOCUMENTS
VISA APPLICATION FORM
- You need to complete Application Form for Schengen visas from Download Forms Tab.
- The Visa Application Form should be filled in Latin letters only.
- The Form must be completed, printed and signed by the person applying for a visa.
- For minors: the Form must be signed by a parent or person with parental (guardianship) rights
- The Application Form should be signed in blue ink.
INTERNATIONAL PASSPORT
The passport must be signed.
- The passport should not have any damage.
- The passport must be valid for at least 3 months after the expiry of the visa
- The passport must not exceed 10 years. Extended passports are not accepted.
- The international passport must contain at least two blank pages for visas
- Passports are accepted without additional covers (plastic, leather).
- Copy of the information page of the valid international passport (page with photo)
- Copies of all the marked pages (visas and stamps).
- If available: copy of the information page of the canceled international passport (page with photo) and Schengen visas for the last 3 years.
NATIONAL PASSPORT (ORIGINAL + PHOTOCOPY)
- Copy of the first 2 pages of national passport (page with photo, page with information about the place of residence);
- Copy of the page about the marital status; copy of the page about previously issued passports;
- For minors: original and copy of the birth certificate should be provided (for minors under 18 years); From the age of 14: original and copy of national passport should be provided additionally.
2 PHOTOS
- Size - 3.5 x 4.5 cm, color, clear, clean and contrast,
- The photo must be printed on high quality paper on white or light gray background,
- Photos should be made no more than 3 months before,
- The photo must be made from the front, so that the face occupies 70-80% of the photo.
- If the applicant wears glasses, the photo must also meet the following criteria:
- untinted glasses,
- the rim must not cover any part of the eye,
- there must be no reflections
HEALTH INSURANCE POLICY
To get the Schengen visa, you should have a health insurance policy valid in the Schengen countries with minimum coverage of 30 000 EUR or 50 000 USD. To get multiple entry visa, you should have the health insurance policy for the first trip in the Schengen area. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted (as a general rule, insurance must be issued at the place of permanent residence).
Proof of insurance purchase must be provided. Payment can be confirmed by a copy of the original receipt issued by the insurance company or insurance broker, or by an account statement of the payment, certified by the client's bank.
Requirements
- health insurance policy should be valid on the territory of the Schengen Agreement;
- insurance policy should guarantee at a minimum such services that are related to
health care and include the following:
- emergency medical care,
- treatment in case of emergency for life and health in hospitals,
- transportation to the nearest medical institution that provides emergency medical care,
- as well as medical treatment in hospitals,
- medical or posthumous repatriation to the country of permanent residence in case of serious illness or death of the insured.
To get Schengen visa, the minimum limit of liability of the insurer specified in the insurance policy during the insurance period must be at least 30 000 EUR or 50 000 USD. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted only filled in typewritten form.
To get single entry Schengen visa, the health insurance policy must fully cover the dates of the trip. For example, if visa is requested for 10 days from June 1 to June 10, the health insurance policy should be provided from June 1 to June 10 with the validity period of the insurance policy for 10 days.
To get multiple entry visa, the health insurance policy must cover only the first trip in the Schengen area.
Transport
A fully paid round-trip travel document must be provided. An electronic plane ticket is provided, indicating the ticket number, booking number (PNR), the passenger's last name and first name, indicating the air carrier. The ticket must be accompanied by a confirmation of payment for the ticket (original or electronic receipt, bank payment transaction, invoice or cash receipt). Attention! Multi-page correspondence and/or printed screenshots (PrintScreen) showing the process of ordering a ticket do not replace the presented ticket!
The "itinerary receipt" cannot be accepted as an air ticket.
If the validity of the booking cannot be verified on the website of the relevant airline based on the information contained in the ticket, this may lead to the rejection of the application!
If the planned trip involves more than one country, it is also necessary to provide documents for traveling between countries (transfer, documents for car rental, train tickets, etc.), also with payment confirmation. If the applicant travels by train or bus, it is necessary to provide a railway train ticket, or a bus ticket, indicating the applicant's name and surname, route, date and time of travel, a confirmation of payment for the ticket is mandatory (original or electronic receipt, bank payment transaction, invoice or receiptcash order).
- In the case of trip by car, the following documents are provided:
- Route list
- When traveling by your own or rented car, you must provide documents for the vehicle: a certificate of registration of the vehicle, international insurance and a driver's license.
- In the case of a rented vehicle, it is necessary to provide a document confirming the fact of renting the vehicle and documents confirming the payment of the lease.
- If the driver of the car is the receiving party, then you must provide a letter in any form stating that they are taking you there and back in their own vehicle, documents for the vehicle, international insurance and driver's license, a copy of the driver's visa (if necessary).
In case of travel on a tourist bus (when submitting documents by an accredited travel agency, it is enough to attach a cover letter):

DOCUMENTS CONFIRMING AVAILABILITY OF FINANCIAL RESOURCES FOR THE PERIOD OF STAY IN HUNGARY
For those who have their own income:
- A bank statement (no older than 1 month) with the movement of funds for 3 months and with a sufficient balance for the trip.
For those who do not have their own income:
- A bank statement (no older than 1 month) with a detailed flow of funds for 6 months and with a sufficient balance for the trip or a sponsorship letter.
If a third party pays for your stay in Hungary, then these documents must be submitted in his name. In this case, if the third person is a close relative, then it is necessary to provide a letter of guarantee in any form and documents confirming the relationship (birth certificate, marriage certificate) + a copy of 1 page of the sponsor's passport. For others– a notarized letter of guarantee. The sponsorship letter must contain the following information: personal data of the sponsor (full name, place of birth, time, address, phone number, indication of kinship, if available), data of the sponsored person (full name, place of birth, time, address), the subject of sponsorship (for what purpose, for what period of time, for what expenses coverage is carried out), date, personal signature of the sponsor.
DOCUMENTS THAT MUST BE PROVIDED TO CONFIRM THE ACTIVITY:
In the case of employees:
- A certificate from the employer issued no more than one month ago (Content: information about the employer, the number of the certificate, the date of issue of the certificate, personal data of the employee, position, name of the position, monthly salary, start of work - length of service, information about the leave granted and the retention of the workplace for the employee after the vacation, the purpose of issuing the certificate, the name of the authority who issued the certificate, signature, phone number, original seal of the employer).
- Certificates from the place of work must indicate the date of issue and the registration number of the certificates. Without this data, the certificates will be considered invalid, which may result in a refusal to issue a visa.
In the case of individual entrepreneurs and self-employed persons:
- Confirmation of economic activity (for example, the 2NDFL or 3NDFL form). An extract on commercial/tax registration or a certificate of individual entrepreneurship.
In the case of schoolchildren/students:
- School/university attendance certificate issued no more than one month ago, A copy of the student ID (if available).
In the case of pensioners:
- Pension certificate (copy + original).
In the case of the unemployed:
- Other documents confirming the applicant's connection with Russia / with his homeland (marriage certificate, proof of ownership/land/vehicle).
ACCOMODATION
In each country of the Schengen area that you plan to visit, you must have proof of residence for the entire duration of your planned stay.
- In the case of commercial accommodation (hotel, hotel, hostel, camping,...), you must provide: document(s) confirming the reservation(s) of accommodation with confirmation(s) of full payment (copies of the original receipts issued by the accommodation provider or travel agents, or an account statement on the payment, certified by the client's bank.
- In the case of non-commercial accommodation (staying with relatives or friends), it is necessary to provide: a statement from the owner of the housing on the fact of accommodation (information about the owner of the housing, information about housing, planned period of stay), as well as an appropriate document stating that the owner of the housing has the right to place the applicant in housing (certificate of real estate), or in the case of the leased property is a lease agreement and the consent of the main tenant to the applicant's accommodation.
If the validity of the accommodation reservation cannot be verified on the basis of the submitted documents, this may lead to the rejection of the application!
DOCUMENTS CONFIRMING THE PURPOSE OF THE TRIP
TOURISM
- Travel plan (Maximum one A4 typewritten page. Presentation of the places to be visited during the planned stay, events, transport (especially if the trip includes several member countries of the Schengen area), accommodation by day.)
- Cover letter (Maximum one A4 typewritten page. To be filled in if necessary explanations on the set of documents. (For example: the reason for not using the previous Schengen visa, the absence of any documents, etc.)
- An agreement with a travel agent (if any)
- Pre-purchased concert and theater tickets, tickets for organized programs and other events, vouchers (if available)
- All other documents provided by the applicant voluntarily confirming the applicant's intention to return to Russia.
VISITING THE BURIAL OF A CLOSE RELATIVE OR PLACE OF MILITARY BURIAL IN HUNGARY
The original of the official document confirming the existence of the grave (certificate of the presence of the burial, certified by the local government).
A document confirming a kinship or other relationship between the requester and the buried person (original and a copy of the birth certificate, marriage certificate).

The completed Consent to processing of personal data, signed by the applicant personally must be attached to each set of documents.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.

Processing Time
Dear customers, processing time may vary. The approximate terms of processing when submitting documents in Moscow are indicated below. If documents are submitted at the regional centers of the Moscow consular district, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
- The minimum period for processing of visa applications is 15 calendar days from the date of receipt of documents to the Consular Department of the Embassy.
- Documents are not accepted for urgent processing. (Urgent processing is provided only for citizens of the Republic of Belarus and citizens of Ukraine).
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consular Department of the Embassy and visa centers are closed on weekends. If the transfer date or the date of receiving documents from the Consular Department of the Embassy falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.
The period of processing of visa applications may be extended:
As per the Article 23 of REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL establishing a Community code on Visas (Visa Code) the period of consideration of your visa application by respective Consular authority may be extended up to a maximum of 45 calendar days.

ACCOMODATION
In each country of the Schengen area that you plan to visit, you must have proof of residence for the entire duration of your planned stay.

- information about which person or organization bears the costs of travel and accommodation of the applicant,
- a certificate of residence,
- the name, position and handwritten signature of the person who signed the invitation, the official seal of the organization.
Travel order
A certificate issued by the employer no earlier than one month. Content:
- employer's details, reference number,
- date of issue of the certificate,
- personal data of the employee, the name of the position,
- determination of the purpose and duration of the business trip,
- confirmation of the applicant's travel, accommodation and living expenses,
- certificate of the amount of daily allowance/ business trip (if available),

Drivers (international freight and passenger transportation):
- A written request from the Russian National Carrier Association (ASMAP or PAC) or the national carrier association of a member country indicating the purpose, duration and frequency of travel.
- A written request from a competent Russian railway company (Russian Railways and its branches and Refservis OJSC) or a competent railway company of a member country indicating the purpose, duration and frequency of trips.
- Letter from the operator company.
- Certificate or other document issued by a professional organization and confirming that this person is a qualified journalist

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.
The photo needs to be printed on high-quality paper with at least 600 dpi resolution; the colors must present a natural appearance and skin tone. The photo must not have kinks, scratches or stains on it.

Processing Time
Dear customers, processing time may vary. The approximate terms of processing when submitting documents in Moscow are indicated below. Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consular Department of the Embassy and visa centers are closed on weekends. If the transfer date or the date of receiving documents from the Consular Department of the Embassy falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.

Processing Time
Dear customers, processing time may vary. The approximate terms of processing when submitting documents in Moscow are indicated below. Visa Fees
Visa Fees for short term Schengen Visa (Visa C):
- Visa Fee for citizens of Russian Federation and for citizens of countries, which do not have Visa Facilitation Agreement with EU is 90 Euro.
- Visa Fee for Children citizens of Russian Federation and for children citizens of countries, which do not have Visa Facilitation Agreement from the age of six years and below the age of 12 is 45 Euro.

VFS service fee for short term Schengen Visa (Visa C):

List of persons exempt from paying the visa fee for short-term Schengen visas (Visa C):
The visa fee shall be waived for applicants belonging to one of the following categories:
(a) children under six years;
(b) school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;
(c) researchers, as defined in point (2) of Article 3 of Directive (EU) 2016/801 of the European Parliament and of the Council (1), travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;

Exemption is possible in agreement with the Consulate if there is an invitation from a close relative to Hungary.

VISA APPLICATION FORM

The passport must be signed.

- The passport must be valid for at least 3 months after the expiry of the visa

- Passports are accepted without additional covers (plastic, leather).
- Copy of the information page of the valid international passport (page with photo)
- Copies of all the marked pages (visas and stamps).
- If available: copy of the information page of the canceled international passport (page with photo) and Schengen visas for the last 3 years.
NATIONAL PASSPORT (ORIGINAL + PHOTOCOPY)
- Copy of the first 2 pages of national passport (page with photo, page with information about the place of residence);
- Copy of the page about the marital status; copy of the page about previously issued passports;
- For minors: original and copy of the birth certificate should be provided (for minors under 18 years); From the age of 14: original and copy of national passport should be provided additionally.
2 PHOTOS
- Size - 3.5 x 4.5 cm, color, clear, clean and contrast,
- The photo must be printed on high quality paper on white or light gray background,
- Photos should be made no more than 3 months before,
- The photo must be made from the front, so that the face occupies 70-80% of the photo.
- If the applicant wears glasses, the photo must also meet the following criteria:

HEALTH INSURANCE POLICY
To get the Schengen visa, you should have a health insurance policy valid in the Schengen countries with minimum coverage of 30 000 EUR or 50 000 USD. To get multiple entry visa, you should have the health insurance policy for the first trip in the Schengen area. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted accepted (as a general rule, insurance must be issued at the place of permanent residence).
Proof of insurance purchase must be provided. Payment can be confirmed by a copy of the original receipt issued by the insurance company or insurance broker, or by an account statement of the payment, certified by the client's bank.
Requirements

To get single entry Schengen visa, the health insurance policy must fully cover the dates of the trip. For example, if visa is requested for 10 days from June 1 to June 10, the health insurance policy should be provided from June 1 to June 10 with the validity period of the insurance policy for 10 days.
To get multiple entry visa, the health insurance policy must cover only the first trip in the Schengen area.
Transport
A fully paid round-trip travel document must be provided. An electronic plane ticket is provided, indicating the ticket number, booking number (PNR), the passenger's last name and first name, indicating the air carrier. The ticket must be accompanied by a confirmation of payment for the ticket (original or electronic receipt, bank payment transaction, invoice or cash receipt). Attention! If the applicant travels by train or bus, it is necessary to provide a railway train ticket, or a bus ticket, indicating the applicant's name and surname, route, date and time of travel, a confirmation of payment for the ticket is mandatory (original or electronic receipt, bank payment transaction, invoice or receiptcash order).
In the case of trip by car, the following documents are provided:

DOCUMENTS CONFIRMING AVAILABILITY OF FINANCIAL RESOURCES FOR THE PERIOD OF STAY IN HUNGARY
For those who have their own income:
- A bank statement (no older than 1 month) with the movement of funds for 3 months and with a sufficient balance for the trip.
For those who do not have their own income:
- A bank statement (no older than 1 month) with a detailed flow of funds for 6 months and with a sufficient balance for the trip or a sponsorship letter.
If a third party pays for your stay in Hungary, then these documents must be submitted in his name. In this case, if the third person is a close relative, then it is necessary to provide a letter of guarantee in any form and documents confirming the relationship (birth certificate, marriage certificate) + a copy of 1 page of the sponsor's passport. For others– a notarized letter of guarantee. The sponsorship letter must contain the following information: personal data of the sponsor (full name, place of birth, time, address, phone number, indication of kinship, if available), data of the sponsored person (full name, place of birth, time, address), the subject of sponsorship (for what purpose, for what period of time, for what expenses coverage is carried out), date, personal signature of the sponsor.
DOCUMENTS THAT MUST BE PROVIDED TO CONFIRM THE ACTIVITY:
In the case of employees:
- A certificate from the employer issued no more than one month ago (Content: information about the employer, the number of the certificate, the date of issue of the certificate, personal data of the employee, position, name of the position, monthly salary, start of work - length of service, information about the leave granted and the retention of the workplace for the employee after the vacation, the purpose of issuing the certificate, the name of the authority who issued the certificate, signature, phone number, original seal of the employer).
- Certificates from the place of work must indicate the date of issue and the registration number of the certificates. Without this data, the certificates will be considered invalid, which may result in a refusal to issue a visa.
In the case of individual entrepreneurs and self-employed persons:
- Confirmation of economic activity (for example, the 2NDFL or 3NDFL form). An extract on commercial/tax registration or a certificate of individual entrepreneurship.
In the case of schoolchildren/students:
- School/university attendance certificate issued no more than one month ago, A copy of the student ID (if available).
In the case of pensioners:
- Pension certificate (copy + original).
In the case of the unemployed:

ACCOMODATION
In each country of the Schengen area that you plan to visit, you must have proof of residence for the entire duration of your planned stay.

DOCUMENTS CONFIRMING AVAILABILITY OF FINANCIAL RESOURCES FOR THE PERIOD OF STAY IN HUNGARY

For those who do not have their own income:
- A bank statement (no older than 1 month) with a detailed flow of funds for 6 months and with a sufficient balance for the trip or a sponsorship letter.
If a third party pays for your stay in Hungary, then these documents must be submitted in his name. In this case, if the third person is a close relative, then it is necessary to provide a letter of guarantee in any form and documents confirming the relationship (birth certificate, marriage certificate) + a copy of 1 page of the sponsor's passport. For others– a notarized letter of guarantee. The sponsorship letter must contain the following information: personal data of the sponsor (full name, place of birth, time, address, phone number, indication of kinship, if available), data of the sponsored person (full name, place of birth, time, address), the subject of sponsorship (for what purpose, for what period of time, for what expenses coverage is carried out), date, personal signature of the sponsor.
DOCUMENTS THAT MUST BE PROVIDED TO CONFIRM THE ACTIVITY:
In the case of employees:
- A certificate from the employer issued no more than one month ago (Content: information about the employer, the number of the certificate, the date of issue of the certificate, personal data of the employee, position, name of the position, monthly salary, start of work - length of service, information about the leave granted and the retention of the workplace for the employee after the vacation, the purpose of issuing the certificate, the name of the authority who issued the certificate, signature, phone number, original seal of the employer).

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.

Processing Time
Dear customers, processing time may vary. The approximate terms of processing when submitting documents in Moscow are indicated below. List of persons exempt from paying the visa fee for short-term Schengen visas (Visa C):
The visa fee shall be waived for applicants belonging to one of the following categories:
(a) children under six years;
(b) school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;

Exemption is possible in agreement with the Consulate if there is an invitation from a close relative to Hungary.

VISA APPLICATION FORM

INTERNATIONAL PASSPORT
The passport must be signed.

- Passports are accepted without additional covers (plastic, leather).

NATIONAL PASSPORT (ORIGINAL + PHOTOCOPY)
- Copy of the first 2 pages of national passport (page with photo, page with information about the place of residence);

- For minors: original and copy of the birth certificate should be provided (for minors under 18 years); From the age of 14: original and copy of national passport should be provided additionally.
2 PHOTOS
- Size - 3.5 x 4.5 cm, color, clear, clean and contrast,
- The photo must be printed on high quality paper on white or light gray background,
- Photos should be made no more than 3 months before,

HEALTH INSURANCE POLICY
To get the Schengen visa, you should have a health insurance policy valid in the Schengen countries with minimum coverage of 30 000 EUR or 50 000 USD. To get multiple entry visa, you should have the health insurance policy for the first trip in the Schengen area. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted(as a general rule, insurance must be issued at the place of permanent residence).
Proof of insurance purchase must be provided. Payment can be confirmed by a copy of the original receipt issued by the insurance company or insurance broker, or by an account statement of the payment, certified by the client's bank.
Requirements

- insurance policy should guarantee at a minimum such services that are related to
health care and include the following:
- emergency medical care,
- treatment in case of emergency for life and health in hospitals,
- transportation to the nearest medical institution that provides emergency medical care,

- medical or posthumous repatriation to the country of permanent residence in case of serious illness or death of the insured.
To get Schengen visa, the minimum limit of liability of the insurer specified in the insurance policy during the insurance period must be at least 30 000 EUR or 50 000 USD. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted only filled in typewritten form.
To get single entry Schengen visa, the health insurance policy must fully cover the dates of the trip. For example, if visa is requested for 10 days from June 1 to June 10, the health insurance policy should be provided from June 1 to June 10 with the validity period of the insurance policy for 10 days.
To get multiple entry visa, the health insurance policy must cover only the first trip in the Schengen area.

VISA APPLICATION FORM

HEALTH INSURANCE POLICY
To get the Schengen visa, you should have a health insurance policy valid in the Schengen countries with minimum coverage of 30 000 EUR or 50 000 USD. To get multiple entry visa, you should have the health insurance policy for the first trip in the Schengen area. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted.
Proof of insurance purchase must be provided. Payment can be confirmed by a copy of the original receipt issued by the insurance company or insurance broker, or by an account statement of the payment, certified by the client's bank.
Requirements

- treatment in case of emergency for life and health in hospitals,

To get Schengen visa, the minimum limit of liability of the insurer specified in the insurance policy during the insurance period must be at least 30 000 EUR or 50 000 USD. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted only filled in typewritten form.
To get single entry Schengen visa, the health insurance policy must fully cover the dates of the trip. For example, if visa is requested for 10 days from June 1 to June 10, the health insurance policy should be provided from June 1 to June 10 with the validity period of the insurance policy for 10 days.
To get multiple entry visa, the health insurance policy must cover only the first trip in the Schengen area.
Transport
A fully paid round-trip travel document must be provided. An electronic plane ticket is provided, indicating the ticket number, booking number (PNR), the passenger's last name and first name, indicating the air carrier. The ticket must be accompanied by a confirmation of payment for the ticket (original or electronic receipt, bank payment transaction, invoice or cash receipt). Attention! DOCUMENTS CONFIRMING AVAILABILITY OF FINANCIAL RESOURCES FOR THE PERIOD OF STAY IN HUNGARY
For those who have their own income:
- A bank statement (no older than 1 month) with the movement of funds for 3 months and with a sufficient balance for the trip.
For those who do not have their own income:
- A bank statement (no older than 1 month) with a detailed flow of funds for 6 months and with a sufficient balance for the trip or a sponsorship letter.
If a third party pays for your stay in Hungary, then these documents must be submitted in his name. In this case, if the third person is a close relative, then it is necessary to provide a letter of guarantee in any form and documents confirming the relationship (birth certificate, marriage certificate) + a copy of 1 page of the sponsor's passport. For others– a notarized letter of guarantee. The sponsorship letter must contain the following information: personal data of the sponsor (full name, place of birth, time, address, phone number, indication of kinship, if available), data of the sponsored person (full name, place of birth, time, address), the subject of sponsorship (for what purpose, for what period of time, for what expenses coverage is carried out), date, personal signature of the sponsor.
DOCUMENTS THAT MUST BE PROVIDED TO CONFIRM THE ACTIVITY:
In the case of employees:
- A certificate from the employer issued no more than one month ago (Content: information about the employer, the number of the certificate, the date of issue of the certificate, personal data of the employee, position, name of the position, monthly salary, start of work - length of service, information about the leave granted and the retention of the workplace for the employee after the vacation, the purpose of issuing the certificate, the name of the authority who issued the certificate, signature, phone number, original seal of the employer).
- Certificates from the place of work must indicate the date of issue and the registration number of the certificates. Without this data, the certificates will be considered invalid, which may result in a refusal to issue a visa.
In the case of individual entrepreneurs and self-employed persons:
- Confirmation of economic activity (for example, the 2NDFL or 3NDFL form). An extract on commercial/tax registration or a certificate of individual entrepreneurship.
In the case of schoolchildren/students:
- School/university attendance certificate issued no more than one month ago, A copy of the student ID (if available).
In the case of pensioners:
- Pension certificate (copy + original).
In the case of the unemployed:
- Other documents confirming the applicant's connection with Russia / with his homeland (marriage certificate, proof of ownership/land/vehicle).
ACCOMODATION
In each country of the Schengen area that you plan to visit, you must have proof of residence for the entire duration of your planned stay.
- In the case of commercial accommodation (hotel, hotel, hostel, camping,...), you must provide: document(s) confirming the reservation(s) of accommodation with confirmation(s) of full payment (copies of the original receipts issued by the accommodation provider or travel agents, or an account statement on the payment, certified by the client's bank.
- In the case of non-commercial accommodation (staying with relatives or friends), it is necessary to provide: a statement from the owner of the housing on the fact of accommodation (information about the owner of the housing, information about housing, planned period of stay), as well as an appropriate document stating that the owner of the housing has the right to place the applicant in housing (certificate of real estate), or in the case of the leased property is a lease agreement and the consent of the main tenant to the applicant's accommodation.
If the validity of the accommodation reservation cannot be verified on the basis of the submitted documents, this may lead to the rejection of the application!
DOCUMENTS CONFIRMING THE PURPOSE OF THE TRIP
For members of official delegations having the official invitation, addressed to the Government of the third country, participating in meetings, consultations, negotiations or exchange programs, as well as in events held by intergovernmental organizations in the territory of member state:
- A letter (for example, a note verbale) issued by the competent authority of the Russian Federation (for example, the Ministry of Foreign Affairs) confirming that the applicant is a member of a delegation sent to a Schengen member country.
- A copy of the official invitation.
Participants in the official programs of twin cities:
- A written request from the head of administration / mayor of the city in which the event is planned as part of the twin city program.
- A written request from the head of administration / mayor of the city sending the delegation with details of the participants.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.
The photo needs to be printed on high-quality paper with at least 600 dpi resolution; the colors must present a natural appearance and skin tone. The photo must not have kinks, scratches or stains on it.

Processing Time
Dear customers, processing time may vary. The approximate terms of processing when submitting documents in Moscow are indicated below. If documents are submitted at the regional centers of the Moscow consular district, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
- The minimum period for processing of visa applications is 15 calendar days from the date of receipt of documents to the Consular Department of the Embassy.
- Documents are not accepted for urgent processing. (Urgent processing is provided only for citizens of the Republic of Belarus and citizens of Ukraine).
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consular Department of the Embassy and visa centers are closed on weekends. If the transfer date or the date of receiving documents from the Consular Department of the Embassy falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

As per the Article 23 of REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL establishing a Community code on Visas (Visa Code) the period of consideration of your visa application by respective Consular authority may be extended up to a maximum of 45 calendar days.

VFS service fee for short term Schengen Visa (Visa C):
In addition to the visa fee, visa centers charge a service fee of 14.5 euros, including VAT, for each application.
List of persons exempt from paying the visa fee for short-term Schengen visas (Visa C):
The visa fee shall be waived for applicants belonging to one of the following categories:
(a) children under six years;
(b) school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;
(c) researchers, as defined in point (2) of Article 3 of Directive (EU) 2016/801 of the European Parliament and of the Council (1), travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;

- In the case of commercial accommodation (hotel, hotel, hostel, camping,...), you must provide: document(s) confirming the reservation(s) of accommodation with confirmation(s) of full payment (copies of the original receipts issued by the accommodation provider or travel agents, or an account statement on the payment, certified by the client's bank.
- In the case of non-commercial accommodation (staying with relatives or friends), it is necessary to provide: a statement from the owner of the housing on the fact of accommodation (information about the owner of the housing, information about housing, planned period of stay), as well as an appropriate document stating that the owner of the housing has the right to place the applicant in housing (certificate of real estate), or in the case of the leased property is a lease agreement and the consent of the main tenant to the applicant's accommodation.
If the validity of the accommodation reservation cannot be verified on the basis of the submitted documents, this may lead to the rejection of the application!
DOCUMENTS CONFIRMING THE PURPOSE OF THE TRIP
From 01 January 2019, Law No. I of 2007 does not apply to short-term visits of family members of Hungarian citizens from third countries who are required to enter a country to enter the country.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.
The photo needs to be printed on high-quality paper with at least 600 dpi resolution; the colors must present a natural appearance and skin tone. The photo must not have kinks, scratches or stains on it.

Processing Time
Dear customers, processing time may vary. The approximate terms of processing when submitting documents in Moscow are indicated below. If documents are submitted at the regional centers of the Moscow consular district, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
- The minimum period for processing of visa applications is 15 calendar days from the date of receipt of documents to the Consular Department of the Embassy.
- Documents are not accepted for urgent processing. (Urgent processing is provided only for citizens of the Republic of Belarus and citizens of Ukraine).
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consular Department of the Embassy and visa centers are closed on weekends. If the transfer date or the date of receiving documents from the Consular Department of the Embassy falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Overview
ELIGIBILITY
A residence permit for the purpose of medical treatment may be issued to a third-country national:
- who plans to stay in the territory of Hungary for the purpose of receiving medical treatment;
- accompanying his/her minor child or any family member in need of support for receiving medical treatment in the territory of Hungary.
Definition of family member:
- the spouse of the third-country national or of a Hungarian national (including registered – same sex – partner under Act XXIX of 2009),
- the minor child (including adopted and foster children) of a third-country national with his/her spouse,
- the dependent minor child (including adopted and foster children) of a third-country national where this third-country national has parental custody,
- the dependent minor child (including adopted and foster children) of the spouse of a third-country national where the spouse has parental custody,
- a person having and exercising parental custody of a minor Hungarian child and living in the same household with the minor.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

Medical treatment, as the purpose of stay, may be verified by the following documents:
- formal statement from the host medical facility on the medical treatment provided;
- for accompanying family members, an official document proving the family relationship between the family member and the person accompanied.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
You need to prove that you have sufficient financial means to cover the costs of treatment in Hungary. This can be verified using:
- own bank account balance statement;
- certificate issued by the employer and/or the tax authority evidencing regular income;
if a family member is providing support:
- notarized sponsorship letter
- the document proving the family relationship (with notarized Hungarian or English translation)
- one of the financial documents of the family member (bank account balance statement; certificate issued by the employer and/or the tax authority evidencing regular income)
The requirement to financial documents:
- bank account balance statement about the last 6 months and not older than 1 month from the date of receipt.
- a certificate issued by the employer and/or tax authority evidencing regular income received from abroad; Not older than 1 month from the date of receipt.
If you are employed at the time of application, the last monthly salary should be included in the certificate.
DOCUMENTS PROVING THE EXISTENCE OF HUNGARIAN ACCOMMODATION
Compliance with the requirement of accommodation in Hungary may be verified by:
- a residential lease contract in proof of the rental of a residence;
- a document on accommodation by courtesy; A statement from every owner is necessary and if someone is a beneficiary of usufruct (has the right to use the property without ownership), his/her declaration of consent is also necessary.
- a document in proof of ownership of the residential property, by means of a certified copy of title deed issued within 30 days to date;
- a valid letter of invitation with an official certificate affixed;
- documentary evidence to verify the reservation of accommodation and payment and a statement by the applicant that he/she will look for a long-term apartment in Hungary upon arrival (handwritten and signed is acceptable);
- a notarised statement made by a family member with the right of residence in Hungary as holding a long-term visa or residence permit, with immigrant or permanent resident status, holding a residence card or a permanent residence card in accordance with specific other legislation, or with refugee status, promising lodging to the applicant; or
- a real estate sales contract and a copy of the decision of the competent Budapest or county government agency granting permission for the acquisition of a real estate property;
- other documents.
COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary, especially if the applicant will purchase comprehensive health insurance upon arrival. Therefore, the following documents can be attached:
- Copy of Hungarian health insurance card, or
- Business surety bond for comprehensive health care and certification of payment, or
- Statement that comprehensive health insurance will be purchased in Hungary upon arrival; or
- bank statements necessary for covering the health care expenses (if having enough financial means and not planning to purchase comprehensive health insurance).
DOCUMENTS EVIDENCING THE CONDITIONS OF EXIT
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
A minor third-country national shall provide proof that his/her parent or legal representative gave permission for his/her stay in Hungary, for the duration of the planned stay. Parental consent shall be provided in a statement executed in a private document representing conclusive evidence or an authentic instrument, with Hungarian or English translation.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia.

During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. The administrative time limit shall not include the length of time between the receipt of the notice for remedying deficiencies until the time of compliance. Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for the purpose of medical treatment is 21 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing).
Applications of minors and their accompanying legal guardians for a residence permit shall be examined forthwith, at the latest within 8 calendar days from the date of receipt of documents to the Hungarian immigration authority, if the verified purpose of travel is the minor’s medical treatment.
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!

- A residence permit for the purpose of study may be issued to a third-country national:
- who has been admitted to or accepted by a public education institution registered in the public education information system for pursuing full-time course of study in the regular school system or in daytime courses of study under a student relationship in Hungary; or
- who is pursuing full-time education and training in a State-recognised institution of higher education or a foreign higher education institution authorised to operate in the territory of Hungary in daytime courses of study; and/or
- who seeking residence in Hungary so as to attend a course in a higher education institution, which may cover a preparatory course prior to such education; and
- who is able to verify the linguistic knowledge required for the pursuit of studies;
- who is able to evidence that public education fees or the fees charged by the higher education institution have been paid;
- who has a valid travel document;
- who is in possession of the necessary permits for return or continued travel;
- who is able to verify the purpose of his/her entry and residence;
- who has sufficient means of subsistence and financial resources to cover his/her accommodation costs for the duration of the intended stay and for the return to his/her country of origin or transit to a third country;
- who has comprehensive healthcare insurance or sufficient financial resources for healthcare services;
- who is not subject to expulsion or exclusion, he/she is not considered to represent a threat affecting public policy, public security, national security, or public health of Hungary;
- for whom an alert has not been issued in the SIS for the purposes of refusing entry and residence; and
- who has notified the address of his/her accommodation in the territory of Hungary.
- A residence permit for the purpose of study may not be issued:
- to any third-country national who has applied for refugee status at the refugee authority, or who requested any subsidiary form of protection or temporary protection from the refugee authority;
- to any person who has been granted refugee status, or any subsidiary form of protection or temporary protection in Hungary;
- to exiles;
- to any third-country national whose expulsion has been suspended for reasons of fact or of law;
- to any person authorised under specific other legislation to exercise the right of free movement and residence;
- to any third-country national holding an EC permanent residence permit certifying long-term residence status granted by any Member State of the European Union;
- to third-country nationals who come to the Union as trainee employees in the context of an intra-corporate transfer;
- to third-country nationals who are admitted to the Union for the purpose of employment as highly qualified workers

DOCUMENTS VERIFYING THE PURPOSE OF RESIDENCE
The pursuit of studies, as the purpose of residence, may be verified by:
- a certificate of admission from the relevant educational institution;
- a document to verify student status; or
other reliable means:
- in case of Stipendium Hungaricum students: letter of award issued by Tempus Public Foundation (who decides on the award of the scholarship)
- in case of bachelor’s degree program: copy of high school finishing certificate
- in case of master’s degree program: copy of bachelor’s diploma
- in case of partial studies (as an exchange student): certificate from the Russian university to verify your current student status
The high school finishing certificates and diplomas shall be presented in origin at the time of submission.
Linguistic knowledge may be verified by:- a language certificate in proof of language proficiency examination,
- an official diploma in proof of studies in a foreign language,
- other reliable means (for example certificate issued by the Russian university where the applicant is studying, etc.)
Payment of public education fees or the fees charged by the higher education institution may be evidenced:
- by a certificate issued by the tax authority.
- certificate issued by the Hungarian university,
- bank transfer certificate/bill of tuition fee payment.
The above-specified requirement may be verified by the education establishment in the certificate of student status as well.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
The requirement of subsistence may, in particular, be verified by:
- a certificate on the payment of scholarship grant;
- bank account balance statement about the last 6 months and not older than 1 month from the date of receipt. In case of students who pay tution fee, a bank account statement about the last 6 months would be necessary which is not older than 1 week.other documents;
- if the third-country national’s residence in Hungary is financed by his/her family member, family relationship is to be verified, together with documentary evidence in proof of such family member’s ability to provide support.
The requirements to documents:
- notarized sponsorship letter made by the supporting family member promising support to the applicant
- the document proving the family relationship (notarized Hungarian or English translation would be preferred, but in certain cases in case of students, a translation made by the applicant him/herself can be accepted)
- document in proof of the family member’s ability to provide such support: family member’s bank account balance statement about the last 6 months, certificate issued by the employer and/or the tax authority evidencing regular income.
If you receives any scholarship, you can also attach bank statement or receive financial support from a family member which shall be verified as written above (scholarship does not exclude sponsorship or own funds).
NOTIFICATION OF GENUINE HUNGARIAN HOME ADDRESS
Applicants of residence permits for the purpose of studies are required to indicate in the application form a genuine Hungarian address as a place of accommodation. For the notification no separate document is required.
COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary, especially if the applicant will purchase comprehensive health insurance upon arrival. Therefore, the following documents can be attached:
- Copy of Hungarian health insurance card, or
- Business surety bond for comprehensive health care and certification of payment, or
- Statement that comprehensive health insurance will be purchased in Hungary upon arrival; or
- bank statements necessary for covering the health care expenses (if having enough financial means and not planning to purchase comprehensive health insurance).
DOCUMENTS EVIDENCING THE CONDITIONS OF EXIT
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
A minor third-country national shall provide proof that his/her parent or legal representative gave permission for his/her stay in Hungary, for the duration of the planned stay. Parental consent may be evidenced by a statement executed in a private document representing conclusive evidence or an authentic instrument, with Hungarian or English translation.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia.

During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. The administrative time limit shall not include the length of time between the receipt of the notice for remedying deficiencies until the time of compliance. Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for the purpose of study is 15 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing).
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consulates and visa centers are closed on weekends. If the transfer date to Consulate or the date of receiving documents from the Consulate falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Overview
A residence permit for the purpose of family reunification may be issued to a third-country national:
- a family member of a person in possession of a residence permit,
- a family member of a person in possession of an immigration permit, settlement permit, interim permanent residence permit, national permanent residence permit, EC permanent residence permit,
- a family member of a person in possession of an interim residence card, a national residence card or an EU residence card,
- a family member of a person in possession of a residence card, a permanent residence card for EEA nationals, a permanent residence card for third-country national family members,
- a family member of a Hungarian citizen,
- a family member of a person with refugee status, if their marriage was contracted prior the entry into the territory of Hungary,
- the parent of an unaccompanied minor with refugee status, or the minor’s legally appointed guardian,
- dependent parent of a sponsor or his/her spouse,
- dependent parent of a person with refugee status,
- the sibling and ascendant family member of a sponsor or his/her spouse if he/she is unable to support him/herself due to health reasons,
- the sibling and ascendant family member of a person with refugee status if he/she is unable to support him/herself due to health reasons.
Definition of family member:
- the spouse of the third-country national or of a Hungarian national (including registered – same sex – partner under Act XXIX of 2009),
- the minor child (including adopted and foster children) of a third-country national with his/her spouse,
- the dependent minor child (including adopted and foster children) of a third-country national where this third-country national has parental custody,
- the dependent minor child (including adopted and foster children) of the spouse of a third-country national where the spouse has parental custody,
- a person having and exercising parental custody of a minor Hungarian child and living in the same household with the minor
NEW REGULATION!
A residence permit for the purpose of family reunification may not be granted to a third-country national if the sponsor:
- does not hold a residence permit for the purpose of guest self-employment for at least a year,
- holds a residence permit for the purpose of seasonal employment,
- holds a residence permit for the purpose of employment for the purpose of investment,
- holds a residence permit for the purpose of employment,
- holds a residence permit for guest workers,
- is a holder of a White Card,
- holds a residence permit for the purpose of studies, training,
- holds a residence permit for the purpose of traineeship,
- holds a residence permit for the purpose of voluntary service.
Please note!
If, after 1 January 2024, someone wish to join a family member for the purpose of family reunification and the family member holds a residence permit issued under the previous legislation (Act II of 2007 on the Entry and Residence of Third-Country Nationals), the residence permit for the purpose of family reunification shall be issued in accordance with the Act II of 2007 and shall be subject to the rules of the Act II of 2007. This means that the stricter rules for family reunification (i.e. the excluded cases), defined by the new legislation, therefore do not apply to those who apply for family reunification on the basis of a residence permit issued to the sponsor under the previous legislation.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is incompetent, the application may be submitted by the applicant’s legal representative in his/her stead.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

Visa Fees for Residence permit (Long term Visa D):
Visa Fee for Residence permit (Long term Visa D) is 110 Euro.
Visa Fee for replacement of Residence permit is 90 Euro.
Visa Fee for extension of national permanent residence permit (investor program) is 60 Euro.

DOCUMENTS VERIFYING THE PURPOSE OF RESIDENCE
Family reunification, as the purpose of residence, may be verified by:
- birth certificate;
- marriage certificate;
- adoption document;
- any other document attesting the existence of family relationship.
Family relationship for the purpose of reunification with a person with refugee status or a person who has been granted subsidiary protection may be verified by any reliable means, specifically by DNA analysis.
Please note that marriage certificate submitted by third-country national family member of a Hungarian citizen can be accepted only after domestic registration!!!
Please note that in case of family reunification, the family tie has to be confirmed by a marriage/birth/adoption certificate with an authentic translation into Hungarian. The certificate is accepted only with authentic Hungarian translation. An authentic translation is a translation made by the OFFI in Budapest (Hungarian Office for Translation and Attestation Ltd) or a translation authenticated by the Consulate of Hungary. Other translations, for example a translation authorized by a Russian notary is not accepted by the Hungarian migration office.
If the translation will be certified by the Consular Department of the Embassy of Hungary, before submitting documents at the visa center, you need to visit the Consular Department of the Embassy of Hungary with national and international passports, original certificates and their translation into Hungarian for certification by an employee of the Consular Department.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
The requirement of subsistence may, in particular, be verified by:
- a notarised statement made by the receiving family member promising support to the applicant along with a document in proof of the family member’s ability to provide such support;
- an income certificate issued by the tax authority for the family member’s or applicant’s previous year’s income;
- an income certificate issued by the employer;
- the family member’s or applicant’s bank statement of a Hungarian bank account;
- a certificate issued by the employer and/or tax authority as proof of regular income received from abroad;
- letter of invitation with official endorsement;
- other documents.
DOCUMENTS PROVING THE EXISTENCE OF HUNGARIAN ACCOMMODATION
The place of Hungarian accommodation must be a property shown in the real estate register as a residential building or detached house, or any similar property suitable for habitation (minimum 6 square meters of living space per person) or a commercial or other accommodation deemed appropriate by law.
Compliance with the requirement of accommodation in Hungary may be verified by:
- a residential lease contract in proof of the rental of a residence;
- a document on accommodation by courtesy;
- a document in proof of ownership of the residential property, by means of a certified copy of title deed issued within 30 days to date;
- a valid letter of invitation with an official certificate affixed;
- documentary evidence to verify the reservation of accommodation and payment;
- a notarised statement made by a family member with the right of residence in Hungary as holding a long-term visa or residence permit, with immigrant or permanent resident status, holding a residence card or a permanent residence card in accordance with specific other legislation, or with refugee status, promising lodging to the applicant; or
- a real estate sales contract and a copy of the decision of the competent Budapest or county government agency granting permission for the acquisition of a real estate property;
- other documents.

A White Card shall be granted to a third-country national who:
- has a verified employment relationship in a country other than Hungary and performs his/her work from Hungary using an advanced digital technology solution, or owns a share in a company with a verified profit in a country other than Hungary and performs his/her work or manages his/her company from Hungary using an advanced digital technology solution,
- meets the general conditions for staying in Hungary for more than 90 days within any 180 day period and is not subject to any of the disqualifications provided by law, and
- does not pursue any gainful activity in Hungary and does not hold a share in a Hungarian company.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. DOCUMENTS VERIFYING THE PURPOSE OF RESIDENCE
If the foreign national plans to perform work for or under the direction and/or supervision of others, for remuneration, under employment relationship, the purpose of residence may, in particular, be verified by:
In the case of employment in a country other than Hungary, a certificate from an employer stating
- the scope of the employer's activities,
- the provision on remote, electronic work and its duration and
- the duties and the position of the third-country national,
In the case of an company with a verified profit, a document stating
- information on the actual operation of the business,
- the duties and the position of the third-country national,
- the scope of the company's activities, and
- his/her ownership of shares in the company.
The procedure requires proof of the real and actual operation of both the company and the employer, such as
- the registration of the company by the public authorities,
- the income and the profitable operation of the company (e.g. by means of a tax certificate),
- other credible means.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
In the case of issuance and extension of the White Card, the third-country national is considered to have sufficient resources to cover his/her subsistence if the third-country national's monthly legal income is equal to or exceeds EUR 3000 NET for at least 6 months prior to entry, and he/she must have this amount of income throughout the period of stay in Hungary. The income has to be at least EUR 3 000 net in each month separately.
The requirement of subsistence may, in particular, be verified by:
- a certificate issued by the employer evidencing regular income;
- a certificate issued by the tax authority;
- bank statement for the previous 6 months (where the incoming transactions of the monthly legal income is seen);
- other credible means.
NOTIFICATION OF GENUINE HUNGARIAN HOME ADDRESS
The place of Hungarian accommodation must be a property shown in the real estate register as a residential building or detached house, or any similar property suitable for habitation (minimum 6 square meters of living space per person) or a commercial or other accommodation deemed appropriate by law.
Compliance with the requirement of accommodation in Hungary may be verified by:
- a residential lease contract in proof of the rental of a residence;
- a document on accommodation by courtesy; - a statement from every owner is necessary, AND if someone is a beneficiary of usufruct (has the right to use the property without ownership), his/her declaration of consent is also necessary
- documentary evidence to verify the reservation of accommodation and payment and a statement by the applicant is recommended that he/she will look for a long-term apartment in Hungary upon arrival (handwritten and signed is acceptable);
- a statement on boarding (dormitory) services;
- a document in proof of ownership of the residential property, by means of a certified copy of title deed issued within 30 days to date;
- a real estate sales contract and a copy of the decision of the competent Budapest or county government agency granting permission for the acquisition of a real estate property;
- other documents.
COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary. Therefore, the following documents can be attached:
DOCUMENTS EVIDENCING THE CONDITIONS OF EXIT
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for the purpose of Employment is 21 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing). Applications for residence permit for the purpose of employment are examined by the competent authority within the framework of a single application procedure.
In single procedures the competent authority shall adopt a decision on applications for residence permit within 70 days from the date of submission. If the third-country national is employed by a preferred employer, the competent authority shall adopt a decision on the merits within 60 days from the date of submission of the application.
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consulates and visa centers are closed on weekends. If the transfer date to Consulate or the date of receiving documents from the Consulate falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Overview
ELIGIBILITY
A residence permit for the purpose of training may be granted to a third-country national who is participating in a scholarship-based training course in Hungary provided by the Government or the Ministry. Applicants must have the linguistic knowledge required for the course.
A person who fulfils the conditions for a residence permit for the purpose of studies may not be granted a residence permit the purpose of training! This means that a residence permit for the purpose of training may be granted to a third-country national who participates in a training in Hungary organized by a non-higher education institution with a scholarship provided by the Government or a Hungarian Ministry. If a preparatory course is organized by a higher education institution, a residence permit for the purpose of studies may be granted.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

One of the following documents must be submitted as proof that the applicant has sufficient resources, i.e. (s)he can cover costs related to his/her subsistence, accommodation, return/onward travel (i.e. exit from Hungary) and healthcare services from legally acquired income and savings:
- a certificate from a credit institution under the applicant’s name (e.g. a bank account statement, an account statement on savings or stocks and bonds, bank balance statement),
- a document on regular income issued by the employer or the tax authority,
- a notarised declaration made by the applicant's family member, undertaking to provide maintenance and care for the applicant, and with a document proving the capacity for the care and maintenance of the person undertaking the maintenance,
- other credible means (e.g. a scholarship certificate).

AND - the host organization provides a written commitment for reimbursing the costs of expulsion in cases when the trainee stays longer in the territory of Hungary past the period authorised – if the trainee does not have the necessary financial resources,
AND - who is able to provide evidence of having obtained a higher education degree required for the pursuit of traineeship within the 2 years preceding the date of application OR who is pursuing studies that leads to a higher education degree relevant to the traineeship.
Applicants must have the necessary language skills to complete the traineeship.

Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for the purpose of Employment is 21 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing). Applications for residence permit for the purpose of employment are examined by the competent authority within the framework of a single application procedure.
In single procedures the competent authority shall adopt a decision on applications for residence permit within 70 days from the date of submission. If the third-country national is employed by a preferred employer, the competent authority shall adopt a decision on the merits within 60 days from the date of submission of the application.
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consulates and visa centers are closed on weekends. If the transfer date to Consulate or the date of receiving documents from the Consulate falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Overview
ELIGIBILITY
Researcher: a third-country national who holds a doctoral degree or an appropriate higher education qualification which gives that third-country national access to doctoral programs, who entered the territory of a Member State and is staying there, and who is selected by a research organisation for carrying out a research activity for which such qualification is normally required.
A residence permit for the purpose of traineeship may be issued to a third-country national:
- seeking admission to the territory of Hungary for the purposes of carrying out a research project under a hosting agreement concluded with a research organisation accredited under specific other legislation; and
- the research organisation provides a written commitment for reimbursing the costs of expulsion in cases where the researcher remains in the territory of Hungary past the period authorised – if the researcher does not have the financial means necessary.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
The requirement of subsistence may, in particular, be verified by:
- a document on the income issued by the employer or/and a document on the income of the previous year issued by the tax authority,
- a document on regular income issued by the employer or the tax authority,
- a certificate from a credit institution under the applicant’s name (e.g. a bank account statement, an account statement on savings or stocks and bonds, bank balance statement).
NOTIFICATION OF GENUINE HUNGARIAN HOME ADDRESS
An existing and real Hungarian address shall be declared as accommodation on the application form. It is not necessary to attach/enclose a separate document.
COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary. Therefore, the following documents can be attached:
DOCUMENTS EVIDENCING THE CONDITIONS OF EXIT
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia.

During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. A residence permit may be issued for the purpose of voluntary service activities to third-country nationals seeking admission into the territory of Hungary under a voluntary service agreement concluded with a host entity provided for in Act LXXXVIII of 2005 on Voluntary Activities of Public Concern for providing voluntary services in the public interest, furthermore, to volunteers participating in the European Voluntary Service.

If the purpose of entry and stay is to perform volunteer activities, the purpose of residence may be verified by the voluntary service agreement concluded between host entity and the third-country national.

- a voluntary service agreement entered into with the host entity;
- funds held on bank accounts;
