Short term visa
A short term visa (category C) is a visa issued for a short term visit to Hungary (or another Schengen state) or for transit through the territory of Hungary (or another Schengen state). Depending on the travel purpose, a Short-term Schengen visa may be issued for a single, double or a multiple entry. Schengen Visa allows you to stay on the territory of Hungary during the limited period of time, as well as cross the internal borders of other Schengen countries.
The longest stay in the Republic of Hungary is 90 days within a half-year after the first crossing of the border of Hungary. The validity period of a short term visa is 5 years maximum.
Unified Schengen visas are valid on the territory of the following states: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland.
According to the conditions of the Schengen Agreement the applicant should apply for the Schengen visa to the Consulate of the country which is the main purpose of the trip.
If during one trip the applicant plans to visit several Schengen countries, he/she should apply for the Schengen visa to the Consulate of the country where the applicant expects to spend more days.
If the quantity of days during one trip in all countries is the same, the applicant should submit the visa documents to the Consulate of the country of first entry.
The rules for issuing Schengen visas are regulated by the EU Visa Code.
Please pay attention to new information related to Entry/Exit System (EES).
You can submit documents for Schengen visa type C no earlier than 6 months before the start of your trip.
Attention! Hungarian visa application center in Yekaterinburg is also accepting documents for Schengen visas to Slovenia for clients living in the consular district. In this case documents are processed by the Consulate General of Hungary in Yekaterinburg on the basis of representation rights.
The set of documents and requirements for them, as well as the processing time, are identical to those applied when submitting documents to Hungary. An exception is the form of invitation for private visits (more details in the section on the purpose of the trip “Visiting Relatives / Friends").
Please note that all documents provided must be in Hungarian, English or Russian, or with a notarized translation into Hungarian, English or Russian.
Long Term Visa
A long—term visa (category D) is a visa issued for a single entry for a period of no more than 30 days and obtaining an approved residence permit in Hungary. Third-country nationals apply for a type D entry visa before entering the country in an application for a residence permit without having to submit a separate application.
Attention! Visa Application Centers in Yekaterinburg, Irkutsk, Krasnoyarsk, Novosibirsk, Omsk, Perm accept documents for type D visas for all purposes of travel. However, if signature certification by the Consul is required, submission of documents is possible only in Yekaterinburg.
You can submit documents for visa type D no earlier than 3 months before the start of your trip.
To make an appointment to apply for Visa D at the Visa Application Centre, you need to send a request to [email protected].
When applying for a D visa, a mandatory interview with the Consul is required, which will take place at the visa center. The visa center employee will inform you about the date and time of the interview after receiving the documents. When applying for minor children, one of the parents must be present at the interview.

Overview
- Important information!
- The minimum period for processing of visa applications for all purposes of travel for citizens of the Russian Federation and foreign citizens is 15 calendar days from the date of receipt of documents by the Consulate General.
- Documents are not accepted for urgent processing.
- The day of submission of documents at the visa application center is not taken into account.
- Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
- The Consulate General and visa centers are closed on weekends. If the transfer date or the date of receiving documents from the Consulate General falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.
- as per the Article 23 of REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL establishing a Community code on Visas (Visa Code) the period of consideration of your visa application by respective Consular authority may be extended up to a maximum of 45 calendar days.
Please note that Denmark, the Czech Republic, Estonia, Lithuania, Latvia, Germany, Romania, Poland (effective 01/04/2026), as well as France and Iceland (for citizens aged 15 and over) no longer recognize non-biometric passports issued for a period of 5 years by the Russian Federation. For France and Iceland, a citizen who turns 15 on any day in the 2025 calendar year is considered 15 years old.
Entry to the above-mentioned countries is not permitted with non-biometric passports, and Schengen visas issued into such passports are not valid in these countries.
Dear customers, processing time may vary. Below are the approximate terms of consideration from the moment the documents are received by the Consulate General of Hungary in Yekaterinburg. If documents are submitted at the regional centers of the Yekaterinburg consular district, it is necessary to take into account the time for sending documents, which is at least five working days.

Visa Fees
Visa Fees for short term Schengen Visa (Visa C):
- Visa Fee for citizens of Russian Federation and for citizens of countries, which do not have Visa Facilitation Agreement with EU is 90 Euro.
- Visa Fee for Children citizens of Russian Federation and for children citizens of countries, which do not have Visa Facilitation Agreement from the age of six years and below the age of 12 is 45 Euro.
- Visa Fee for citizens of Ukraine, the Republic of Belarus, Moldova, Georgia, Serbia, Montenegro, Albania, Bosnia and Herzegovina, The former Yugoslav Republic of Macedonia, Azerbaijan, Armenia, Cape Verde is 35 Euro.

VFS service fee for short term Schengen Visa (Visa C):
In addition to the visa fee, visa centers charge a service fee of 14.5 euros, including VAT, for each application.
List of persons exempt from paying the visa fee for short-term Schengen visas (Visa C):
The visa fee shall be waived for applicants belonging to one of the following categories:
- (a) children under six years;
- (b) school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;
- (c) researchers, as defined in point (2) of Article 3 of Directive (EU) 2016/801 of the European Parliament and of the Council (1), travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;
- (d) representatives of non-profit organizations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organized by non-profit organizations.
If you are a family member of a citizen of an EU country/In the European Economic Area (except Hungary) or Switzerland, you may be exempt from the consular fee.
Family member:
- Spouse/registered partner
- Children who are under the age of 21 or who are dependents, as well as children of a spouse or partner who are under the age of 21 or who are dependents.

Direct dependent relatives in the ascending line (for example, parents), as well as direct dependent relatives of a spouse or partner in the ascending line.
To confirm the purpose of the trip, you will additionally need to provide:
- document confirming that you are a family member of an EU citizen (for example: a valid passport of an EU citizen; a birth or marriage certificate; a document confirming that you are dependent on an EU citizen).

document confirming that you are accompanying an EU citizen or you are traveling to an EU citizen and she/he lives in the destination country.
Please, pay attention:
- close relatives (parents who are not dependent (including guardians and trustees), children over 21 year and not dependent (including adopted children), grandparents, grandchildren) of EU citizens (non-Hungarian citizenship) when traveling together for the purpose of travel tourism are not exempt from paying the consular fee. Exemption is possible in agreement with the Consulate if there is an invitation from a close relative to Hungary.
- close relatives (spouses, parents (including guardians and trustees), children (including adopted children), grandparents, grandchildren) of Hungarian citizens are not exempt from paying the consular fee.
Note: The consular fee may be presented for payment, even if you belong to the aforementioned categories of citizens. The decision on this is made during consultations with the Consular Department of the Hungarian Embassy in Moscow, or directly during the consideration of documents.
Please pay attention! Consular and Service fees are paid in cash or by card in rubles at the established exchange rate on the day of submission of the application. The paid fees are not refunded to the client regardless of the outcome of the application.

Documents Required
TOURISM AND OTHER PRIVATE VISITS, LIST OF DOCUMENTS
Please note that after the suspension of the visa facilitation agreement, Schengen visas will be issued in accordance with the provisions of the Visa Code. The link contains Article 14 and Annex II of the EU Visa Code regulating the list of supporting documents.
These supporting documents must be attached to the set of visa documents together with the main set of documents listed below.
VISA APPLICATION FORM
- You need to complete this electronic Application Form for Schengen visas.
- The Visa Application Form should be filled in Latin letters only.
- The Form must be completed, printed and signed by the person applying for a visa.
- For minors: the Form must be signed by a parent or person with parental (guardianship) rights
- The Application Form should be signed in blue ink.
TRAVEL DOCUMENT
- The passport must be signed.
- The passport should not have any damage.
- The passport must be valid for at least 3 months after the expiry of the visa
- The passport must not exceed 10 years. Extended passports are not accepted.
- The international passport must contain at least two blank pages for visas
- Passports are accepted without additional covers (plastic, leather).
- Copy of the information page of the valid international passport (page with photo)
- Copies of all pages with stamps and visas.
- If available: copy of the information page of the canceled international passport (page with photo) and Schengen visas for the last 3 years.
- The passport must have no mechanical damages: torn pages or deformed pages due to wetting
NATIONAL PASSPORT (PHOTOCOPY)
- Original and full copy (copy of all pages with entries)
- For minors: Original birth certificate (or a certified copy) must also be submitted. The original birth certificate (or certified copy) cannot be returned ((for minors under 18 years); From the age of 14: original and copy of national passport should be provided additionally.
2 PHOTOS
- Size - 3.5 x 4.5 cm, coloured, clear, clean and contrast,
- The photo must be printed on high quality paper on white or light gray background,
- Photos should be made no more than 3 months before,
- The photo must be made from the front, so that the face occupies 70-80% of the photo.
- If the applicant wears glasses, the photo must also meet the following criteria:
- Untinted glasses,
- The rim must not cover any part of the eye,
- there must be no reflections.
HEALTH INSURANCE POLICY
Travel insurance is mandatory for all Schengen countries. If you have not purchased, please click here
Insurance policy should be provided in the original with a blue wet stamp. If the insurance policy is provided in a copy or printout, then a receipt of payment is required.
To get the Schengen visa, you should have a health insurance policy valid in the Schengen countries with minimum coverage of 30 000 EUR or 50 000 USD. To get multiple entry visa, you should have the health insurance policy for the first trip in the Schengen area. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted (as a general rule, insurance must be issued at the place of permanent residence).
Requirements
- health insurance policy should be valid on the territory of the Schengen Agreement;
- insurance policy should guarantee at a minimum such services that are related to health care and include the following:
- emergency medical care,
- treatment in case of emergency for life and health in hospitals,
- transportation to the nearest medical institution that provides emergency medical care,
- as well as medical treatment in hospitals,
- medical or posthumous repatriation to the country of permanent residence in case of serious illness or death of the insured.
To get Schengen visa, the minimum limit of liability of the insurer specified in the insurance policy during the insurance period must be at least 30 000 EUR or 50 000 USD. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted only filled in typewritten form.
To get single entry Schengen visa, the health insurance policy must fully cover the dates of the trip. For example, if visa is requested for 10 days from June 1 to June 10, the health insurance policy should be provided from June 1 to June 10 with the validity period of the insurance policy for 10 days.
To get multiple entry visa, the health insurance policy must cover only the first trip in the Schengen area.

- Gas Industry Insurance Company SOGAZ
- Independent insurance group
- Russian National Reinsurance Company JSC, RNRC/RNPK

MEANS OF TRANSPORTATION
Submitting a route plan is mandatory, if there is no any other document confirmed by an organized trip, or any other appropriate document indicating the planned travel plans.
- two-way travel documents with confirmation of full payment (from Russia to Hungary and back to Russia). You can confirm payment using checks or a bank statement. Screenshots are not accepted. These can be purchased air tickets, railway tickets, as well as official confirmation of tickets for a bus, transfer, etc.
- If the route is not direct to Hungary or you are visiting other countries, you must provide tickets for all movements with payment (transfer, car rental documents, railway tickets, etc.)
- Attention! Reservations booked/paid through the online providers "Ostrovok" and "OZON" cannot be accepted.
- In the case of trip by car, the following documents are provided:
- copies of the registration certificate of the vehicle,
- valid visa of the owner of the vehicle or notarized power of attorney for the right for driving the vehicle abroad + a copy of 1 page of the owner's Russian passport (if applicable),
- copy of driver's license (and copy of valid driver's visa, if applicable)
- a copy of the international Green Card insurance (required!).

If you are transported across the border by the receiving party, then a letter in any form stating that they are taking you in their own vehicle back and forth, documents for the vehicle and a copy of the driver's license and visa.
In case of travel on a tourist bus (when submitting documents by an accredited travel agency, it is enough to attach a cover letter):

FINANCIAL DOCUMENTS (originals only)
The applicant must independently confirm sufficient availability of funds to stay in Hungary.
For employed citizens:
- certificate from the place of work (on the employer's letterhead, not older than 1 month) indicating the position, average monthly income (the certificate must contain the seal and signature of the head, the outgoing certificate number, as well as all details and phone number of the organization). The work certificate must indicate the salary for the last 6 months (for example 2NDFL or the indication in the certificate itself of information about income by month).bank account statement on the balance of funds + statement of cash flow for the last 3 months (not older than 1 month, the statement must contain the seal and signature of the employee)

- certificate of registration of an individual entrepreneur (original + copy)

For the unemployed (unemployed, housewives, preschool children):
- sponsorship letter containing the following information
- Full name, data and place of birth of the applicant;
- Full name, data and place of birth of the sponsor, personal code issued by Member State concerned if applicable, address and contact details of the sponsor and the link between the sponsor and the applicant;
- Destination and duration of the visit;
- List of costs which are covered by the sponsor;
- The sponsor’s bank statement showing bank operations over the last three months.
- certificate of employment from the sponsor + statement from the bank account on the balance of funds + statement of cash flows for the last 3 months (not older than 1 month, the statement must contain the seal and signature of the employee)
- copy of the first page of the sponsor's Russian passport
- The sponsorship letter must also contain the following information: the territory of stay and the validity of the visa (Schengen countries, including Hungary), the validity period of the sponsorship letter (when requesting a single entry visa - the duration of the trip; when requesting a multiple visa - the terms of the requested visa).
DOCUMENTS CONFIRMING THE PURPOSE OF THE TRIP
Accommodation (all guests should be indicated: surname, name)
- Documents for accommodation are accepted only with confirmation of full payment.
- Hotel booking voucher (provided by a travel company accredited at the Hungarian Consulate),
- Confirmation of accommodation directly from the hotel on a stamped and signed form,
- Accommodation arranged independently by a tourist through an international booking system.
- In the case of a combined tour, an itinerary is required, with a detailed description of the route (date, country, place of residence).
Attention! Reservations booked/paid through the online providers "Ostrovok" and "OZON" cannot be accepted.
Visiting the burial of a close relative or place of military burial in Hungary
- Original of an official document confirming the existence of a grave (certificate of burial, certified by local government).
- A document confirming a kinship or other relationship between the requestor and the buried person (the original and a copy of the birth certificate, marriage certificate).
- Accommodation (all guests are indicated: Last name, First name)
- Hotel reservation voucher (provided by a travel agency accredited by the Hungarian Consulate),
- Confirmation of accommodation directly from the hotel on a form with a seal and signature,
- Accommodation, issued independently by the tourist through the international booking system.
- If you are a citizen of another country, please examine to the list of additional requirements.
- If you are accompanied by a child, please examine the set of mandatory documents. Attention! Notarized consent from parents for the child's departure abroad (if required) must be issued no more than three months ago. The original of the consent remains in the Consulate General and is not returned after the decision is made. Also, the consent must contain information that the parents do not allow the adoption/adoption and stay of the child for more than the period specified in the consent.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.
The facial image must be sharp, clear, and with sufficient contrast. Please avoid photos with reflections or shadows on the face or with red eyes. The background should be white. Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.

Close relatives who visiting Russian citizens legally residing in the territory of the Schengen area:
Official invitation certified by the police or a notary public - original and copy

- original and copy of the printed invitation with the signature of the inviter and the signatures of two witnesses or a completely handwritten invitation signed by the inviter

When applying for a visa to Slovenia at the Hungary Visa Application Center in Yekaterinburg, only official Slovenian invitations respectively are accepted. Handwritten invitations are not acceptable. An official letter of invitation can be issued by any official body (migration service, notary chamber, judge, police). In the case of an electronic invitation letter, it is not enough to indicate only the invitation number; the invitation must be provided in printed form (if necessary, with a certified translation).

Visa Fees for short term Schengen Visa (Visa C):
- Visa Fee for citizens of Russian Federation and for citizens of countries, which do not have Visa Facilitation Agreement with EU is 90 Euro.

VFS service fee for short term Schengen Visa (Visa C):
In addition to the visa fee, visa centers charge a service fee of 14.5 euros, including VAT, for each application.
List of persons exempt from paying the visa fee for short-term Schengen visas (Visa C):

Documents Required
Please note that after the suspension of the visa facilitation agreement, Schengen visas will be issued in accordance with the provisions of the Visa Code. The link contains Article 14 and Annex II of the EU Visa Code regulating the list of supporting documents.
These supporting documents must be attached to the set of visa documents together with the main set of documents listed below.
VISA APPLICATION FORM
- You need to complete this electronic Application Form for Schengen visas.
- The Visa Application Form should be filled in Latin letters only.
- The Form must be completed, printed and signed by the person applying for a visa.
- For minors: the Form must be signed by a parent or person with parental (guardianship) rights

Insurance policy should be provided in the original with a blue wet stamp. If the insurance policy is provided in a copy or printout, then a receipt of payment is required.
To get the Schengen visa, you should have a health insurance policy valid in the Schengen countries with minimum coverage of 30 000 EUR or 50 000 USD. To get multiple entry visa, you should have the health insurance policy for the first trip in the Schengen area. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted accepted (as a general rule, insurance must be issued at the place of permanent residence).
Requirements

To get Schengen visa, the minimum limit of liability of the insurer specified in the insurance policy during the insurance period must be at least 30 000 EUR or 50 000 USD. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted only filled in typewritten form.
To get single entry Schengen visa, the health insurance policy must fully cover the dates of the trip. For example, if visa is requested for 10 days from June 1 to June 10, the health insurance policy should be provided from June 1 to June 10 with the validity period of the insurance policy for 10 days.
To get multiple entry visa, the health insurance policy must cover only the first trip in the Schengen area.

Submitting a route plan is mandatory, if there is no any other document confirmed by an organized trip, or any other appropriate document indicating the planned travel plans.

These can be purchased air tickets, railway tickets, as well as official confirmation of tickets for a bus, transfer, etc.
- If the route is not direct to Hungary or you are visiting other countries, you must provide tickets for all movements with payment (transfer, car rental documents, railway tickets, etc.)
- Attention! Reservations booked/paid through the online providers "Ostrovok" and "OZON" cannot be accepted.
- In the case of trip by car, the following documents are provided:
- copies of the registration certificate of the vehicle,
- valid visa of the owner of the vehicle or notarized power of attorney for the right for driving the vehicle abroad + a copy of 1 page of the owner's Russian passport (if applicable),

To get Schengen visa, the minimum limit of liability of the insurer specified in the insurance policy during the insurance period must be at least 30 000 EUR or 50 000 USD. Insurance policies issued by insurance companies of the European Agreement and the European Economic Area or Russian insurance companies are accepted only filled in typewritten form.
To get single entry Schengen visa, the health insurance policy must fully cover the dates of the trip. For example, if visa is requested for 10 days from June 1 to June 10, the health insurance policy should be provided from June 1 to June 10 with the validity period of the insurance policy for 10 days.
To get multiple entry visa, the health insurance policy must cover only the first trip in the Schengen area.

- Attention! Reservations booked/paid through the online providers "Ostrovok" and "OZON" cannot be accepted.
- In the case of trip by car, the following documents are provided:
- copies of the registration certificate of the vehicle,
- valid visa of the owner of the vehicle or notarized power of attorney for the right for driving the vehicle abroad + a copy of 1 page of the owner's Russian passport (if applicable),

Visa Fees for short term Schengen Visa (Visa C):
- Visa Fee for citizens of Russian Federation and for citizens of countries, which do not have Visa Facilitation Agreement with EU is 90 Euro.
- Visa Fee for Children citizens of Russian Federation and for children citizens of countries, which do not have Visa Facilitation Agreement from the age of six years and below the age of 12 is 45 Euro.

VFS service fee for short term Schengen Visa (Visa C):
In addition to the visa fee, visa centers charge a service fee of 14.5 euros, including VAT, for each application.
List of persons exempt from paying the visa fee for short-term Schengen visas (Visa C):
The visa fee shall be waived for applicants belonging to one of the following categories:
- (a) children under six years;

Exemption is possible in agreement with the Consulate if there is an invitation from a close relative to Hungary.

Note: The consular fee may be presented for payment, even if you belong to the aforementioned categories of citizens. The decision on this is made during consultations with the Consular Department of the Hungarian Embassy in Moscow, or directly during the consideration of documents.
Please pay attention! Consular and Service fees are paid in cash or by card in rubles at the established exchange rate on the day of submission of the application. The paid fees are not refunded to the client regardless of the outcome of the application.

Documents Required
Please note that after the suspension of the visa facilitation agreement, Schengen visas will be issued in accordance with the provisions of the Visa Code. The link contains Article 14 and Annex II of the EU Visa Code regulating the list of supporting documents.
These supporting documents must be attached to the set of visa documents together with the main set of documents listed below.
VISA APPLICATION FORM
- You need to complete this electronic Application Form for Schengen visas.
- The Visa Application Form should be filled in Latin letters only.
- The Form must be completed, printed and signed by the person applying for a visa.
- For minors: the Form must be signed by a parent or person with parental (guardianship) rights
- The Application Form should be signed in blue ink.

- The passport must be signed.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.

The photo needs to display a full frontal view of the face. The size of the face from the bottom of your chin to the hairline must be between 32mm (1 ¼ inches) and 36mm (1 3/8 inches). Please look directly into the camera with a neutral expression and without smiling.

Processing Time
Dear customers, processing time may vary. Below are the approximate terms of consideration from the moment the documents are received by the Consulate General of Hungary in Yekaterinburg. If documents are submitted at the regional centers of the Yekaterinburg consular district, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
- The minimum period for processing of visa applications for all purposes of travel for citizens of the Russian Federation and foreign citizens is 15 calendar days from the date of receipt of documents by the Consulate General.
- Documents are not accepted for urgent processing.
- The day of submission of documents at the visa application center is not taken into account.
- Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
- The Consulate General and visa centers are closed on weekends. If the transfer date or the date of receiving documents from the Consulate General falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Overview
ELIGIBILITY
A residence permit for the purpose of medical treatment may be issued to a third-country national:
- who plans to stay in the territory of Hungary for the purpose of receiving medical treatment;
- accompanying his/her minor child or any family member in need of support for receiving medical treatment in the territory of Hungary.
Definition of family member:
- the spouse of the third-country national or of a Hungarian national (including registered – same sex – partner under Act XXIX of 2009),
- the minor child (including adopted and foster children) of a third-country national with his/her spouse,
- the dependent minor child (including adopted and foster children) of a third-country national where this third-country national has parental custody,
- the dependent minor child (including adopted and foster children) of the spouse of a third-country national where the spouse has parental custody,
- a person having and exercising parental custody of a minor Hungarian child and living in the same household with the minor.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

- formal statement from the host medical facility on the medical treatment provided;
- for accompanying family members, an official document proving family ties.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
You need to prove that you have sufficient financial means to cover the costs of treatment in Hungary. This can be verified using:
- a certificate from a credit institution under the applicant’s name (e.g. a bank account statement, an account statement on savings or stocks and bonds, bank balance statement;
- a document on regular income issued by the employer or the tax authority;
if a family member is providing support:
- notarized sponsorship letter
- the document proving the family relationship (with notarized Hungarian or English translation)
- one of the financial documents of the family member (bank account balance statement; certificate issued by the employer and/or the tax authority evidencing regular income)
The requirement to financial documents:
- bank account balance statement about the last 6 months and not older than 1 month from the date of receipt.
- a certificate issued by the employer and/or tax authority evidencing regular income received from abroad; Not older than 1 month from the date of receipt.
If you are employed at the time of application, the last monthly salary should be included in the certificate.
DOCUMENTS PROVING THE EXISTENCE OF HUNGARIAN ACCOMMODATION
Compliance with the requirement of accommodation in Hungary may be verified by:
- a residential lease contract and payment for it;
- a document on accommodation by courtesy; A statement from every owner is necessary and if someone is a beneficiary of usufruct (has the right to use the property without ownership), his/her declaration of consent is also necessary.
- a document in proof of ownership of the residential property, by means of a certified copy of title deed issued within 30 days to date;
- a document in proof of the reservation of accommodation and payment for it;
COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary, especially if the applicant will purchase comprehensive health insurance upon arrival. Therefore, the following documents can be attached:
- Copy of Hungarian health insurance card, or
- Business surety bond for comprehensive health care and certification of payment, or
- Statement that comprehensive health insurance will be purchased in Hungary upon arrival; or
- bank statements necessary for covering the health care expenses (if having enough financial means and not planning to purchase comprehensive health insurance).
DOCUMENTS EVIDENCING THE CONDITIONS OF EXIT
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
A minor third-country national shall provide proof that his/her parent or legal representative gave permission for his/her stay in Hungary, for the duration of the planned stay. The parental consent must be included in a private document or a public document with full evidential force, as well as provided with a Hungarian or English translation.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia.

During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. The administrative time limit shall not include the length of time between the receipt of the notice for remedying deficiencies until the time of compliance. After the application is submitted the applicant or his/her representative shall be able attach documents by way of e-mail to [email protected] (The jurisdiction of the Hungarian Consulate General in Ekaterinburg).
Please note that all documents must be submitted in Hungarian or English, or with a certified translation into Hungarian or English. When submitting an application, if possible, all available documents must be submitted in the original. It is necessary to make copies of all documents submitted in the original.

Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for the purpose of medical treatment is 21 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing).
Applications of minors and their accompanying legal guardians for a residence permit shall be examined forthwith, at the latest within 8 calendar days from the date of receipt of documents to the Hungarian immigration authority, if the verified purpose of travel is the minor’s medical treatment.
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!

- establishes or has established a learning relationship with a public education institution registered in the public education information system as operating a full-time school system; or
- full-time studies at a state-recognised higher education institution or at a foreign higher education institution authorised to operate in Hungary; or
- wishes to reside in Hungary to participate in a preparatory course organised by the higher education institution; and
- who is able to verify the linguistic knowledge required for the pursuit of studies.
- A residence permit for the purpose of studies cannot be granted to a third-country national who(se)
- applied for recognition as a refugee or who requested any subsidiary form of protection or temporary protection from the asylum authority,
- is a refugee or a beneficiary of temporary or subsidiary protection,
- is a person with tolerated status,
- expulsion has been suspended,
- is a person with the right of free movement and residence,
- holds an EU long-term residence permit,
- arriving in the territory of the European Union as an intra-corporate transferee or trainee, and
- enters the territory of the European Union for the purpose of highly qualified employment.
- holds a residence permit issued by another Member State of the European Union for the purpose of study, intends to pursue part of his/her studies at a Hungarian higher education institution and are not covered by an European Union or multilateral programme involving mobility measures or an agreement between two or more higher education institutions.

The pursuit of studies, as the purpose of residence, may be verified by:
- a certificate of admission from the relevant educational institution;
- a document to verify student status; or
other reliable means:
- in case of Stipendium Hungaricum students: letter of award issued by Tempus Public Foundation (who decides on the award of the scholarship)
- in case of bachelor’s degree program: copy of high school finishing certificate
- in case of master’s degree program: copy of bachelor’s diploma
- in case of partial studies (as an exchange student): certificate from the Russian university to verify your current student status
The high school finishing certificates and diplomas shall be presented in origin at the time of submission.
Linguistic knowledge may be verified by:- a language certificate in proof of language proficiency examination,
- an official diploma in proof of studies in a foreign language,
- other reliable means (for example certificate issued by the Russian university where the applicant is studying, etc.)
When applying for a student mobility residence permit or submitting a student mobility notification, the agreement or admission certificate with the Hungarian higher education institution must be attached.
The application must be accompanied by proof of payment of tuition fees.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY

- a certificate on the payment of scholarship grant;

Applicants of residence permits for the purpose of studies are required to indicate in the application form a genuine Hungarian address as a place of accommodation. For the notification no separate document is required.

Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for the purpose of study is 15 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing).
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consulates and visa centers are closed on weekends. If the transfer date to Consulate or the date of receiving documents from the Consulate falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

A residence permit for the purpose of family reunification may be issued to a third-country national:
- a family member of a person in possession of a residence permit,
- a family member of a person in possession of an immigration permit, settlement permit, interim permanent residence permit, national permanent residence permit, EC permanent residence permit,
- a family member of a person in possession of an interim residence card, a national residence card or an EU residence card,
- a family member of a person in possession of a residence card, a permanent residence card for EEA nationals, a permanent residence card for third-country national family members,
- a family member of a Hungarian citizen,
- a family member of a person with refugee status, if their marriage was contracted prior the entry into the territory of Hungary,
- the parent of an unaccompanied minor with refugee status, or the minor’s legally appointed guardian,
- dependent parent of a sponsor or his/her spouse,
- dependent parent of a person with refugee status,
- the sibling and ascendant family member of a sponsor or his/her spouse if he/she is unable to support him/herself due to health reasons,
- the sibling and ascendant family member of a person with refugee status if he/she is unable to support him/herself due to health reasons.
Definition of family member:
- the spouse of the third-country national or of a Hungarian national (including registered partner under Act XXIX of 2009),
- the minor child (including adopted and foster children) of a third-country national with his/her spouse,
- the dependent minor child (including adopted and foster children) of a third-country national where this third-country national has parental custody,
- the dependent minor child (including adopted and foster children) of the spouse of a third-country national where the spouse has parental custody,
- a person having and exercising parental custody of a minor Hungarian child and living in the same household with the minor
NEW REGULATION!
A residence permit for the purpose of family reunification may not be granted to a third-country national if the sponsor:
- does not hold a residence permit for the purpose of guest self-employment for at least a year,
- holds a residence permit for the purpose of seasonal employment,
- holds a residence permit for the purpose of employment for the purpose of investment,
- holds a residence permit for the purpose of employment,
- holds a residence permit for guest workers,
- is a holder of a White Card,
- holds a residence permit for the purpose of studies, training,
- holds a residence permit for the purpose of traineeship,
- holds a residence permit for the purpose of voluntary service.
Please note!
If, after 1 January 2024, someone wish to join a family member for the purpose of family reunification and the family member holds a residence permit issued under the previous legislation (Act II of 2007 on the Entry and Residence of Third-Country Nationals), the residence permit for the purpose of family reunification shall be issued in accordance with the Act II of 2007 and shall be subject to the rules of the Act II of 2007. This means that the stricter rules for family reunification (i.e. the excluded cases), defined by the new legislation, therefore do not apply to those who apply for family reunification on the basis of a residence permit issued to the sponsor under the previous legislation.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

DOCUMENTS VERIFYING THE PURPOSE OF RESIDENCE
Family reunification, as the purpose of residence, may be verified by:
- birth certificate;
- marriage certificate;
- adoption document;
- any other document attesting the existence of family relationship.
Family relationship for the purpose of reunification with a person with refugee status or a person who has been granted subsidiary protection may be verified by any reliable means, specifically by DNA analysis.
Please note that marriage certificate submitted by third-country national family member of a Hungarian citizen can be accepted only after domestic registration!!!
Please note that in case of family reunification, the family tie has to be confirmed by a marriage/birth/adoption certificate with an authentic translation into Hungarian. The certificate is accepted only with authentic Hungarian translation. An authentic translation is a translation made by the OFFI in Budapest (Hungarian Office for Translation and Attestation Ltd) or a translation authenticated by the Consulate of Hungary. Other translations, for example a translation authorized by a Russian notary is not accepted by the Hungarian migration office.
If the translation will be certified by the Consulate of Hungary, before submitting documents at the visa center, you need to visit the Consulate of Hungary with national and international passports, original certificates and their translation into Hungarian for certification by an employee of the Consular Department.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
The requirement of subsistence may, in particular, be verified by:
- a certificate from a credit institution under the applicant’s name (e.g. a bank account statement, an account statement on savings or stocks and bonds, bank balance statement),
- a document on regular income issued by the employer or the tax authority,
- a notarised declaration by a family member of the applicant's undertaking to provide maintenance and care for the applicant, and a document proving his/her capacity for the care and maintenance,
- any other credible evidence.
DOCUMENTS PROVING THE EXISTENCE OF HUNGARIAN ACCOMMODATION
Compliance with the requirement of accommodation in Hungary may be verified by:
- a residential lease contract and payment for it;
- a document on accommodation by courtesy;
- a document in proof of ownership of the residential property,
- a document in proof of the reservation of accommodation and payment for it.
DOCUMENTS PROVING THE EXISTENCE OF COMPREHENSIVE HEALTH INSURANCE
Enclosed with the application for residence permit the applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary.

ELIGIBILITY
Researcher: a third-country national who holds a doctoral degree or an appropriate higher education qualification which gives that third-country national access to doctoral programs, who entered the territory of a Member State and is staying there, and who is selected by a research organisation for carrying out a research activity for which such qualification is normally required.
A residence permit for the purpose of research may be issued to a third-country national:
- seeking admission to the territory of Hungary for the purposes of carrying out a research project under a hosting agreement concluded with a research organisation accredited under specific other legislation; and
- the research organisation provides a written commitment for reimbursing the costs of expulsion in cases where the researcher remains in the territory of Hungary past the period authorised – if the researcher does not have the financial means necessary.

ELIGIBILITY
A residence permit may be issued for the purpose of voluntary activities to third-country nationals
- who wish to stay in the territory of Hungary for the purpose of performing public interest voluntary activities based on a voluntary contract concluded with a host organization defined by Act LXXXVIII of 2005 on public interest voluntary activities, or
- performs voluntary activity in the framework of the European Voluntary Service.
A host organisation may be: a local or minority self-government, budgetary entity, civil or non-profit organization, ecclesiastical legal person or religious association, social, child welfare, child protection service provider, institution or network, health service provider, public education institution, vocational training institution, higher education institution, museum institution, library, public archive, public private archive, public cultural institution.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

- The purpose of residence can be proved by a voluntary contract concluded with the host organization.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
The requirement of subsistence may, in particular, be verified by:
- a certificate from a credit institution under the applicant’s name (e.g. a bank account statement, an account statement on savings or stocks and bonds, bank balance statement),
- a document on regular income issued by the employer or the tax authority,
- a notarised declaration by a family member of the applicant's undertaking to provide maintenance and care for the applicant, and a document proving his/her capacity for the care and maintenance,
- any other credible evidence.
NOTIFICATION OF GENUINE HUNGARIAN HOME ADDRESS
Applicants of residence permits for the purpose of voluntary activities are required to indicate in the application form a genuine Hungarian address as a place of accommodation. For the notification no separate document is required.
COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary.
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia.

During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. In the case of issuing a White Card, the purpose of stay can be verified:
- In the case of employment in a country other than Hungary, a certificate from an employer stating
- the scope of the employer's activities,
- the provision on remote, electronic work and its duration and
- the duties and the position of the applicant.
Proof of the real and actual operation of the employer must be certified.
- If the applicant runs a company with proven profits from Hungary, a document stating:
- the real and actual operation of the company,
- the job title and position held by the applicant in the company,
- the scope of the company's activities, and
- his/her ownership of shares in the company.
The real and actual operation of the company can be verified by:
- a document certifying the registration of the company by the public authorities,
- an authentic instrument or a certificate from the tax authorities proving regular income or profit,
- other credible means.
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
The third-country national is considered to have sufficient resources to cover his/her subsistence if the third-country national's monthly legal income is equal to or exceeds EUR 3,000 net for at least 3 months prior to entry. Please note that the applicant must have this amount of income throughout the period of stay in Hungary.
The requirement of subsistence may, in particular, be verified by:
- bank statement for the previous 3 months,
- a certificate evidencing regular income issued by the employer or by the tax authority.
DOCUMENTS PROVING A PLACE OF ACCOMMODATION IN HUNGARY
Ownership or right of use shall be proven of a property suitable for housing by providing one of the following documents:
- a residential lease contract and payment
- a document on accommodation by courtesy;
- a document in proof of ownership of the residential property, by means of a certified copy of title deed issued within 30 days to date;
- documentary evidence to verify the reservation of accommodation and payment.

- a certificate issued by the employer and/or tax authority evidencing regular income received from abroad;
- if the third-country national’s residence in Hungary is financed by his/her family member, family relationship is to be verified, together with documentary evidence in proof of such family member’s ability to provide support;

DOCUMENTS PROVING THE EXISTENCE OF HUNGARIAN ACCOMMODATION
The place of Hungarian accommodation must be a property shown in the real estate register as a residential building or detached house, or any similar property suitable for habitation (minimum 6 square meters of living space per person) or a commercial or other accommodation deemed appropriate by law.
Compliance with the requirement of accommodation in Hungary may be verified by:
- a residential lease contract in proof of the rental of a residence;
- a document on accommodation by courtesy;
- a document in proof of ownership of the residential property, by means of a certified copy of title deed issued within 30 days to date;
- a valid letter of invitation with an official certificate affixed;
- documentary evidence to verify the reservation of accommodation and payment;
- a notarised statement made by a family member with the right of residence in Hungary as holding a long-term visa or residence permit, with immigrant or permanent resident status, holding a residence card or a permanent residence card in accordance with specific other legislation, or with refugee status, promising lodging to the applicant; or
- a real estate sales contract and a copy of the decision of the competent Budapest or county government agency granting permission for the acquisition of a real estate property;
- other documents.

COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary.
DOCUMENTS EVIDENCING THE CONDITIONS OF EXIT
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
A minor third-country national shall provide proof that his/her parent or legal representative gave permission for his/her stay in Hungary, for the duration of the planned stay. Parental consent may be evidenced by a statement executed in a private document representing conclusive evidence or an authentic instrument, with Hungarian or English translation.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia.

During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. The administrative time limit shall not include the length of time between the receipt of the notice for remedying deficiencies until the time of compliance. After the application is submitted the applicant or his/her representative shall be able attach documents by way of e-mail to e-mail to [email protected] (The jurisdiction of the Hungarian Consulate General in Saint-Petersburg.

Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for Other purposes is 21 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing).
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consulates and visa centers are closed on weekends. If the transfer date to Consulate or the date of receiving documents from the Consulate falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Overview
ELIGIBILITY
A residence permit for the purpose of training may be granted to a third-country national who is participating in a scholarship-based training course in Hungary provided by the Government or the Ministry. Applicants must have the linguistic knowledge required for the course.
A person who fulfils the conditions for a residence permit for the purpose of studies may not be granted a residence permit the purpose of training! This means that a residence permit for the purpose of training may be granted to a third-country national who participates in a training in Hungary organized by a non-higher education institution with a scholarship provided by the Government or a Hungarian Ministry. If a preparatory course is organized by a higher education institution, a residence permit for the purpose of studies may be granted.
Please note that when submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

- other credible means (e.g. a scholarship certificate).

- Statement that comprehensive health insurance will be purchased in Hungary upon arrival; or
- bank statements necessary for covering the health care expenses (if having enough financial means and not planning to purchase comprehensive health insurance).
DOCUMENTS EVIDENCING THE CONDITIONS OF EXIT
The conditions of exit may be verified by:
- a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates;
- and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national.
Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused.
According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia.

During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. The administrative time limit shall not include the length of time between the receipt of the notice for remedying deficiencies until the time of compliance. After the application is submitted the applicant or his/her representative shall be able attach documents by way of e-mail to [email protected] (The jurisdiction of the Hungarian Consulate General in Ekaterinburg).
Please note that all documents must be submitted in Hungarian or English, or with a certified translation into Hungarian or English. When submitting an application, if possible, all available documents must be submitted in the original. It is necessary to make copies of all documents submitted in the original.
The completed Consent to processing of personal data, signed by the applicant personally is needed for applying documents at Visa Application Center.

Photo Specifications
Please read the specifications for photographs carefully before submitting your visa application.
- Photo must be taken within the last 3 months.
- The photo needs to display a full frontal view of the face, showing the entire head and the top of the shoulders.
- The face should be located in the center of the photo.
- Size of the photo 35 mm X 40 mm, in color
- White Background photo is required
- Please look directly into the camera with a neutral expression and without smiling.
- The facial image must be sharp, clear, and with sufficient contrast
- Please avoid photos with reflections or shadows on the face or with red eyes.
- Reflection from glasses, sunglasses, or tinted glasses is not permitted. The eyes cannot be hidden by the glass frames.
- Head-dress is permitted only for religious reasons, provided that all facial details are still clearly visible and the head-dress does not cast any shadow over the face.
The photograph for visas must satisfy the requirements listed above. If those are not met, the applicant will be asked to present new photos.

Processing Time
Processing time may vary. The approximate terms of processing when submitting documents in Moscow, Saint Petersburg, Kazan, and Ekaterinburg are indicated below. If documents are submitted at the regional centers of the consular districts, it is necessary to take into account the time for sending documents, which is at least five working days.
Processing time of visa applications:
The administrative time limit for processing of the application for residence permit for the purpose of Traineeship is 21 calendar days from the date of receipt of documents to the Hungarian immigration authority (National Directorate-General for Aliens Policing).
The processing time of the application at the Consulate is not included in the administrative time limit of the whole procedure. The administrative time limit begins on the working day after the application arrives at the Hungarian immigration authority!
Attention!
The day of submission of documents at the visa application center is not taken into account.
Calendar days mean working days and weekends. If holidays or non–working days fall within the processing period, it will be extended.
The Consulates and visa centers are closed on weekends. If the transfer date to Consulate or the date of receiving documents from the Consulate falls on the weekend, then the documents will be transferred /received on the next working day after the weekend.

Overview
Documents for obtaining a residence permit for the purpose of employment can be submitted only for the following purposes:
- Seasonal employment
- Employment for the purpose of investment
- Employment
- Residence permit for guest workers
- National Card
- Hungarian Card
- EU Blue Card
Please note that according to Government Decree No. 450/2024 (23.XII.), after January 1, 2025, only citizens of countries listed in the Government Decree can work in Hungary with a residence permit for the purpose of employment and with a residence permit for guest workers.
In accordance with above, from January 1, 2025, only citizens of Armenia, Georgia and the Republic of the Philippines have the right to apply for a residence permit for employment (Appendix 9.6) and for guest workers (Appendix 9.7).
Russian nationals’ applicants can submit documents for all other categories of Residence permit that will corresponds their purposes.

Please note that if signature authentication by the Consul is required, documents can be submitted only in Yekaterinburg.
When submitting the application the applicant is required to appear before the authority in person, except if unable to appear due to his/her health condition. If the applicant is a minor of limited capacity or if incompetent, the application may be submitted by the applicant’s legal representative in his/her stead. If the minor client has reached the age of six at the time the application is submitted, he/she shall be required to appear in person when the application is submitted. The responsibility for ascertaining the minor’s physical presence before the immigration authority lies with the legal representative.
When the application is submitted, the applicant’s facial likeness and – over the age of six years – fingerprint will be taken for the residence permit issued with biometric data. The third-country national affected is obliged to abide by, and perforce tolerate, that procedure.
Third-country nationals may apply for an entry visa for receiving a residence permit before admission to the country in the application for residence permit, without having to lodge a separate application.
If the decision of the regional directorate is in favour of the application for residence permit, it shall constitute approval for the issue of an entry visa for receiving a residence permit, of which the competent consulate officer shall be notified. The entry visa for receiving a residence permit shall be issued by the competent consulate officer based on the regional directorate’s decision.
Moreover, please note that D visas for entitlement to receive a residence permit issued to third-country nationals are single-entry visas authorising a stay of not more than 30 days, therefore we recommend to visit the regional directorate of the National Directorate-General for Aliens Policing responsible for the place where their future accommodation is located as soon as possible after entering Hungary in order to receive the residence permit and register such Hungarian accommodation.

Visa Fees
Visa Fees for Residence permit (Long term Visa D):
- Visa Fee for Residence permit (Long term Visa D) is 110 Euro.
List of persons exempt from paying the visa fee for Residence permit (Long term Visa D):
- Students who receives scholarship from the Hungarian state (Stipendium Hungarian students)
VFS service fee for Residence permit (Long term Visa D):
In addition to the visa fee, visa centers charge a service fee of 20 euros, including VAT, for each application.
Please pay attention!
VFS Service fees are paid in cash or by card in rubles at the established exchange rate on the day of submission of the application.
The above mentioned fees are related for the processing of the visa application and are non-refundable in case of refusal.

- 3 years of relevant professional experience within the period of 7 years prior to the submission considered as a high level of professional qualification
DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY
The requirement of subsistence may, in particular, be verified by:
- Preliminary agreement
- Certificate from a credit institution for 3 months
- Document on regular income from the employer or the tax authority
DOCUMENTS PROVING A PLACE OF ACCOMMODATION IN HUNGARY
Ownership or right of use shall be proven of a property suitable for housing by providing one of the following documents:
- a residential lease contract and payment;
- a document on accommodation by courtesy;
- a document in proof of ownership of the residential property, by means of a certified copy of title deed issued within 30 days to date;
- documentary evidence to verify the reservation of accommodation and payment;
- certificate from employer
COMPREHENSIVE HEALTH INSURANCE POLICY
The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services.
Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary.
